FDLE Dismantles South Florida Prostitution Business
Florida Department of Law Enforcement (FDLE) special agents and Boca Raton Police Department today arrested four South Florida residents on charges related to operating a prostitution business out of Pompano Beach. David Naftaly, 42, of Parkland; Rachelle Pelletier, 44, of Pompano Beach; Elizabeth Smodey, 27, of Wilton Manors;and Mike Mitchell, 49, of Wilton Manors were arrested and charged with racketeering, conspiracy to commit racketeering, deriving support from the proceeds of prostitution, and money laundering.
FDLE and Boca Raton Police Department’s investigation began in December 2007 after receiving information from the Palm Beach County Sheriff’s Office regarding an online escort service called All Perfect Tens Escort Service operating in multiple counties in South Florida.
Further investigation revealed that All Perfect Tens – operating as RDP Enterprises of South Florida – advertised adult entertainment to include parties, couple, fetish and other services in Palm Beach, Broward and Dade counties. FDLE agents and local law enforcement detectives conducted several prostitution sting operations. Investigators learned that the owners typically assigned calls, including those for sex, for a standard rate of $160 per hour. At the end of the shift, the employees were to keep $100 and give $60 to the agency per hour for each assignment they worked. The investigation revealed that despite the fact the company publicly advertised services such as bachelor parties, a large majority of the assignments involved providing a sexual act for money.
Investigators allege that on any given weekday, there were 10 to 15 girls working and that each girl handled three to five calls a shift and on the weekends. Investigators believe as many as 20 to 30 girls were actively working for the escort service.
Naftaly, Pelletier, Smodey and Mitchell were booked into the Broward County Jail. Attorney General Bill McCollum’s Office of Statewide Prosecution will prosecute this case.
