Florida TaxWatch Names New Chairman, Board Members, Staff Addition
TALLAHASSEE — On October 25 at its Annual Meeting, Florida TaxWatch began a new era of leadership. Announced as the new Board of Trustees Chairman, John B. Zumwalt, III, is the President of The Zumwalt Company, a family investment company that assists with early investment and corporate development of start-up companies.
In 2010, he retired as Chairman and CEO from a 37-year career with The PBSJ Corporation and its primary subsidiary company, PBS&J, a nationwide consulting engineering company. Under his leadership, The PBSJ Corporation grew to be an $830-million-a-year, 4,000 person company offering engineering and construction services across the U.S. and abroad through 80 offices.
John is a 1973 graduate of the University of Rhode Island with a degree in civil and environmental engineering and he was inducted into its Engineering Hall of Fame in 2004. He is a registered engineer in the State of Florida.
As an advocate for his profession and in support of his industry, he has actively served his profession with distinction. John is a past President and Director of the Florida Engineering Society and a Founder and alumnus of the Florida Engineering Leadership Institute. He was selected by his peers as an FES Fellow and received the prestigious Governor A.W. Gilchrist Award for outstanding public service to the engineering profession. He is past President and Director of the Florida Institute of Consulting Engineers (FICE).
Through active participation in key civic groups, John has tirelessly promoted good stewardship of the Florida economy. His service has included serving on the Board of Directors of the Florida Council of 100. He is a past member of the Board of Directors of the Florida Chamber of Commerce and a recipient of its 2006 Chair’s Award in recognition of his business leadership in Florida.
He is Past Chair and Director of the Florida Chamber Foundation and chaired its Coalition for Affordable Living in Florida. He is a Leadership Florida alumnus.
John is currently Chairman of Florida TaxWatch and member of the Board’s Executive Committee. He is a past member of the Board of Directors of Enterprise Florida and the Tampa Bay Partnership. He is active on Shelton Quarles IMPACT Foundation in Tampa.
John’s contributions have brought numerous professional and civic accolades, including recipient of In Focus magazine’s South Florida Achievers Award and featured in the “The Leadership Generation,” the Smart Business cover story for November 2005.
John lives in Odessa, Florida with his wife Martha. They are members of the St Petersburg Yacht Club and enjoy offshore sailing and cruising.

Lucy Frederick joins the Florida TaxWatch Research Team as a Research Analyst, working primarily with the Center for Health & Aging, and the 2013-14 Government Cost Savings Task Force. Lucy graduated at the top of her class with a master’s degree in Public Health from Florida State University. She also has experience with the Florida Department of Health and as a research assistant, preparing an expert witness for a lawsuit on Medicaid policies. Most recently, she co-authored a research article on pay-for-performance in healthcare settings, which is pending publication in Public Administration Review. She will focus on health and aging issues and she will be a great addition to the Florida TaxWatch Research Team.
