PSC Revises Pay Telephone Rules
TALLAHASSEE – Like telephone landlines, the number of payphones in Florida is declining. Last year, Florida’s Legislature passed the Regulatory Reform Act (Act) to update and streamline telecommunications laws. Today, Florida’s Public Service Commission (PSC) voted to revise its pay telephone rules to conform with the Act.
To operate, pay telephone service providers will now be required to obtain a certificate of authority or necessity instead of a certificate of public convenience and necessity. Revised certificate application forms will delete informational requirements relating to operations in other states, proof of technical expertise, financial capability, and managerial ability.
Requirements for pay telephone service operators were revised to remove rules on deposited coin return for call incompletions, free access to repair calls, local and long distance directory assistance call completions, and terminating call announcements.
Other rule revisions eliminate sales solicitations, call routing, incoming call requirements, outgoing call requirements, minimized service interruptions, directory maintenance, cleanliness reviews, accessibility guidelines, toll fraud liability, and National Electrical Safety Code and National Electric Code compliance.
Affected pay telephone rules include 25-24.510 through 25-24.512, 25-24.514, and 25-24.515, Florida Administrative Code.
