Invest 90L South Florida Flash Flooding Catastrophe Reporting


The Florida Office of Insurance Regulation (OIR) is providing notice to insurers to file a Simplified 2024 Catastrophe Reporting Form (CRF) through the Insurance Regulation Filing System (IRFS). Data must be provided in accordance with the deadline below.

OIR is instituting this data call for the purpose of collecting additional claims and other relevant information from insurers related to a natural disaster causing catastrophic damage in the state of Florida. This authority is mandated pursuant to section 624.307, Florida Statutes.


Reporting Deadlines for Invest 90L South Florida Flash Flooding

OIR is requiring weekly simplified catastrophe reporting for Invest 90L South Florida Flash Flooding. Weekly reporting deadlines for Invest 90L South Florida Flash Flooding:

  • Wednesday, June 26, 2024

  • Wednesday, July 3, 2024

  • Wednesday, July 10, 2024

  • Wednesday, July 17, 2024

Data must be submitted by 12 p.m. ET for each reporting deadline.

OIR will notify insurers if additional reporting deadlines are required.

At this time, insurers must report using the Simplified 2024 CRF, which does not include the “Survey” tab within the CRF template.

The CRF provides valuable information to OIR and the state of Florida regarding the impact of a hurricane or other event. It is critical that data submitted is timely and accurate.

Required Filers

All insurers currently authorized to write the following lines of business in Florida are required to report Invest 90L South Florida Flash Flooding claims data:

How to File the CRF

Insurers are to report Invest 90L South Florida Flash Flooding claims data using the 2024 CRF.

The 2024 CRF template must be downloaded within your filing in IRFS here. A sample of the template is available below.

  • Each insurer must submit its CRF on an individual insurer basis only.
  • If an insurer has no policies in force in Florida for the required lines, the insurer must submit a “No Data” filing.
  • If the insurer has policies in force in Florida for the required lines of business but no claims, the insurer must submit a “No Data” filing.
  • “No Data” filings are only required for the initial reporting notice. However, a company reporting policies in force in Florida must submit “Data” filings once claims are received.
  • Reporting is cumulative and must include all claims as of the reporting date.
  • Each insurer must download a new template. Previously downloaded templates will not work.

Florida Division of Emergency Management Successfully Secures Approval of Leon County for FEMA Individual Assistance for 2024 May Storm Damages

TALLAHASSEE, Fla. – Today, the Florida Division of Emergency Management (Division) announced that the state effort to advocate for federal recovery assistance has been successful; the Federal Emergency Management Agency (FEMA) has approved Leon County for Individual Assistance due to the impacts of the May tornadoes and severe weather. Homeowners and renters who sustained losses may now apply for FEMA Individual Assistance, which may include financial help for temporary lodging, basic home repairs, and other disaster-related expenses.

“The Division is committed to ensuring the most assistance possible is available to disaster survivors,” said Division Executive Director Kevin Guthrie. “I encourage homeowners and renters in Leon County to start their FEMA application immediately to ensure they don’t miss any federal assistance deadlines and give themselves ample time to receive all support possible on their road to recovery.”

Leon County is the sole county approved for FEMA Individual Assistance due to impacts from the May severe weather.

Baker, Gadsden, Hamilton, Lafayette, Leon, Liberty, Madison, Suwannee, Taylor and Wakulla counties were all approved for FEMA Public Assistance. Public Assistance provides state, local, tribal and territorial governments and certain private-non-profit organizations assistance for emergency work and the repair or replacement of disaster-damaged facilities that are not privately owned.

PSC Approves Final Storm Restoration Recovery Costs for FPL

 

TALLAHASSEE —The Florida Public Service Commission (PSC) today approved $1.3 million in final storm restoration recovery costs related to Hurricanes Ian and Nicole for Florida Power & Light Company (FPL).

FPL and the Office of Public Counsel, representing customers, agreed that the requested $1.3 million in storm restoration recovery costs is supported by the case record, and all issues in the case were stipulated. The only remaining party—Walmart, Inc.—took no position on the stipulations.

After the PSC reduced FPL’s interim storm restoration recovery costs in November 2023, the utility’s residential customer bills for 1,000 kWh usage reflected a $6.65 storm recovery charge for three months, from January-March 2024.

This final PSC-approved recovery amount will be compared to actual revenues collected from FPL’s storm recovery charge. Any over- or under-recovery will be handled through the non-fuel energy charge on customer bills for a one-month period.

PSC Approves Florida Relay System Annual Budget With Reduced Surcharge 

TALLAHASSEE —This morning, the annual budget for Florida Telecommunications Relay, Inc. (FTRI) was approved by the Florida Public Service Commission (PSC). FTRI administers the Florida Relay System (FRS) that provides basic telecommunications access to Florida citizens who are deaf, hard-of-hearing, or speech impaired. Florida law requires the PSC to approve FTRI’s budget on an annual basis.

Approving a $3.3 million overall FTRI budget for Fiscal Year 2024/2025, the Commission reduced the monthly surcharge applied to landline customer bills from 9 cents to 8 cents. During this budget period, FRS usage is projected to decline by 25 percent as traditional telecommunications relay users transition to advanced technology services.

“As the Commission continues to reduce the FRS surcharge, we must also look for ways to remove regulatory hurdles that are stifling the adoption of new technology,” said PSC Commissioner Andrew Giles Fay.

FRS facilitates telephone calls between people with hearing loss or speech disabilities and other individuals by using specialized equipment and a communications assistance operator to relay information. FRS is available 24 hours a day, 365 days a year. T-Mobile USA, Inc. is the current FRS provider.

Florida Forest Service Opens Applications for Southern Pine Beetle Assistance and Prevention Program

TALLAHASSEE, Fla. – Today, Florida Commissioner of Agriculture Wilton Simpson and the Florida Forest Service announced that applications are now being accepted for the 2024 Southern Pine Beetle Assistance and Prevention Program for non-industrial, private forest landowners. The program runs through July 26 and includes 44 northern Florida counties – the southern pine beetle’s known range.

“Pine forests are vital to Florida’s economy and our natural environment, and the southern pine beetle is one of the most economically devastating forest pests in the southeast” said Commissioner Simpson. “This program protects our important timber resources by assisting the small, private landowners who manage almost half of our state’s forest lands.”

First offered in 2005, the Southern Pine Beetle Assistance and Prevention Program has been implemented on more than 210,000 acres and helped thousands of Florida landowners.

“Active and preventative forest management programs like this are the most effective way to prevent losses and outbreaks,” said Rick Dolan, Director of the Florida Forest Service. “These same management practices also benefit timber growth, wildfire prevention, and wildlife habitat.”

Previous outbreaks have destroyed thousands of acres of timber. Florida’s last major southern pine beetle outbreak caused an estimated $59 million in timber losses on over 24,000 acres between 1999 and 2002.

The Southern Pine Beetle Assistance and Prevention Program, supported through a grant by the U.S. Forest Service, provides incentive payments for landowners who have overstocked pine stands and need to conduct a first thinning. In addition, it offers partial cost reimbursement for activities that can mitigate southern pine beetle activity, such as prescribed burning, mechanical underbrush treatments, and the planting of longleaf or slash pine rather than loblolly pine, the beetle’s preferred species. All qualifying applications received during the submission period will be evaluated and ranked for approval.

The Florida Forest Service, a division of the Florida Department of Agriculture and Consumer Services, manages more than 1 million acres of state forests and provides forest management assistance on more than 17 million acres of private and community forests. The Florida Forest Service is also responsible for protecting homes, forestland, and natural resources from the devastating effects of wildfire.

SunRail Upgrades Ticket Vending Machines, Introduces New Mobile Ticketing App

 

DELAND, Fla. – On Monday morning, June 17, 2024, SunRail debuted its new platform ticket vending machines (TVMs) and validators designed to enhance customer service, speed up transactions, and provide a wider range of ticketing options.

The new TVMs are available on each SunRail platform, and ambassadors are in place to ensure a seamless transition to the new system. This upgrade to the ticket vending system closely follows the introduction of a new SunRail Mobile ticketing app earlier this spring.

“The new ticket machines retain the familiar purchasing prompts our customers are accustomed to, but now the process is significantly faster and offers more options for selecting rail passes,” said David Cooke, Florida Department of Transportation District Five Rail Administration Manager.

Riders with remaining value on an old yellow SunCard can transfer those funds to their mobile ticketing app account or to a new blue SunCard, which can be purchased at the TVMs on each platform. From June 17 to June 21, new SunCards can be obtained free of charge from a station Ambassador. Following this period, SunCards will be available at a promotional price of 25 cents each until December 31, 2024. Starting January 1, 2025, the price of new SunCards will revert to the standard rate of $5. New SunCards can be registered at www.SunRail.com.

For paper-ticket holders who utilize the LYNX and Votran transfer discount, there is no change to the original process at the station ticket vending machines.

The new SunRail Mobile app is available at the Google Play Store and the Apple Store. The mobile app is free to download, allows riders to purchase tickets up to one year in advance, reload funds on demand, and avoids the need to tap on and off at stations. SunRail encourages riders to use the new SunRail Mobile app for ticket purchases but recognizes some people may prefer a physical ticket or do not have a smart phone.

Florida Public Power Leaders and Utility Recognized

National awards recognize service to industry and contributions to their communities

Tallahassee, Fla. – Three Florida public power leaders and one Florida public power utility earned national honors for their contributions and service to their communities and municipal electric utility customers. Recognized today by the American Public Power Association (APPA) were Lynne Tejeda (General Manager and CEO for Keys Energy Services), Stephanie Madden (Commissioner, City of Lakeland), Jody Finklea (General Counsel and Chief Legal Officer for Florida Municipal Power Agency and General and Regulatory Counsel for Florida Municipal Electric Association), and JEA in Jacksonville.

Lynne Tejeda received the James D. Donovan Individual Achievement Award, which recognizes people who have made substantial contributions to the electric utility industry with a special commitment to public power. She has 35 years of experience in the electric utility industry and has led Keys Energy Services for the past 18 years.

Tejeda has contributed countless hours toward promoting public power. At the state level, she serves on the Florida Municipal Power Agency’s (FMPA) Board of Directors and Executive Committee. She is the vice chair of both governing boards and the chair of the former FMPA Conservation and Renewable Energy Advisory Committee, of which she was a founding member. She also currently serves as Committee Chair for FMPA’s ARP Solar I, II and III Project Participants Advisory Committees.

Additionally, Tejeda is a past president of the Florida Municipal Electric Association (FMEA), served on FMEA’s Executive Committee, and is an active participant on FMEA’s Board of Directors and Legislative and Regulatory Committee. She received FMEA’s prestigious Member of the Year Award in 2017, and is a past recipient of multiple APPA awards, including the Harold Kramer-John Preston Personal Service Award and E.F. Scattergood System Achievement Award.

Stephanie Madden received the Spence Vanderlinden Public Official Award, which recognizes elected or appointed local officials who have contributed to APPA’s goals. Elected to office six years ago, Commissioner Madden was assigned commission oversight for the city’s electric utility, Lakeland Electric, and since then, has been an active and highly involved member of both FMEA and APPA.

Commissioner Madden advocates tirelessly for not only Lakeland Electric, but for all municipal electric utilities as a member of APPA’s Policy Maker Council. She travels to Tallahassee and Washington, D.C., multiple times a year to speak on behalf of her utility and her state and national public power associations. She regularly attends the APPA D.C. Rally, APPA Policy Makers Council Fly-In, and APPA National Conference.

Jody Finklea received the Harold Kramer-John Preston Personal Service Award, which recognizes member utility employees who have made significant contributions toward APPA’s goals and enhanced its prestige. Through his 22-year tenure with both FMEA and FMPA, he has served as a leading voice for public power, assisting and advising on legal and regulatory matters and representing the interests of Florida’s public power utilities.

Finklea is an active member of APPA and previously served as Chair of the Legal Section of the organization. In 2011, he was recognized by APPA as a Rising Star in Public Power. He frequently attends the APPA Legal Seminar, National Conference, and Legislative Rally, advocating on public power issues before members of Congress. He successfully argued before the Florida Supreme Court on the constitutionality of a proposed “energy of choice” constitutional amendment, and played an instrumental role in preventing the attempted privatization of one of Florida’s largest municipal-owned utilities.

JEA received the Sue Kelly Community Service Award, which recognizes utilities for their “good neighbor” activities that demonstrate commitment to the local community. Through its volunteer program, JEA team members contribute time and resources to nonprofit organizations and projects that improve the quality of life in the Jacksonville community. In fiscal year 2023, employees volunteered 4,329 hours in the JEA service territory.

In 2023, JEA made a five-year financial commitment to establish the JEA Sustainable Solutions Lab, as part of the University of North Florida’s College of Computing Engineering and Construction, to help develop the workforce needed to meet the region’s energy and water needs. Through a partnership with the Museum of Science and History, JEA’s Science Theatre provides an opportunity to educate visitors on how electricity is produced.

Since 1997, JEA employees have contributed nearly $9.6 million to United Way of Northeast Florida. JEA employees also have contributed nearly $1.3 million to Creating Healthier Communities since 2007. JEA’s Neighbor to Neighbor Fund has allowed employees and customers to provide temporary assistance to customers unable to pay their utility bill during a financial crisis. Each year, more than 550 families are able to maintain utility services as a result of the charitable giving provided through the Neighbor to Neighbor Fund.

The Florida public power award recipients were nominated jointly by FMEA and FMPA and selected as the winning entries by APPA. They were among 18 individual winners and nine utility winners this year. APPA is the national trade association representing more than 2,000 public power utilities nationwide.

ORANGE AND OSCEOLA COUNTIES, Fla. — The Florida Department of Transportation (FDOT) will hold a public hearing regarding the State Road (S.R.) 535 (S. Apopka Vineland Road) Project Development and Environment (PD&E) Study from U.S. 192 (W. Irlo Bronson Memorial Highway) to north of World Center Drive (S.R. 536) on Tuesday, June 18, 2024 (virtual), and Thursday, June 20, 2024 (in-person), at 5:30 p.m. The purpose of this study is to develop and evaluate improvements to S.R. 535 to accommodate traffic demand and enhance safety while minimizing potential impacts to the natural and human environments.

FDOT encourages community involvement and is offering this public hearing in a hybrid format to provide more ways to participate. All attendees, regardless of which platform they choose, will receive the same information.

LAKE COUNTY, Fla. — The Florida Department of Transportation (FDOT) will hold a public meeting regarding project plans on U.S. 441 (State Road (S.R.) 44/S.R. 500/East Main Street/North Boulevard) from Mills Street to College Drive on Wednesday, June 12, at 5:30 p.m. The purpose of this project is to resurface the pavement to extend the service life of the existing roadway and provide additional operational and safety improvements.

The Department is offering multiple ways for the community to participate in the meeting. All participants, regardless of platform they choose, will participate in the same live meeting.

FDOT encourages community involvement and is offering this public meeting in a hybrid format to provide more ways to participate. All attendees, regardless of which platform they choose, will receive the same information.

In-Person Open House Option: Participants may attend in person by going to The Venetian Center, 1 Dozier Circle, Leesburg, FL 34748 anytime between 5:30 p.m. and 7 p.m. to view a looping presentation and project displays, speak with project team members, and submit comments or questions. Traffic Advisory: Temporary Closure of I-4 Eastbound Off-Ramp to International Speedway Boulevard

VOLUSIA COUNTY, Fla. – The Florida Department of Transportation (FDOT) advises motorists of a temporary closure of the eastbound Interstate 4 (I-4)/State Road (S.R.) 400) off ramp, at Exit 129, to International Speedway Boulevard (U.S. 92/S.R. 600), scheduled from Sunday, June 2, at 3 p.m. to 6 a.m. on Monday, June 3 to facilitate paving operations on the off ramp. Should the work not be completed within this timeframe, the off ramp will also be closed from Monday, June 3, at 3 p.m. to 6 a.m. on Tuesday, June 4. During the closure, traffic will be detoured around the work zone by electronic message boards and other signage.

DETOUR: Drivers traveling eastbound on I-4 wishing to access International Speedway Boulevard (U.S. 92/S.R. 600) via Exit 129 will be directed to continue eastbound on I-4 to the I-95 interchange, head northbound on I-95, and then take Exit 260C onto U.S. 92, as detailed in the attached detour map.

Additionally, from Sunday, June 2 through the morning of Friday, June 7, there will be overnight intermittent single lane closures between the hours of 7:30 p.m. and 6 a.m. on eastbound and westbound International Speedway Boulevard between north of Educators Road to north of Tomoka Farms Road to pave the travel lanes. The construction schedule is subject to change pending weather or other unforeseen circumstances.

Please follow posted signage, avoid distractions, and drive cautiously in construction zones. Motorists are encouraged to allow extra travel time to reach their destinations or seek an alternative route, if possible. FDOT is committed to completing this work as quickly and safely as possible to minimize the impact on the traveling public.

This work is part of an FDOT project to resurface International Speedway Boulevard (U.S. 92/S.R. 600) from north of Educators Road to north of Tomoka Farms Road and implement additional roadway improvements.
