Florida Department of Agriculture and Consumer Services Recovers Nearly $287,000 for Consumers in October

The Florida Department of Agriculture and Consumer Services recovered nearly $287,000 for Florida consumers during the month of October. Last year, the department recovered nearly $3 million for Florida consumers from moving companies, vehicle repair shops, pawn shops, health studios, telemarketers, sellers of travel and more.
During October 2017, the department:

  • Recovered $286,368 on behalf of Florida consumers;
  • Received 3,391 complaints;
  • Initiated 293 investigations;
  • Arrested 15 individuals;
  • Provided assistance to 22,204 consumers through the 1-800-HELP-FLA hotline, online chats and emails; and
  • Added 28,218 telephone numbers to Florida’s Do Not Call List.

As the state’s clearinghouse for consumer complaints, the department educates the public, investigates complaints and provides mediation on behalf of consumers. The department’s call center is staffed with trained analysts who can respond to questions about programs and regulations under the department’s purview, provide information on a wide variety of topics or direct callers to the appropriate government agency.

Commissioner Putnam Announces Winners of Agricultural-Environmental Leadership Award

Florida Commissioner of Agriculture Adam H. Putnam today announced the recipients of the Commissioner’s Agricultural-Environmental Leadership Award, which recognizes the environmentally innovative farming techniques of Florida’s farmers and ranchers. This year’s recipients are: Brad and Meghan Austin and Dale and Cindy Eade of Cindale Farms in Marianna; Greg Davis of Speedling Incorporated in Ruskin; and Brittany Lee of Florida Blue Farms, INC., in Waldo.
“These award recipients use innovative technology and methods to protect Florida’s environment and natural resources while contributing to Florida’s $120 billion agriculture industry,” said Commissioner of Agriculture Adam H. Putnam.
Florida’s Commissioner of Agriculture has presented this award annually since 1994 to Florida’s growers and ranchers committed to preserving Florida’s resources while providing agriculture products.
Brad and Meghan Austin co-own and manage Cindale Farms in Marianna with Meghan’s parents, Dale and Cindy Eade. Dale and Cindy founded the small dairy farm and now manage the family’s ice cream business, Southern Craft Creamery, which uses milk products produced by their own cows. Cindale Farms prioritizes conservation and was one of the first farms to enroll in the Florida Department of Agriculture and Consumer Services’ Dairy Best Management Practices. They have participated in nutrient management programs, such as the Environmental Quality Incentives Program and the Wildlife Habitat Incentives Program, to implement a Comprehensive Nutrient Management Plan, rainwater and storage plan, erosion control and prescribed grazing management. They also partnered with the Natural Resources Conservation Service to develop a Comprehensive Nutrient Management Plan that forms a baseline for fertilizer use.
Speedling, Incorporated was established in 1968 in Sun City, home of the Speedling corporate office, original nursery and EPS manufacturing facility. The company has eight nurseries throughout the country and two in Florida, where moisture levels are carefully analyzed to improve performance and consistency of transplant operations. The Sun City nursery boasts over 800,000 square feet of greenhouse space equipped with overhead water trolleys that utilize the one-to-five moisture scale to reduce water usage and prevent run-off by only irrigating the exact moisture level needed. At their second location, Speedling circulates 4 million gallons of water throughout the 700,000-square foot growing space with a sub-irrigation circulation system, which uses 80 percent less than overhead and waters the plant without wetting the foliage. Speedling uses their overhead irrigation system and sub-irrigation system to recycle water into tanks for future use.
In 2009, Brittany Lee began working with her parents to convert their 50 acres of Silverculure land in Waldo into a Southern Highbush blueberry farm. Lee is Vice President and General Manager of Florida Blue Farms, which now consists of 90 acres of production. Florida Blue Farms implements the department’s Specialty Fruit and Nut Crop BMPs to incorporate weather stations for accurate on-site weather conditions; drip irrigation and ground cover to reduce irrigation needs and inputs; soil moisture monitoring; and plant tissue and root growth monitoring and testing to assess herbicide application. The farm’s drainage system collects water into a two-acre tailwater recovery pond for future use during freeze events. Florida Blue minimizes impact on waterways by using filter strips and EnviroGrid Geocell Systems throughout the farm and fertigation systems to apply spoon-fed nutrients directly to the root zone.

Commissioner Adam Putnam Announces Extension of Free School Meals for All Students in Three Florida Counties

Florida Commissioner of Agriculture Adam H. Putnam announced today that the U.S. Department of Agriculture has accepted the Florida Department of Agriculture and Consumer Services’ request to extend access to free school meals through November 30 for all students in Monroe, Collier and Lee counties, which are still recovering from Hurricane Irma and subject to a FEMA Major Disaster Declaration. Collier, Lee and Monroe counties have 191 schools and 138,000 students.

Florida Department of Agriculture and Consumer Services Recognizes Outstanding Farm to School Programs

The Florida Department of Agriculture and Consumer Services awarded 11 school food authorities for their outstanding Farm to School programs with the 2017 Florida Farm to School Award, which provides resources to further expand Farm to School programs. As part of the Farm to School initiative, the department recognizes school food authorities that purchase at least 10 percent of the food they serve from local Florida farms.
Eligible school food authorities that participate in the National School Lunch Program and implement a successful Farm to School initiative can apply for three award levels depending on their school meals consisting of either a minimum of 10, 15 or 20 percent of Florida commodities. Once awarded, the department works one-on-one with the school food authorities to assess the progress of their programs and implement Farm to School Best Practices.
Below are the 2017 Florida Farm to School Award recipients:

  • School Board of Alachua County- $20,000
  • Basilica School of St. Paul- $5,000
  • Collier County Public Schools- $60,000
  • FAMU-DRS- $7,500
  • School District of Lee County- $40,000
  • Liberty County School Board- $15,000
  • Sarasota County School Board- $30,000
  • St. Lucie County School Board- $40,000
  • The School District of Palm Beach County- $75,000
  • Pinellas County School Board- $50,000

Florida Department of Agriculture and Consumer Services Sues Dade City’s Wild Things

The Florida Department of Agriculture and Consumer Services today announced it has filed suit against Dade City’s Wild Things, a zoo in Dade City, and three of its corporate officers. The department seeks to shutdown fundraising efforts by Dade City’s Wild Things based on the department’s investigation involving illicit fundraising and financial issues.
Based on the department’s investigation, Stearns Zoological Rescue and Rehab Center Inc. and Dade City’s Wild Things Inc. solicited contributions, purportedly for the purpose of caring for animals at the zoo and for broader, in-field conservation efforts.  However, non-profit funds were routinely transferred to the for-profit entity, Stearns Peat C Inc. A financial analysis of one year showed over $200,000 of non-profit funds were transferred to the for-profit entity.  Randall Stearns, Kathryn Stearns and Kenneth Stearns are corporate officers and/or directors of the listed entities and acted in concert to solicit contributions.
Based on the department’s investigation, the defendants allegedly violated Chapter 496, Florida Statutes, by:

  • Transferring large amounts of non-profit funds to a for-profit entity to be used for for-profit and personal expenses;
  • Compensating corporate officers and directors after disclosing that such persons were uncompensated in their official filings with the department;
  • Soliciting contributions without being registered with the department (even after receiving a cease and desist order);
  • Falsely stating that contributions were tax deductible when their 501(c) status had been revoked years before;
  • Failing to apply contributions in a manner consistent with that indicated in solicitations;
  • Failing to provide documents requested by the department; submitting false information in response to an investigation; and
  • Allowing a disqualified individual to be involved in solicitation efforts and to handle contributions.

Commissioner Putnam Announces Preliminary Florida Agricultural Damages Due to Hurricane Irma Total $2.5 Billion

Florida Commissioner of Agriculture Adam H. Putnam today announced that the preliminary agricultural damages caused by Hurricane Irma in Florida total more than $2.5 billion.
In an initial report released today, the Florida Department of Agriculture and Consumer Services estimated losses for each segment of agriculture. The preliminary economic assessments account for: current crop losses and ancillary losses, such as debris cleanup, damaged infrastructure, and animals’ long-term welfare affected by Hurricane Irma. This preliminary assessment will change as new information becomes available, and it is not representative of any specific funding request.
“Florida agriculture took it on the chin as Hurricane Irma pummeled the state, and the $2.5 billion in agricultural damages is only an initial assessment. We’re likely to see even greater economic losses as we account for loss of future production and the cost to rebuild infrastructure. We’re going to do everything within our power to support Florida agriculture as it recovers from Hurricane Irma’s devastation,” stated Commissioner of Agriculture Adam H. Putnam.
The estimated economic agricultural damages according to the Florida Department of Agriculture and Consumer Services’ preliminary report are as follows:

  • Total Florida agriculture: $2,558,598,303.
  • Citrus: $760,816,600
  • Beef Cattle: $237,476,562
  • Dairy: $11,811,695
  • Aquaculture: $36,850,000
  • Fruits and Vegetables (excluding citrus): $180,193,096
  • Greenhouse, Nursery, and Floriculture: $624,819,895
  • Sugar: $382,603,397
  • Field crops: $62,747,058
  • Forestry: $261,280,000

The estimates included in the preliminary report are based on data obtained from the USDA National Agricultural Statistics Service, the UF-IFAS “Impacts of Hurricane Irma on Florida Agriculture: Update #4 Report,” UF-IFAS crops budgets, Timber Damage Estimates prepared by the Florida Forest Service, and early surveys the Florida Department of Agriculture and Consumer Services conducted with industry leaders and individual producers.

27 Additional Florida Schools Awarded HealthierUS School Challenge Designation

Florida Commissioner of Agriculture Adam H. Putnam today announced that 27 more Florida schools have earned HealthierUS School Challenge designations in August and September. Since the Florida Department of Agriculture and Consumer Services assumed responsibility of the state’s school nutrition programs in 2012, the number of certified HUSSC schools has increased from 27 to 338.
The HealthierUS School Challenge, a joint effort with the Florida Department of Agriculture and Consumer Services and the United States Department of Agriculture, is a voluntary certification initiative that recognizes schools that meet specific criteria to improve food and beverage options, offer nutrition education and promote physical activity.
“I applaud these schools for offering healthier options and providing their students with the nutritious meals that help lead to academic success,” said Commissioner of Agriculture Adam H. Putnam.
Schools can apply for four different levels of designation that last for four years: Bronze, Silver, Gold and Gold Award of Distinction. The following schools were recently awarded HUSSC designation:

The Florida Department of Agriculture and Consumer Services recovered nearly $135,000 for Florida consumers during the month of September. Last year, the department recovered nearly $3 million for Florida consumers from moving companies, vehicle repair shops, pawn shops, health studios, telemarketers, sellers of travel and more.
During September 2017, the department:

  • Extended call center hours of operation in response to Hurricane Irma;
  • Recovered $134,640 on behalf of Florida consumers;
  • Received 2,403 complaints;
  • Initiated 177 investigations;
  • Arrested 10 individuals;
  • Provided assistance to 18,740 consumers through the 1-800-HELP-FLA hotline, online chats and emails; and
  • Added 16,926 telephone numbers to Florida’s Do Not Call List.

As the state’s clearinghouse for consumer complaints, the department educates the public, investigates complaints and provides mediation on behalf of consumers. Florida Department of Agriculture and Consumer Services Seeks Top Student Chefs

The Florida Department of Agriculture and Consumer Services encourages innovative high school students to showcase their culinary skills by entering the department’s “Fresh From Florida” Student Chef Cook-Off. Teams of two to four students can submit original recipes featuring Florida-grown products for the chance to earn prizes and have their meal served in school cafeterias. The deadline to enter is Wednesday, Oct. 4, 2017. For rules and to submit an entry, visit FreshFromFlorida.com/StudentCookOff.
Entry requirements include:

  • Applicants must be a Florida student in 9th through 12th grade.
  • The recipe must meet National School Lunch meal pattern and nutrition standards.
  • The recipe must incorporate at least two Florida ingredients from the approved list.
  • The recipe must incorporate at least one USDA commodity item from the approved list.
  • The recipe must be prepared in less than two hours.
  • The recipe must be replicable by school nutrition professionals.

Students are encouraged to form teams of two to four and submit their recipes to be judged on: taste, appearance, creativity, best and most use of local ingredients, best and most use of USDA commodity foods, school food service appropriate and execution. Finalists will be chosen to compete in three regional cook-offs, which will be held in Miami on Saturday, Oct. 21; Orlando on Saturday, Oct. 28; and Jacksonville on Saturday, Nov. 4.
The first-place winners of each region will advance to the finale event at the Florida Capitol’s Taste of Florida Agriculture Day on Tuesday, Jan. 30, 2018. The winning “Fresh From Florida” Student Chef Cook-Off team will receive a Florida Prepaid 529 Savings Plan and an apprenticeship with celebrity chef Art Smith, and their recipe will be added to school food service menus so that Florida schools have the opportunity to serve the meal.
Born in Jasper, Florida, celebrity chef Art Smith has earned two James Beard awards, served as executive chef to former Florida governors Bob Graham and Jeb Bush, and spent 10 years as Oprah Winfrey’s personal chef.  Smith has also authored four cookbooks and opened multiple restaurants, most recently Homecoming at the Disney Springs, which highlights classic Florida dishes using locally-sourced ingredients.

Commissioner Putnam Thanks Secretary Perdue for Modifying Supplemental Nutrition Assistance Program in Wake of Hurricane

Florida Commissioner of Agriculture Adam H. Putnam today thanked U.S. Department of Agriculture Secretary Sonny Perdue for taking action to modify the Supplemental Nutrition Assistance Program in the wake of Hurricane Irma.
“I thank Secretary Perdue for his leadership and taking action in the aftermath of Hurricane Irma to assist Floridians,” stated Commissioner of Agriculture Adam H. Putnam.
According to the USDA, the temporary waiver and other actions include the following:

  • Allowing SNAP participants in Florida to buy hot foods and hot ready-to-eat foods with their benefits through Sept. 30.
  • Supporting Florida’s plan to issue all September SNAP benefits on Sept. 7 and Georgia’s plan to issue all remaining benefits for September on Sept. 10; both actions will ensure families have access to their monthly benefits sooner during this time of immediate crisis.
  • Supporting Puerto Rico’s action to issue all September Nutrition Assistance Program benefits on Sept. 5, before the storm.
