Governor Ron DeSantis Appoints Three to the Tampa Port Authority
Governor Ron DeSantis today announced the appointment of William Theodore “Ted” Conner and the reappointments of Hung Mai and Patrick Allman to the Tampa Port Authority.
William Theodore “Ted” Conner
Conner, of Tampa, is the senior vice president at Old Republic National Title Insurance Company. Previously, he served as general counsel at Attorneys’ Title Fund Services, LLC. He is a Florida board-certified real estate lawyer and serves on the board of the Florida Land Title Association and the Executive Council of the Real Property, Probate and Trust Law Section of the Florida Bar. He earned his bachelor’s degree in business administration and his juris doctorate from the University of Florida. Conner is appointed to a four-year term.
Hung Mai
Mai, of Tampa, is president and chief executive officer at H.T. Mai, Inc., a civil engineering firm. Previously, he was appointed by the Hillsborough County Board of County Commissioners as a member of the Hillsborough County Diversity Advisory Council where he served as chairman from 2013-2016. He earned his bachelor’s degree in civil engineering from the University of Saigon. Mai is reappointed to a four-year term.
Patrick Allman
Allman, of Tampa, is the general manager at Odyssey Manufacturing Company. He served in the United States Navy as a nuclear power and submarine officer before retiring as a Captain in 2013. He earned his bachelor’s degree in nuclear engineering from the University of Virginia and his master’s degree in business administration from the University of Tampa. Allman is reappointed to a four-year term.
These appointments are subject to confirmation by the Florida Senate.

Daytona State College District Board of Trustees
Governor Ron DeSantis today announced the appointments of Randall Dye and Robert Lloyd and the reappointment of Betty Holness to the Daytona State College District Board of Trustees.
Randall Dye
Dye, of Deland, is the owner of Speedway Dodge, Inc. Currently, he is a member of the Nascar Foundation, the Fiat Chrysler Automobiles National Dealer Council and a trustee for the Museum of Arts and Sciences Board of Directors. He is the past president and current trustee for the Volusia Flagler Boys and Girls Club. Dye is appointed for a four-year term.
Robert Lloyd
Lloyd, of Port Orange, is the executive vice president and general counsel for Brown & Brown Insurance. Previously, he served on the Volusia County Charter Review Commission. He received his bachelor’s degree in political science and his juris doctor from the University of Florida. Lloyd is appointed to a four-year term.
Betty Holness
Holness, of Ormond Beach, is retired. Previously, she served as the Volusia County council liaison and as the community outreach manager for the Volusia County Manager and County Chairman. She also served 26 years in the Indiana Department of Education. She earned her bachelor’s degree and master’s degree in education from Butler University in Indianapolis. Holness is reappointed for a four-year term.

State College at Jacksonville District Board of Trustees
Governor Ron DeSantis today announced the appointment of Rod Odom and the reappointment of Laura DiBella to the Florida State College at Jacksonville District Board of Trustees.
Rod Odom
Odom, of Yulee, is a retired CEO at AT&T Southeast. Previously, he served in various roles at Bellsouth, including director of new venture planning, executive vice president of network operations and president of network services. He is a member of the University of Florida Dean’s Leadership Council and a trustee emeritus at Oglethorpe University in Atlanta. He earned his bachelor’s degree in psychology from the University of Florida. Odom is appointed to a four-year term.
Laura DiBella
DiBella, of Fernandina Beach, is the port director for Fernandina Ocean Highway and Port Authority. She has served as executive director of the Nassau County Economic Development Board since 2014 and has been a member of the Florida State College at Jacksonville Business Advisory Program Committee since 2016. She earned her bachelor’s degree in human resource management and business administration and management from the University of Florida. DiBella is reappointed to a four-year term.

to the Hillsborough County Aviation Authority
Governor Ron DeSantis today announced the reappointment of Robert Watkins to the Hillsborough County Aviation Authority.
Robert Watkins
Watkins, of Tampa, is a certified public accountant and president of Robert Watkins & Company, P.A. He has served on the Hillsborough Aviation Authority since 2011 and currently serves as chair. He earned his bachelor’s degree in accounting from the University of South Florida. Watkins is reappointed to a four-year term.
