Representative Gallop Franklin (D- Tallahassee) filed HB 159 to fight against HIV by authorizing licensed pharmacists to play a critical role in HIV prevention by screening for exposure, ordering, and dispensing HIV infection prevention drugs. This legislation seeks to bridge the gap in access to PrEP (pre-exposure prophylaxis), ultimately saving lives and bolstering preventive efforts in high-risk and underserved communities.
While PrEP has been available for several years, a number of Floridians lack access to this vital medication. The disparity in access is particularly pronounced in Black and Latino communities, who bears high rates of HIV. HB 159 is poised to equip communities most in need with the tools necessary to combat the HIV epidemic, addressing healthcare inequities head on.
“The shortage of access to HIV prevention drugs has left too many Floridians without this life-saving preventative medication,” said Representative Gallop Franklin (D-Tallahassee). “Making HIV prevention drugs accessible through licensed pharmacies is a crucial step towards broadening access and reducing HIV infections. This bill represents a solution that will bring these drugs within reach for those who both want and need them in Florida.”
Under the provisions of the bill, the Board of Pharmacy, in consultation with the Board of Medicine & Board of Osteopathic Medicine, will adopt rules and develop statewide drug therapy protocol aim to ensure that the access to PrEP is expanded effectively and responsibly.
