Former Jefferson County Clerk of Courts Employee arrested for Scheming to Defraud

Agents with the Florida Department of Law Enforcement’s Tallahassee Regional Operations Center obtained an arrest warrant for Stephanie Massey Footman, 49, of Monticello, Fla., for one count of Scheming to Defraud. Footman is a former employee of the Jefferson County Clerk of the Court’s Office.

The investigation began in September 2012, when FDLE was contacted by Jefferson County Sheriff’s Office Sheriff David Hobbs after they had received information that Footman was collecting people’s child support payments and keeping their payments for herself.

According to Investigators, Footman would collect the child support payments and then keep some of the cash payments instead of depositing the money in the bank. The total loss for Jefferson County is $4,238.

Footman turned herself into the Jefferson County Sheriff’s Office on the outstanding warrant.

Footman was booked into the Jefferson County Jail, and she had a bond of $2,500.00.
