RE: Flags at Half-Staff

Specialist Justin L. Horsley, of Palm Bay, Florida, died on July 22, 2012, in Logar Province, Afghanistan, in support of Operation Enduring Freedom. Specialist Horsley was assigned to A Company, 1st Battalion, 503rd Infantry Regiment, 173rd Airborne Brigade Combat Team, V Corps, Vicenza, Italy.

By virtue of the power and authority vested in me by 4 U.S.C. § 7(m), as amended on June 29, 2007, and the laws and Constitution of the State of Florida, I, Governor Rick Scott, hereby proclaim and direct as follows:

1. All National and State flags shall be flown at half-staff at the County Courthouse of Brevard County, Florida, and at the City Hall of Palm Bay, Florida, on Wednesday, August 8, 2012, in honor of Specialist Justin L. Horsley.

2.The National and State flags at the Capitol in Tallahassee, Florida, shall also be flown at half-staff on Wednesday, August 8, 2012, in honor of Specialist Justin L. Horsley.
