For the 2024 Legislative Session, Representative Ashley V. Gantt (D-Miami) has filed HB 127- Paid Parental Leave, HB 361- School Readiness Program, HB 797- Notice of Restoration of Voting Rights Information on Sentencing Scoresheets, HB 1325– State-Certified Doulas, HB 1345– Child Support and Time-Sharing Resulting, HB 1601– Tax Rebates for Low-to-Moderate-income Residents, and HB 1603- Affordable Housing Inclusionary Housing Ordinances.
Representative Gantt remarked, “I am committed to championing the well-being of Floridian families and dedicating my efforts to legislatively enhance their lives. My goal is to create policies that create a stronger, more vibrant Florida for all families.”

Supporting Floridian Families
HB 1603 – Affordable Housing Inclusionary Housing Ordinances requires, rather than authorizes, inclusionary housing ordinances to require developers to provide specified number or percentage of affordable housing units; removes authorization for developers to contribute to housing funds or other alternatives in lieu of building affordable housing units.
HB 1601 – Tax Rebates for Low- to Moderate-income Residents creates the Working Floridians Tax Rebate Program within DOR; grants state funds to certain people who receive specified tax credit & meet certain criteria; prohibits receipt of rebate from being used in certain program eligibility determinations.
HB 1345 – Child Support and Time-sharing Resulting from Unwanted Pregnancies provides requirements for prenatal care, post birth support, & time-sharing for a child under certain circumstances.
HB 1325 – State-certified Doulas prohibits persons from using title “state-certified doula” unless certified under specified provisions; specifies requirements for certification of doulas; prohibits entities from holding themselves out as providing specified training & education unless approved by DOH for such purpose; requires DOH to publish list of entities approved to provide training & education of doulas for certification purposes.
HB 361 – School Readiness Program enhances access to quality early childhood education by increasing the School Readiness eligibility threshold to 250% of the Federal Poverty Level (FPL) in Florida. Increasing the income eligibility threshold ensures that a greater number of children have access to essential early education programs, while allowing eligible low-income working families to enter and remain in the workforce.
HB 127 – Paid Parental Leave requires state to provide paid parental leave to certain employees for specified time period; prohibits state from requiring that employee use his or her annual or sick leave for paid parental leave; provides employee is entitled to accumulate specified benefits during such leave; prohibits state from refusing to grant such leave.
HB 797 – Notice of Restoration of Voting Rights Information on Sentencing Scoresheets specifies information to be provided on sentencing scoresheets concerning restoration of voting rights; requires scoresheet to be provided to the defendant before sentence is imposed.
