Senator Farmer Calls Out Misinformation on Senate Bill 7026

The Bill Still Arms Teachers and Brings Guns Into Classrooms

State Senator Gary Farmer today released the following statement with the intent of clearing up a misunderstanding about the “school guardian” provision of Senate Bill 7026:

My primary concern with SB 7026, as shared by many of my Democratic colleagues, is a provision that permits teachers to carry guns in classrooms. In order to assuage this issue the Senate Republicans proposed an amendment that appeared to exclude teachers from the program. In reality however, this restriction is nothing more than window dressing. Instead of removing guns from classrooms, this amendment simply provides an illusionary limitation on the class of teachers who may carry, and provides for numerous exceptions to that rule.

The amendment language states that the limitation only applies to teachers that “exclusively perform classroom duties.” This means that if a teacher performs any additional service on behalf of the school he/she will be allowed to carry a gun into a classroom. If a teacher is also a coach, or the moderator of a club, as is often the case, they would be allowed to carry a firearm at a school.

The exclusion is also narrowly tailored in a manner that fails to cover many individuals that will be interacting with students in classrooms every day. The exemption only covers 1 out of 5 categories of instructional personnel at our schools. Under the current bill language school counselors, psychologists, librarians, cafeteria workers, learning specialists, adjunct educators, and physical education teachers will all be allowed to carry guns at our children’s schools.

Many reports from both national and local media outlets represent the Senate version of SB 7026 as stripped of the controversial classroom carry provisions. This is simply not the case. Those who believe the Senate adequately addressed this point in yesterday’s amendment are mistaken.

While I support some of the better features of this bill, such as restrictions on firearm purchases for those under the age of 21, the ban on bump stocks, additional mental health funding, and school hardening, I will be unable to support this legislation as long as it allows civilians to be armed in the presence of our children. If these provisions remain in the final version of the bill, I urge the Governor to exercise his veto authority, and to call a special session to address this issue in a more responsible manner. I would be happy to return to the Capitol this summer if it means bringing forward a plan that will both keep our children safe by preventing more guns from entering our schools, while addressing the long overdue issue of gun safety.

Florida Coalition to Prevent Gun Violence Statement on Senate Bill 7026

As the Senate is poised to vote on SB 7026 (School Safety Bill), we remain opposed to any policy that will arm administrators, teachers, or staff as a way to defend against a mass shooting. While SB 7026 does contain certain important provisions, arming people in our schools that are not School Resource Officers (SROs), whose ONLY job is to protect the school, will not properly protect our schools and will ultimately cost more money in the long run.
We call on the Senate to strip any plan that will arm administrators, teachers, or staff before sending a bill to the House. If the Senate fails to act as we have outlined, we call on the House to fully debate SB 7026 and fully remove provisions arming teachers, administrators, or staff.
The issues are too grave and the stakes too high not to fully debate all issues related to school safety in Florida.

Commissioner Adam H. Putnam’s Statement on Senate Bill 7026

Florida Commissioner of Agriculture Adam H. Putnam released the following statement regarding Senate Bill 7026, which would direct a portion of concealed weapon license fees away from their primary purpose.

“I oppose taxing law-abiding concealed weapon licensees for atrocities carried out by criminals. If anyone should be taxed for those heinous acts, it should be criminals.

“The monster who murdered 17 people in Parkland wasn’t even eligible to have a concealed weapon license.”

Senate Panel Fails to Adopt Assault Weapons Ban, Senator Stewart Vows to Persist

Honoring a pledge she made immediately following the 2016 massacre at Pulse Nightclub, State Senator Linda Stewart (D-Orlando) on Wednesday reissued her call on Senate lawmakers to adopt amendments banning assault weapons, high capacity magazines and bump-fire stocks, as well as strengthening school safety zones. So far, every one of these amendments has been rejected during the committee hearings as a proposal that arms teachers but falls short on gun reform measures sought by victims of the Parkland massacre heads to the full Senate for a vote.

“This bill has failed Floridians’ outcry for action,” said Senator Stewart, whose district witnessed a 29-year old’s assault weapon siege on Pulse. “I will continue to press for changes in our laws that will deliver substantial, meaningful change. Students and parents have asked their lawmakers to do one thing, to stop enabling the spread of weapons of war and the high-capacity magazines that make mass murders efficient. Instead, we have a bill that puts more guns in classrooms. It is my hope that we can, as Senators, as a chamber, as human beings charged with the life, liberty, and happiness of our fellow human beings, be the authors of action.”

SB 7026 establishes the Florida Sheriff’s Marshal Program to arm teachers and faculty—which is largely opposed by educators and Floridians—but fails to include common-sense measures such as an assault weapons ban that addresses the core of Florida’s epidemic of violence and that has overwhelming support by the public, according to most recent polls.

The Florida Senate convenes on Thursday, March 1, 2018 to take up SB 7026 for consideration. Senator Stewart has vowed to offer an amendment that bans assault weapons and high capacity magazines once again from the Senate floor.
