Bill Defining Antisemitism in Law Passes Florida House

Posted on January 18, 2024

The Florida House of Representatives today passed HB 187 by Representative Michael Gottlieb (D- Davie) to codify the definition of antisemitism in state law.

This will give guidance in the monitoring and reporting of antisemitic acts and adopts the International Holocaust Remembrance Alliance’s definition of antisemitism (IHRA). IHRA is an intergovernmental organization comprised of 35 Member Countries and 9 Observer Countries. The use of their definition in Florida Statutes would create a more clear and specific definition for antisemitism and provide contemporary examples of antisemitic acts.  The bill defines antisemitism as “a certain perception of Jewish individuals which may be expressed as hatred toward such individuals.” The bill also includes some contemporary examples of antisemitism as detailed by IHRA.  This legislation will allow the state to have a working definition for antisemitism to better identify and prosecute hate crimes.

“Antisemitism has increased approximately 400% since the atrocities Hamas committed inciting Israel’s military response. Social media is replete with videos and commentary that are antisemitic. Florida statutes need to address this cycle of rising hate and help end antisemitism and xenophobia. This legislation is needed and a step in the right direction to help protect Florida’s Jewish population,” said Representative Gottlieb.
