Nursing Home Quality Continues to Improve in Florida

The Agency for Health Care Administration (Agency) today is highlighting recent national data showing Florida nursing homes, with oversight from the Agency, are delivering higher and higher quality during the course of this decade. Since 2011, Florida nursing homes have shown strong results and/or improvement in a host of quality measures, including those related to infections, falls, pressure ulcers, wandering, physical restraints and the use of anti-psychotic medicines. From information available on the CMS website, Florida nursing homes are either outperforming national averages, showing significant improvements over the last 10 years, or both, on the vast majority of core quality measures.

Agency Secretary Justin Senior said, “Our Agency’s top priority is providing the highest level of quality for patients in Florida. Florida nursing home residents today are less likely to fall, less likely to wander, less likely to suffer infections, less likely to exhibit unhealed pressure ulcers, and less likely to be chemically restrained than they were at the beginning of the decade. Florida tends to do well compared to national averages on these measures as well. This achievement is the product of high standards, consistent regulation, and the hard work of dedicated nursing home employees in the state. It is also the product of swift enforcement action whenever a nursing facility fails to meet Florida’s high standards. I am proud of the efforts that we have made with our partners, and clear expectations and strong regulatory oversight have led to vastly improved performance in our state’s nursing homes.”

The Agency is tasked with regulating the state’s nursing homes, which ensures that Florida’s most vulnerable population is safely cared for in the hands of our state’s nursing homes. The Agency is constantly taking action to ensure patient safety in Florida’s nursing homes. In late 2017, CMS implemented its Quality Assessment Performance Improvement requirements. Nursing homes are required to create quality plans to ensure that their levels of care and service maintain acceptable performance standards and are always improving. The Agency will hold nursing homes in Florida accountable for adhering to their quality plans as well as all regulatory requirements as one of many methods of safeguarding their residents.

Nursing homes in Florida are held to the highest standard. Florida has a unique and diverse population, and our nursing homes reflect that. As more people move to the Sunshine State, our Agency will remain diligent in improving the quality of care our vulnerable citizens receive. Even the best nursing homes can improve the experience for their residents, and our Agency is committed to continued work with our partners in fostering this environment of constant improvement and high levels of service and care.

FHCA to Lawmakers: Look Beyond Generators with Nursing Home Disaster Procedure Legislation

In testimony to the House Select Committee on Hurricane Preparedness, Florida Health Care Association (FHCA) chief lobbyist Bob Asztalos urged lawmakers to look beyond issues related to emergency generators as they consider legislation dealing with nursing home procedures in disasters.
Asztalos told legislators FHCA is committed to implementing the governor’s mandate that nursing homes and assisted living facilities have generator capacity to keep their residents cool and safe during a disaster. He offered a set of recommendations that would strengthen the emergency procedures in nursing centers and ALFs and help them meet the Governor’s goal in a careful, timely manner that ensures the work is done correctly and safely.
In his remarks to the committee, Asztalos vowed, “We stand ready to work together with the Legislature, agencies and the Governor’s office to get this right.” His other comments included:
Complex Needs
“The debate must extend beyond generators and fuel. Nursing homes care for residents whose medical needs are extremely complex – many depend on ventilators, oxygen, dialysis and other life sustaining mechanical support. … We don’t understand how power restoration is prioritized in the state.  I ask that the Legislature formalize the system for determining power restoration, and that priority restoration be given to our centers. “
Evacuations
“We found a disconnect between the local emergency management personnel and the long term care providers. Nursing homes seek to harden in place, and evacuation is a very last resort. The local emergency managers want to evacuate people quickly because they have a much bigger scope than just our facilities. I believe we need to foster open dialogue between the two groups to better coordinate when nursing homes should be evacuated.”
Special Needs Shelters
“Nursing home residents cannot just be loaded on a bus and dropped off at a shelter. They are too frail, many are in wheelchairs and they must travel with their medications, records, staff, and other life-sustaining equipment. If a bus pulls up to a shelter and the seniors on it walk off, they are not from a nursing home. The reality is that, during storms, nursing homes are called upon to take occupants from special need shelters when they are full or when the county is trying to close them after the storm. I believe this process can be better formalized.”

Statement from Sen. Bill Nelson on tragic deaths in Hollywood

Following is a statement from U.S. Sen. Bill Nelson on the deaths of six senior citizens at a nursing home in Hollywood, Florida:
“This is an inexcusable tragedy that frail patients would die of heat exhaustion without it being recognized and taking them to the hospital next door. I have spoken with the Secretary of HHS to get to the bottom of this. We need to make sure we’re doing everything we can to keep our seniors safe during this difficult time.”

LeadingAge Florida Statement on Nursing Home Prospective Payment System Budget Deal

“LeadingAge Florida applauds the Florida Senate and House of Representatives for recognizing that the proposed Prospective Payment System (PPS) plan needs more study, and for creating a workgroup to develop recommendations for the plan,” said Steve Bahmer, President & CEO of LeadingAge Florida. “LeadingAge Florida looks forward to working with the Agency for Health Care Administration, the Legislature, and other stakeholders to produce a fair and equitable PPS plan, one that ensures resident care dollars are spent on care rather than property, that guarantees accountability for how any new tax dollars are spent, and which ensures that the rate setting approach is reasonable in terms of how it treats nursing homes of various sizes and the different regions of the state, among other items.”
“LeadingAge Florida appreciates all of the hard work and effort put into creating a PPS for Medicaid nursing home residents. Over the past 10 months, our members have advocated vigorously for a payment system that is fair and equitable for all providers. LeadingAge Florida appreciates the steps taken by the Florida Legislature to further study this important issue,” Bahmer said.
