Senator Torres echoes calls from United Way for FEMA housing assistance in Central Florida
As the rising number of Hurricane Maria refugees from Puerto Rico continues to pour into central Florida, state Senator Victor Torres (D-Orlando) echoed calls for FEMA to immediately dispatch emergency housing to temporarily shelter these families as they search for ways to rebuild their lives.
“The impacts of Hurricanes Irma and Maria are placing huge demands on our public services,” said Senator Torres, who gave impassioned testimony before the Senate Appropriations Committee on Wednesday when he called on state Senate members to increase funds for state education, healthcare and housing needs. “We need to focus on building and expanding more housing options for Floridians and evacuees from the US Virgin Islands and Puerto Rico who are seeking refuge in our great state.”
Earlier this week, Central Florida Heart of Florida United Way Executive Director Jeff Hayward called on the Federal government, through FEMA, to engage in providing support for additional housing options in central Florida. Prior to Hurricane Irma and Maria, central Florida was already dealing with a shortage of available workforce housing. Based on the market value of rental properties in central Florida, workers would need to make $20.00 per hour in order to afford rent in the area.
Senator Torres’ district includes both Orange and Osceola counties which contain the highest concentration of Puerto Ricans living in Florida. FEMA has designated Florida as a Host-State for evacuees from the islands and approved costs could be eligible for 100 percent reimbursement by the federal government. Senator Torres is working with local and state officials for FEMA approval of both the deployment of mobile housing units and authorization of TSA (Temporary Sheltering Assistance) for evacuees to receive rental housing funds.

Truck Parking Availability System Coming to Central Florida
East-Central Florida sites are chosen for the first permanent installation, as commercial drivers traveling Interstate 4 (I-4) and I-95 will soon have extra help locating available parking spots. The Florida Department of Transportation (FDOT) is installing a Truck Parking Availability System (TPAS), which detects available spaces at rest areas and weigh stations and alerts commercial drivers via message boards.
The first seven locations to have this technology permanently installed in Florida are in Brevard, Flagler and Seminole counties in Central Florida. The specific locations are:
Brevard County:
- I-95 northbound rest area located about 5 miles south of State Road (S.R.) 514 (Exit 173)
- I-95 southbound rest area located about 4 miles south of S.R. 514 (Exit 173)
- I-95 northbound rest area located about 2 miles north of Exit S.R. 46 (Exit 223)
- I-95 southbound rest area located about 3 miles north of S.R. 46 (Exit 223)
Flagler County:
- I-95 northbound Truck Comfort Station (Weigh-in-Motion station) located about 2 miles north of S.R. 100 (Exit 284)
- I-95 southbound Truck Comfort Station (Weigh-in-Motion station) located about 3 miles south of Palm Coast Parkway (Exit 289)
Seminole County:
- I-4 eastbound rest area about 2 miles east of S.R. 434 (Exit 94)
The TPAS will use in-ground sensors in the truck spaces at weigh stations and rest areas, as well as detection devices at the entrances and exits to monitor the number of available truck parking spaces. The system will interface with the state’s SunGuide system, which will allow the information to also be available to drivers through the state’s FL511.com website and mobile apps.
Construction on the $1.8-million project is scheduled to begin mid-October, and be completed by spring 2018. Initial work will involve placement of conduit off of the main roadways, requiring only occasional shoulder closures. The contractor is expected to perform this work at multiple locations simultaneously.
Installation of the in-ground sensors will require about half of the truck parking spaces to be closed at a time. Electronic message boards will be used to alert drivers when spaces are closed, and updates will be available on FDOT’s Central Florida website www.cflroads.com.
The schedule is weather permitting and may change due to unforeseen circumstances. Motorists need to use caution, abide by posted speed limits and stay alert for trucks entering and exiting the roadway, while driving through active construction zones.
Motorists are encouraged to check www.cflroads.com for updates about this and other Central Florida projects.
Signal Outage, Flagging Operations Planned for Railroad Crossings
Phase 2 South Sections
Motorists are advised to use extra caution at several railroad crossings this weekend while crews switch over the crossing signals to an upgraded system. Flaggers will be used to stop drivers as trains pass from 9 p.m. Friday, Oct. 6, through 9 p.m. Sunday, Oct. 8, at the following crossings:
- Fairway Woods Boulevard between Orange Avenue and Landstar Boulevard
- East Wetherbee Road near South Orange Avenue
- West Taft Vineland Road west of Orange Avenue
- Fourth Street west of Orange Avenue
- Pine Street west of Orange Avenue
- East Landstreet Road west of Orange Avenue
Traffic will only be stopped for routine train traffic. The roads will otherwise remain open. Police officers will assist with traffic control at larger crossings.
The work is occurring to the south of where SunRail trains currently run, and will not affect the last SunRail train of the night, Friday night. Amtrak and CSX trains currently use this southern section, and trains will run at lower speeds at those crossings.
The signal upgrade is part of the 17.2-mile SunRail Phase II expansion project between the Sand Lake Road station and Poinciana. The expansion includes construction of new track, as well as four new SunRail stations. During the signal outage, the new system will be activated and tested.

As Tropical Storm Emily Drops Rain on Central Florida, Consumers Urged to Remain Alert
As waves of heavy rain stemming from Tropical Storm Emily cross the central corridor of Florida, Chief Financial Officer Jimmy Patronis reminds Floridians to remain prepared for severe weather. Flash flooding is likely, and Floridians are encouraged to keep copies of their homeowners’ and auto insurance policies handy, and to take note of the state of Florida’s insurance consumer helpline in case of insurance-related questions. The toll-free helpline can be reached by calling 1-877-693-5236.
“Heavy rain can quickly cause dangerous flooding situations, and I urge everyone in the area to keep their eyes and ears on the news for updated information about Tropical Storm Emily,” said CFO Patronis. “We’ll continue to monitor the storm’s activity, and we stand ready to support residents with any insurance needs that may arise.”
By calling the helpline, Floridians gain one-on-one access to insurance experts who can help consumers better understand their specific insurance policies and answer specific claim-related questions. Even if a consumer does not have a flood insurance policy, helpline experts can aid in the review of other insurance coverage to determine if any damaged items might be covered.

Constitution Revision Commission Postpones June 22 Public Hearing in Central Florida
The Constitution Revision Commission today announced that a public hearing tentatively scheduled for June 22nd in Central Florida has been postponed due to scheduling conflicts. The public hearing will be rescheduled for a future date.
Chairman Carlos Beruff, said, “We are actively working to reschedule this public hearing for a future date. I believe it is important that we schedule public hearings on dates which allow a majority of Commissioners to attend, especially considering that hundreds of Floridians take time out of their personal schedules to have the opportunity to speak before a full Commission.”
The Constitution Revision Commission will announce future public hearing dates and locations as soon as possible. All public hearings and meetings are noticed on the official CRC website, flcrc.gov. TransitScreen Makes Central Florida Debut at MetroPlan Orlando
New way to visualize transit options featured in Downtown Orlando lobby
The Florida Department of Transportation’s reThink Your Commute program has partnered with MetroPlan Orlando to bring TransitScreen to Downtown Orlando. TransitScreen, based in Washington, D.C., provides real-time displays of transportation options, helping people make informed, sustainable decisions to improve quality of life in cities. This is the first TransitScreen display in all of Central Florida.
TransitScreen is installed in the lobby of MetroPlan Orlando, located at 250 S. Orange Avenue, Suite 200, Orlando, FL 32801. The TV display features departure times for SunRail and LYNX, as well as real-time information for LYMMO, the fare-free Downtown Orlando circulator. Also included in the display is real-time availability of Juice Bikes and Zipcars. MetroPlan Orlando will use a TransitScreen feature, called Community Messaging, to post its meetings and other public notices.
A ribbon-cutting ceremony will be held on Wednesday, May 10, 2017 at 11:00 a.m., directly following the MetroPlan Orlando Board Meeting in the lobby of their Downtown Orlando office. MetroPlan Orlando Board Chairman Bob Dallari will speak at the event, as well as Tony Hudgins, Head of Sales for TransitScreen. An informational session for property managers and others will follow the ribbon-cutting ceremony.
MetroPlan Orlando leads transportation planning efforts in Orange, Osceola, and Seminole counties. As the metropolitan planning organization for Central Florida, they set priorities and determine how federal and state transportation dollars are spent in the region.

Central Florida Going Orange for Work Zone Awareness Week
Central Floridians can expect to see a lot of orange on Wednesday, April 5, as the Florida Department of Transportation District Five and its partners Go Orange to support National Work Zone Awareness Week.
As part of the campaign, several buildings and art pieces around Orlando will be lighting up orange for the day. Participating buildings include the AmWay Arena, Lake Eola Fountain, Lynx Central Station, Aloft Hotel, and Central Florida Expressway’s State Road 408 Gateway Bridge.
National Work Zone Awareness Week is from April 3 to April 7 and is designed to help remind drivers about the risks to themselves and workers. The theme for this year’s campaign is Work Zone Safety is in Your Hands and transportation agencies around the country are participating to encourage drivers to slow down and pay attention.
The National Safety Council reports in its 2017 edition of “Injury Facts” that there were 35,500 injuries from work zone crashes in 2015.
The FDOT urges all drivers to slow down, stay alert to changing conditions and warning signs, obey the posted speed limit, and keep a safe distance between vehicles. Drivers may participate in the safety campaign via social media by sharing what drives them to stay safe using the hashtag #WhatDrivesYou.

Earning a spot on the All-Florida Academic Team affords students additional scholarship opportunities at Florida universities. Additionally, these students are considered for scholarships sponsored by the Coca-Cola Scholars Foundation, ranging in value from $1,000 – $5,000, which students can use to continue their education anywhere in the nation.
“I’m excited to congratulate this group of outstanding scholars who have excelled in their studies and earned a place on the 2017 All-Florida Academic Team,” said Division of Florida Colleges Chancellor Madeline Pumariega. “This is a prestigious honor, and I look forward to recognizing all of these students at the awards ceremony.”

Six Big Bend College Students Named
to the 2017 All-Florida Academic Team
The Florida Department of Education today announced that six Big Bend college students from the Florida College System have been named to the 2017 All-Florida Academic Team. Statewide, 127 students are being honored for their outstanding academic achievement, leadership and service to their communities.
“I am pleased to congratulate each of these students on receiving this tremendous honor and to thank them for the dedication they have shown to their schools and communities,” said Commissioner of Education Pam Stewart. “Florida College System institutions do an excellent job providing students with educational opportunities that lead to life-long success, and this accomplishment highlights that hard work.”
