Florida Department of Law Enforcement agents arrested James Wesley Norman III, 52, of Sanford, and Jeri Nicole Clements, 32, of Sanford, on charges of organized scheme to defraud in excess of $50,000 and grand theft in excess of $50,000.
Through their roofing company, Florida RoofPro, Norman and Clements collected monies from homeowners affected by Hurricane Irma and subcontracted the work to another company without telling the homeowners. When the subcontractor billed Florida RoofPro for the completed work, Norman and Clements made excuses and refused to pay.
The investigation showed that Norman and Clements withheld more than $108,000 in payments owed to the subcontractor for work completed on nine houses. Believing that none of the homeowners had paid for the work done on their properties, the subcontractor placed a lien on each of the nine homes, later removing the liens once they discovered that the homeowners had already paid Florida RoofPro in full.
Norman previously pled guilty to identity theft in Kentucky and is currently in a pre-trial diversion program for that offense.
Norman and Clements were arrested with assistance from the Seminole County Sheriff’s Office and booked into the Seminole County Jail, each on $50,000 bond. The case will be prosecuted by Attorney General Ashley Moody’s Office of Statewide Prosecution.
