Complete Florida’s webinar helps adults return to college, finish degree

Complete Florida is hosting a monthly webinar, Finish-Up Friday, beginning June 2 from noon to 12:30 p.m. EDT. The free, live webinars will focus on preparing the busy adult learner to return to college and complete their degree. Complete Florida is managed by the UWF Innovation Institute.
“Our live event will give adults the opportunity to speak with Complete Florida coaches about all that Complete Florida has to offer,” said Michelle Horton, Complete Florida enrollment and retention director. “Complete Florida is Florida’s gateway for adult learners to go back to college and complete their degree.”
The webinars will serve as informational and Q&A sessions, where adult learners can hear from Complete Florida staff to learn how to return to college to finish their degree. The value of a college education, financial aid help and pathways to a new career are just a few of the items that will be covered in these webinars.

New report highlights impact of high textbook costs on college affordability, completion

The UWF Innovation Institute’s Florida Virtual Campus released the results of the “2016 Student Textbook and Course Materials Survey Report.” The survey is the third in a series from 2010 through 2016 that shows the impact high textbook costs have on college affordability, as well as college success and completion.
“The findings of this survey report are extremely significant, as the financial impact of textbook and instructional material costs on student academic success is a mounting concern for higher education,” said Dr. Robin Donaldson, director of member research and services for the Florida Virtual Campus. “We could not have completed the report without the assistance and support of the Florida Board of Governors and the Florida College System, as well as the participation from Florida’s public institutions.”
In 2016 alone, more than 22,000 students from all of Florida’s public colleges and universities voluntarily participated in the anonymous online survey. The steady increase in student participation from more than 14,000 participants in 2010 and 22,000 in 2012, to more than 22,000 in 2016, suggest the effect that the high cost of textbooks is having on academic careers and that financial burden continues to be a topic of concern for Florida students.
An overview of general findings show that:
  • The high cost of textbooks is negatively impacting student access, success and completion;
  • Required textbooks are purchased, but not always used in course instruction;
  • Students in undergraduate degree programs spend more on textbooks than students in graduate degree programs; and
  • Financial aid covers less textbooks now than in 2012.

Senator Hukill Files College Competitiveness Act

Senator Dorothy Hukill (R-Port Orange) today filed Senate Bill 374, the College Competitiveness Act of 2017. The legislation, co-sponsored by Senator Bill Galvano (R-Bradenton) and Senate Majority Leader Wilton Simpson (R-Trilby), is a component of the Florida Senate’s Excellence in Higher Education agenda advocated by Senate President Joe Negron (R-Stuart).
“This legislation will elevate the visibility of our nationally-recognized Florida Community College System as an integral partner in Florida’s system of higher education, with a renewed commitment to access and dedication to its primary 2+2 mission, and on-time completion of vital associate degrees and workforce credentials, as fundamental priorities,” said Senator Hukill.
Senate Bill 374, reinstates a statewide coordinating board for the Florida Community College System, tightens the community college bachelor degree approval process, expands 2+2 college-to-university partnerships, and clarifies responsibilities within Florida’s taxpayer-funded K-20 education system to avoid wasteful duplication of programs offered by state universities, community colleges, and technical centers.
“Community colleges are vital to Florida’s K-20 public education system,” said President Negron. “With a distinct mission, separate from the role of our K-12 and state university systems, our nationally-recognized community colleges deserve their own coordinating board to advocate for the success of the system.”
“By clarifying the distinct roles and responsibilities of our state universities, community colleges, and technical centers, we can elevate each component of our higher education system with strategic policy enhancements and funding investments that promote economic growth,” said Senator Galvano.
“Florida’s 2+2 college-to-university partnership program is a nationally-recognized model for success in higher education,” said Leader Simpson. “Strengthening and expanding partnership agreements that enable students to transition seamlessly from a community college to one of our 12 state universities facilitates degree completion, which saves students money and time.”
Reinstates Statewide Coordinating Board  
Senate Bill 374 reinstates the State Board of Community Colleges as the coordinating board of the Florida Community College System, independent of the State Board of Education and the Board of Governors of the State University System, to oversee the local community college boards of trustees. The bill requires the State Board of Community Colleges to appoint a Chancellor to the board, and transfers personnel, budget, and other appropriate functions from the State Board of Education to the State Board of Community Colleges.
Clarifies Missions of Community Colleges and School District Workforce Programs
Senate Bill 374 clarifies that providing lower-level undergraduate instruction and awarding Associate in Arts degrees, which transfer to a state university, are responsibilities under the primary mission of community colleges.  Additionally, responsibilities under the primary mission of community colleges are to prepare students directly for careers requiring less than bachelor degrees, by awarding Associate in Science degrees, Associate in Applied Science degrees, and nationally-recognized industry certifications, which help students enter the workforce prepared for success.
Offering upper-level instruction and awarding bachelor degrees are responsibilities under the secondary mission of community colleges. To support this delineation in mission, the bill establishes a cap on the planned growth in upper-level undergraduate enrollment at each community college, thereby focusing attention and resources on excellence in meeting primary mission responsibilities.  The provisions of the bill do not terminate any existing programs and no students currently enrolled in community college baccalaureate degree programs will be impacted by the enrollment cap.
The legislation further clarifies the mission of technical centers is to promote advances and innovations in specific workforce preparation and economic development.  The public technical center learning environment prepares its students to meet the needs of the local community through specific and specialized technical career-based training; thus promoting diversity and choices within the public technical education community and while increasing a quicker turnaround in economic investments as these students are more likely to immediately enter the workforce. The bill clarifies technical centers governed by local school boards may not offer college credit courses, college credit certificates, associate degrees, or bachelor degrees.
Expands 2+2 College-To-University Partnerships
Senate Bill 374 expands successful 2+2 college-to-university programs, such as DirectConnect partnerships with the University of Central Florida and FUSE partnerships with the University of South Florida, by requiring every college to implement, by no later than the 2018 academic year, a minimum of one 2+2 pathway agreement with at least one state university partner. The 2+2 pathway agreement guarantees the college’s Associate in Arts degree graduates, who meet specific requirements, admission to the university partnered with that community college.

Complete Florida, T.E.A.C.H. partner to provide funding for day care providers returning to college

The University of West Florida Innovation Institute’s Complete Florida program recently announced a new partnership with T.E.A.C.H. Early Childhood Scholarship Program, an organization that helps day care providers earn a degree in early childhood education.CF _Logo1
“Complete Florida has always been an easy way for busy adults to return to college and finish their degree,” said Michelle Horton, director of Complete Florida Enrollment and Retention Management. “With our new partnership, we have now made it easier for adults to fully fund a degree in childhood education.”
Through this new partnership, adult students in the Complete Florida program who are returning to college to finish their degree in early childhood education are eligible to receive up to 100 percent funding assistance. Eligible participants include currently employed child care teachers and administrators. The majority of funding is provided by the T.E.A.C.H. Early Childhood Scholarship Program, while the participant’s employer and Complete Florida each share 10 percent of the cost of tuition.
“Research shows that young children have better outcomes when their teachers are well educated,” said Lori Stegmeyer, director of the Florida T.E.A.C.H. Early Childhood Scholarship Program. “The T.E.A.C.H. model has created real change for those working on the front lines of a critically important, but perpetually under-resourced industry. We know that lack of financial resources, lack of time, and lack of confidence are three major obstacles that impede early childhood teachers and directors from completing their college degrees. To address these barriers, T.E.A.C.H. scholars receive compensation and tuition support, paid release time, and personal support throughout their contracts. It really is a win-win for the field.”
Complete Florida offers more than 90 online degree and certificate programs at colleges and universities across the state. Through the new partnership, adult students can earn credit for credentials they have already earned and apply them toward a Bachelor of Science in Early Childhood Education, Associate of Science in Early Childhood Management, or an Associate of Arts at Florida International University and Florida State College of Jacksonville.
This program allows students to take advantage of the flexible, convenient online courses. After completion, students are immediately ready to enter the workforce.
