DEPARTMENT OF HEALTH TAKES ACTION AGAINST FLORIDA DENTIST
~State Surgeon General Issues suspension order for Palm Beach dentist arrested on child abuse charges~

TALLAHASSEE —The Florida Department of Health’s State Surgeon General, Dr. John Armstrong, today issued an Emergency Suspension Order (ESO) for Thomas P. Floyd, DMD, with the assistance and partnership of the West Palm Beach Police Department. This will halt his ability to practice coinciding with his arrest pending charges of child abuse.

Dr. Floyd was arrested this morning after an arrest warrant was obtained through the West Palm Beach Police Department. Dr. Floyd has been charged with one count of child abuse stemming from a 2010 incident involving a four-year old patient. The four-year-old victim reported that Dr. Floyd punched him during a dental procedure which left swelling, abrasions, and bruises on his lips. A witness confirmed that Dr. Floyd used a drill and then his palm to force a dental instrument into the child’s mouth causing the injuries after the child bit the doctor.

Emergency suspension or restriction orders are not considered final agency action, but are imposed as specified by section 456.074, Florida Statutes, for serious violations relating to the commission of crimes, standard of care, drug use, or for student loan defaults. The subject is entitled to a hearing before final action is taken by a regulatory board or by DOH. However, the ESO will remain in effect until final disciplinary action is taken, the suspension is lifted, or the case is successfully appealed.
