Governor Rick Scott today announced he is deploying additional Florida Fish and Wildlife Conservation Commission (FWC) officers and resources to Houston in response to additional requests from Texas for continued emergency assistance following Hurricane Harvey. These officers and resources will be assisting with ongoing search and rescue and disaster response efforts. Governor Scott spoke with Texas Governor Greg Abbott and reached out to FWC Major Andy Krause, who will be leading the response, this morning.
Governor Scott said, “This weekend, we sent important disaster response support to Texas and following their request for further assistance, I am immediately deploying additional FWC officers and resources. Hurricane Harvey was the largest storm to impact Texas in more than fifty years and it is crucial that we continue to work together to help our fellow Gulf Coast state during their time of need. I was glad to speak with Governor Abbott this morning to let him know Florida is sending more resources and we stand ready to offer Texas our continued support. We will keep Texas families in our thoughts and prayers.”
Currently, 37 FWC officers and 21 boats are in route to Houston to support ongoing response efforts. More than 60 officers and nearly 20 boats are being staged and will deploy today. This weekend, twenty-five FWC officers, 17 high water vehicles, two Mobile Command Centers, eight shallow draft vessels and four patrol boats arrived in Houston after being deployed Saturday night.

Governor Rick Scott today thanked Florida volunteer organizations responding to the devastation caused by Hurricane Harvey. Members of the American Red Cross, Salvation Army and Florida Baptist Convention have dedicated resources to help families impacted by the storm. Volunteer Florida is working collaboratively with officials in Texas to coordinate volunteer efforts from Florida.
Governor Scott said, “Following a disaster like Hurricane Harvey, the response of volunteer organizations like the American Red Cross, Salvation Army and Florida Baptist Convention are so important to supporting impacted families. We’re proud of all of the volunteers from Florida responding to this disaster and helping families during this terribly difficult time. I encourage Florida businesses and families who would like to donate to Hurricane Harvey relief efforts to contact reputable charitable organizations helping those in need. We will remain in contact with emergency management officials in Texas and do all we can to support the ongoing recovery and response efforts.”
Current Florida-based volunteer efforts from the American Red Cross, Salvation Army and Florida Baptist Convention are as follows:
- The American Red Cross has deployed 16 staff to impacted areas;
- Volunteers with the Salvation Army have two shower trailers, two bunkhouses, one generator and 12 staff staged in Baton Rouge; and
- Volunteers from Florida Baptist Convention have feeding and chainsaw teams on stand-by for deployment to Texas.

Gov. Scott Appoints Three to Tampa-Hillsborough County Expressway Authority
Governor Rick Scott today announced two reappointments and one appointment to the Tampa-Hillsborough County Expressway Authority
Danny Alvarez, 43, of Seffner, is a managing member at The Alvarez Legal Group. He received his bachelor’s degree from the University of Florida, his master’s degree from Troy State University, and his juris doctorate from Stetson University College of Law. He is reappointed for a term beginning August 28, 2017 and ending July 1, 2020.
Vincent J. Cassidy, 58, of Tampa, is the Chief Executive Officer of Majesty Title Services, LLC. He received his bachelor’s degree from the State University of New York at Stony Brook and graduated from the University of Virginia’s Graduate School of Banking with honors. He is reappointed for a term beginning August 28, 2017 and ending July 1, 2021.
Shaun Oxtal, 30, of Tampa, is the director of Capright. He received his bachelor’s degree from Florida State University. Oxtal is appointed to a vacant seat for a term beginning August 28, 2017, and ending July 1, 2018.
The appointment is subject to confirmation by the Florida Senate.

Governor Rick Scott today announced four appointments to the Clay County Development Authority.
Keith R. Ward, 56, of Orange Park, is the president of Thomas May Construction Company. He succeeds Matthew Carlton for a term beginning August 28, 2017 and ending July 1, 2021.
Bruce Butler, Jr., 37, of Green Cove Springs, is a Federal Law Enforcement Officer. He received his bachelor’s degree from Florida A & M University. He succeeds Ernest Dobson for a term beginning August 28, 2017 and ending July 1, 2021.
Tom Morris, 62, of Middleburg, is the executive director of Clay County Utility Authority. He received his bachelor’s degree from the University of Cincinnati and his master’s degree from the University of North Florida. He succeeds William Randall for a term beginning August 28, 2017 and ending July 1, 2021.
Amy Pope Wells, 46, of Green Cove Springs, is the owner of Link Staffing Services and president of Tire Diva, Inc. She received her associate’s degree from the ACC school of nursing. She fills a vacant seat for a term beginning August 28, 2017 and ending July 1, 2019.
Gov. Scott: Florida Doubles Job Creation Promise with 1.4 Million New Jobs
Unemployment Rate Remains at Ten-Year Low
Governor Rick Scott announced that Florida businesses have created 1,422,700 private sector jobs since Governor Scott has been in office, doubling his 2010 promise to create 700,000 jobs in seven years. More than 26,000 private-sector jobs were created in July and the unemployment rate remained at the lowest rate in a decade, 4.1 percent. Governor Scott made the announcement at Morgan Auto Group, a Florida-based dealership with more than 23 locations across the state. Morgan Auto Group currently employs 2,000 Floridians, including more than 185 employees at their Brandon Honda location in Tampa. Governor Scott also highlighted his proposed amendment to the Florida Constitution that will require a supermajority vote by future Florida legislatures to raise any taxes or fees.
Governor Scott said, “Over the past six and a half years, we have worked relentlessly to cut taxes, reduce burdensome regulations and completely turn around Florida’s economy. Our goal was to create 700,000 jobs in seven years and while we were proud to reach that ambitious goal three years early, we did not slow down. I am proud to announce today that after cutting taxes more than 75 times, Florida businesses have created more than 1.4 million new jobs, officially doubling our promise to create 700,000 jobs in seven years.
“While our efforts to cut taxes have helped save Floridians and job creators more than $7 billion, we must make sure our progress is not undone. That is why, during the upcoming legislative session, I will fight to give voters the opportunity to amend the Florida Constitution to require a supermajority vote by future state legislatures to raise any taxes or fees. Together, we can make sure future generations are not burdened with unfair taxes and that our state remains a national leader in job creation and opportunity.”
For the 64th consecutive month, Florida’s annual job growth rate of 2.9 percent is exceeding the nation’s rate of 1.7 percent. As of July, Florida’s unemployment rate had dropped 6.6 percentage points since December 2010, while the national rate declined by only 5 percentage points in the same time period. In the last year, 296,000 people entered Florida’s labor force, a growth of 3 percent, almost four times the national labor force growth rate of only 0.8 percent.
Cissy Proctor, Executive Director of the Florida Department of Economic Opportunity, said, “Florida’s unemployment rate has been consistently low. I am proud that in the last year, so many Floridians have achieved financial stability through new job opportunities. This shows that the Sunshine State’s economy is stronger than ever and Floridians are able to find a good job, start a business or grow their career in this great state.”
Other positive economic indicators include:
- Private-sector industries gaining the most jobs over-the-year were:
- Construction with 35,800 new jobs;
- Education and health services with 35,600 new jobs;
- Professional and business services with 35,400 new jobs;
- Leisure and hospitality with 32,900 new jobs; and
- Trade, transportation and utilities with 30,600 new jobs.
- Florida job postings showed 240,443 openings in July 2017.
- In July, Florida’s 24 regional workforce boards reported 23,168 Floridians, including 1,367 veterans, were placed in jobs.

Gov. Scott Recognizes Seven Educators with the Governor’s Shine Award
During a meeting of the Florida Cabinet today, Governor Rick Scott recognized seven outstanding educators with the Governor’s Shine Award. The Shine Award is presented to teachers and administrators in Florida who make significant contributions to the field of education. The educators honored today are 2017 District Teachers of the Year.
Governor Rick Scott said, “I am proud to present these seven educators with the Governor’s Shine Award today. These outstanding teachers have been recognized by their communities for their commitment to student achievement and I applaud their dedication to educating the future leaders of our state. We will continue to fight for Florida’s great educators and students to ensure they have the resources they need to be successful.”
The following educators were presented with the Governor’s Shine Awards:
Jessica Hooker, Leon County – Jessica Hooker has taught second and third grade at Springwood Elementary School for nine years and is currently the school’s mathematics instructional coach. Jessica is the 2017 Leon County District Teacher of the Year.
Lisa Kelley, Florida State University Schools – Lisa Kelly is currently the Academic Dean for grades 6-8 at Florida State University Schools. She has 19 years’ experience as an educator and formerly taught physical education to students in grades K-5. Lisa is the 2017 Florida State University Schools Teacher of the Year.
Jennifer Lee, Liberty County – Jennifer Lee has taught kindergarten and special education at W.R. Tolar School for the past 11 years. She is the 2017 Liberty County District Teacher of the Year.
Peter MacWilliam, Jefferson County – Peter MacWilliam has more than 25 years’ experience as an educator and currently teaches Spanish for students in grades 6-12 at Jefferson County – A Somerset School. Peter holds National Board Certification in World Languages Spanish and is the 2017 Jefferson County District Teacher of the Year.
Lauralee Mitchell, Wakulla County – Lauralee Mitchell has been teaching at Shadeville Elementary eight years, where she is currently teaching first grade. Lauralee is the 2017 Wakulla County District Teacher of the Year and was recognized with Macy’s “Magic of Giving Back” award at the 2017 Teacher of the Year gala.
Natasha Pennycuff, Franklin County – Natasha Pennycuff teaches first grade at the Franklin County School where she has worked for four years. Natasha is the 2017 Franklin County District Teacher of the Year.
Cindy Vega, Madison County – Cindy Vega has taught first grade for seven years and served as a mentor for first-year teachers at Madison County Central School. Cindy is the 2017 Madison County District Teacher of the Year.

During a meeting of the Florida Cabinet today, Governor Rick Scott recognized Sunny Ilyas, 26, with the Governor’s Young Entrepreneur Award. Sunny is the Founder and CEO of Vale Food Co., a fast, healthy restaurant that also offers meal plan delivery. Vale Food Co. was founded in August of 2014 and has locations in Tallahassee and Gainesville with Tampa opening this Fall.

Governor Rick Scott Recognizes Chris Allyn with Medal of Merit
Governor Rick Scott recognized U.S. Army Specialist Christopher Allyn with the Governor’s Medal of Merit for his heroic actions to save the victims of a car accident.
Governor Rick Scott said, “I’m proud to honor Specialist Christopher Allyn with the Medal of Merit today and would like to thank him for his selfless response to save lives. His actions show the dedication of our brave service members, on and off the field, to ensure the safety of families across the state and nation.”
On April 10, 2016, SPC Allyn witnessed a car accident in Cape Coral where a vehicle had overturned and caught fire. He broke the car window to enter the vehicle and successfully pulled victims out before the vehicle became completely engulfed in flames and first responders arrived on scene. SPC Allyn was also recognized by the Cape Coral Fire Department and Cape Coral Police Department for his life-saving actions. He currently serves the state as a Correctional Officer in Charlotte County.
