New report: Floridians often breathe unhealthy air

WHAT: Environment Florida Research & Policy Center will release a new report that presents city-by-city data on the persistent problem of air pollution. The report comes as the Trump administration attempts to roll back the Clean Power Plan and other important clean air programs, threatening the health of Floridians.
The report contains new information, broken down by state and metropolitan area, about the levels of ozone smog and particulate soot pollution in 2015. It also contains preliminary data for part of the country for 2016. It also highlights how global warming increases the risk of air pollution problems by extending the smog season and increasing the frequency and severity of wildfires.

FHCA statement after Senate Appropriations Committee approved plan to establish PPS

Emmett Reed, executive director of the Florida Health Care Association, issued the following statement after the Senate Appropriations Committee approved a plan to establish a prospective payment system (PPS) for nursing center reimbursement:

“The Florida Health Care Association strongly supports the Senate’s plan, which puts a top priority on providing high-quality care for the residents under our care. The Senate plan recognizes the value of establishing a funding mechanism the creates incentives for quality, and we applaud senators’ commitment to addressing reimbursement in a way that benefits our state’s most fragile citizens. We look forward to continuing to work with the Legislature to bring about positive change to health care through implementation of this PPS plan.”

Flagler’s Society for Advancement of Management claims top spot in competition

Flagler College’s Society for Advancement of Management (SAM) team recently took home first place at the organization’s 2017 Case Competition in Orlando, held from March 30 to April 2 at the annual SAM conference. Janell Collins, Mary-Jo Lendering, Matheus Menezes and Nick Pappas joined more than 100 students from 25 colleges nationwide to compete in the competition, in which students were tasked with analyzing a marketplace problem facing the social media company Facebook. Through their analysis, they examined possible solutions and proposed the most effective one to ensure the company’s sustained, future success.
“I was speechless,” Lendering said about hearing they claimed the top spot. “The presenter took forever to announce the winners. Once they mentioned third and second place, we knew we either won or we didn’t even place at all. By the time they called our names, all I wanted to do was jump with joy, but we kept it very cool.”
This weekend’s win brings Flagler’s total number of titles to 10, the most in the history of the society.
In the case study, the Flagler students identified a problem regarding the increased use of ad-blockers on Facebook’s site. To address it, they applied business concepts, including a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis; and employed measures to mitigate the issue and generate more revenue for the company. Their ideas culminated in a 15-minute presentation to judges.
“I am so proud of this team,” said Paula Holanchock, SAM advisor and assistant professor of Business Administration. “They demonstrated amazing team skills by collaborating their skills and knowledge and working hard to present their case. Their presentation was seamless and representative of all the amazing faculty members within the Business Department at Flagler who helped prepare the students to compete at such a prestigious level.”
SAM, an organization with more than 50 student chapters across the country, aims to provide its members “opportunities to increase management skills and expertise through participation in programs and services designed to improve the professional quality of their knowledge, performance, and leadership ability.”

NATIONAL CRIME VICTIMS’ WEEK IN FLORIDA

WHEREAS, National Crime Victims’ Rights Week provides the opportunity to promote the theme, “Strength, Resilience, Justice,” recognizing the importance of strengthening families and survivors in the aftermath of crime, building resilience in our communities and our victim responders, and working for justice for all victims and survivors; and 
WHEREAS, a multidisciplinary response, involving teamwork among victim service professionals, criminal justice officials, legal professions, medical and mental health providers, and community leaders is necessary to reach and serve all victims —especially those who are marginalized, have disabilities, or live in remote locations; and
WHEREAS, providing victims with knowledge of their rights and available services further strengthen their ability to recover by restoring a sense of self-empowerment; and
WHEREAS, victims who feel understood and supported are more likely to disclose their victimization, seek services, and participate in the justice system;

Attorney General Bondi Honors Victim Advocates

Attorney General Pam Bondi and Governor Rick Scott today awarded first responders and victim advocates for exceptional efforts in protecting and counseling victims. Attorney General Bondi presented the awards at an annual ceremony commemorating National Crime Victims’ Rights Week at the state Capitol. This year’s theme, Strength, Resilience, and Justice, highlights the importance of forging healthy, sustainable communities to build capacity both before and in the aftermath of crime.
“I am thankful for all who dedicate their lives to serving victims of crime, including those who rushed to the scene of tragedy following the Pulse nightclub attack—we honored some of those individuals today for their work helping victims and their families in the aftermath of the attack,” said Attorney General Bondi. “All our award recipients are exceptional and play a vital role in helping victims heal and I am eternally grateful for their service.”
The award recipients honored today are the following:

  • Jeri Eubanks, victim advocate with the State Attorney’s Office in the Seventh Judicial Circuit;
  • Stephanie Marino with Christ Church of Orlando;
  • Joel Morales, victim service advocate with the Orlando United Assistance Center;
  • Detective Yulieth Ortiz with the St. Lucie County Sheriff’s Office;
  • Detective Ross Partee with the Indian River County Sheriff’s Office;
  • Leidy Patino, Senior Legal Assistant with the Attorney General’s Medicaid Fraud Control Unit; and
  • Officer David Starke with the Ormond Beach Police Department.

The Florida Crime Victims’ Bill of Rights states, “Victims of crime or their lawful representatives, including the next of kin of homicide victims, are entitled to the right to be informed, to be present, and to be heard when relevant, at all crucial stages of criminal proceedings, to the extent that these rights do not interfere with the constitutional rights of the accused.”

LeadingAge Florida, FLiCRA, & Nursing Home Advocates Urge Caution with Proposed PPS Plan

LeadingAge Florida and Florida Life Care Residents Association (FLiCRA) were joined by advocates of nursing homes from around the state today at a press conference to voice concern over a prospective payment system (PPS) plan that is being considered by the Florida Senate.
“LeadingAge Florida is focused on the delivery of high-quality nursing home care and we oppose the proposed PPS plan, as it will have a negative impact on the nursing homes in our state that are providing the highest-quality care to Florida seniors,” said Steve Bahmer, president & CEO of LeadingAge Florida. “LeadingAge Florida supports the transition to a prospective payment system, but we simply can’t support this one. If it is approved, it will have the very real effect of four- and five-star nursing homes losing substantial amounts of money, while lower-performing facilities will see windfall gains – one to the tune of more than $15 million.”
“Additionally, it is important to point out that the vast majority of the increase contemplated in this budget recommendation goes to facility and property improvements, not toward the care of our state’s seniors,” continued Bahmer. “For these reasons, I am joined here today by representatives from some of Florida’s best nursing homes, as well as residents and FLiCRA, and, together, we respectfully call on lawmakers to send this proposed plan back to the drawing board, in order for all groups to come to an equitable, fair solution that doesn’t punish the highest-quality nursing homes in the state.”
LeadingAge Florida, FLiCRA, and nursing home advocates oppose the PPS model that was included in the budget recommendation adopted by the Senate Appropriations Subcommittee on Health and Human Services and will be taken up by the full Senate Appropriations Committee on Wednesday, April 5, 2017, as it would negatively affect high-quality nursing homes by shifting resources from high-quality nursing home communities to primarily lower-quality facilities.
“On average, our facility has a Medicaid census of close to 70 percent, which translates into 172 seniors, and under the proposed PPS system, we would lose $1.7 million – $200,000 more than we would have lost under the shelved Navigant plan; this is a cost we simply cannot afford and one that would be devastating to our core mission of caring for the sick and dying,” said Kip Corriveau, director of Mission at Bon Secours St. Petersburg Health System. “I ask lawmakers prioritize quality care for our state’s most vulnerable and fragile seniors, whose families have entrusted their care to us, by deferring the proposed PPS system until a fair solution that truly cares for seniors can be reached.”
The proposed PPS plan would make funding cuts to 152 four- and five-star nursing homes, while 97 one- and two-star nursing home facilities would receive additional funding.
“Menorah Manor is a mission-driven, charitable, nonprofit, faith-based organization that strives to provide the highest standards of care, and our doors are open to everyone – regardless of ability to pay, which means our Medicaid census on average is roughly 65 percent,” said Rob Goldstein, CEO of Menorah Manor. “Yet, under the PPS plan included in the Senate Appropriations Subcommittee on Health and Human Services budget recommendations, our facility, along with other high-quality providers, would lose significant funding if the legislature cannot guarantee new funding for Medicaid reimbursement for the next three years. Moreover, this proposed PPS plan lacks any requirement that providers who receive new money under the plan have to spend it on care, programs or services. I respectfully ask, on behalf of the residents we are committed to caring for, the legislature rejects this plan.”
“As a resident of Westminster Woods, a continuing care retirement community in Julington Creek, Fla., and an executive committee officer with FLiCRA, I stand in opposition to the current proposed PPS plan,” said Ramsey Geyer, Westminster Woods resident, FLiCRA executive committee member. “This plan, as currently constructed, will almost certainly result in a Medicaid funding shortfall, which puts continuing care retirement community residents at risk, including those residents who are Medicaid recipients. I ask the legislature to consider alternative solutions that would provide fair funding across the board and not shift costs burdens on the backs of high-quality nursing home providers, and thus the residents they serve.”

Florida residents advised to remain alert as second front brings potential for severe weather

State and local emergency management officials are recommending residents and visitors remain aware, as conditions favorable for severe weather continue throughout North Florida and into Central Florida today and tonight. This weather system will have the potential to produce large hail, damaging wind gusts and tornadoes. Have a NOAA All-Hazards Weather Radio in your home of office to receive warnings from the National Weather and follow all instructions from local officials.
Governor Scott said, “It is incredibly important that Floridians and visitors in North and Central Florida pay close attention to local news throughout the day and ensure they are fully prepared ahead of any potentially damaging weather, such as tornadoes or flash floods. While we are glad that the weather from earlier this week did not cause significant damage, we must take every case of potentially severe weather seriously and take action to keep our families and communities safe. The Florida Division of Emergency Management and their local partners are continuing to work together to monitor the weather and provide updates to families across North and Central Florida.”
State Meteorologist Amy Godsey said, “Much of North Florida and parts of Central Florida have been placed at high risk of severe weather throughout the day and overnight. Those in the affected areas should monitor this storm system and have a plan of action if warnings are issued.”
Tornado watches may be issued throughout the day. Residents and visitors to the state should monitor local media outlets and ensure that their NOAA All Hazards Weather Radio alert settings are turned on. A Tornado Watch means conditions are favorable for tornadoes and severe thunderstorms. A Tornado Warning means a tornado has been reported as sighted, or has appeared on radar in the area.
If severe weather threatens your area, be sure to follow these important safety tips:

  • Ensure your NOAA All-Hazards Weather Radio is on and programmed for your area or stay tuned to a trusted local media outlet for the most current weather situation.
  • Ensure your disaster supply kit is prepared and heed all instructions from local officials.
  • Know what you would do in the event of a severe thunderstorm or tornado watch or warning.
  • If a tornado warning is issued for your area seek shelter immediately in an interior room, away from windows.
  • If thunder roars, go indoors. If you can hear thunder, you are close enough to be struck by lightning and should seek shelter immediately.
  • Be aware that flash flooding can occur. If there is any possibility of a flash flood, move immediately to higher ground. Do not wait for instructions to move.
  • Be aware of stream, drainage channels, canyons and areas known to flood suddenly. Flash floods can occur in these areas without typical warnings such as rain clouds or heavy rain.
  • NEVER drive through flooded roadways as road beds may be washed out under flood waters, and just one foot of fast-moving flood water can move most cars off the road.

Homestead woman claims top prize in the $500,000 GOLD RUSH DOUBLER Scratch-Off game

The Florida Lottery announces that Ruth Martinez Ortez, 33, of Homestead, claimed a top prize in the $500,000 GOLD RUSH DOUBLER Scratch-Off game at Florida Lottery Headquarters in Tallahassee. She purchased her winning ticket from Tropical Supermarket, located at 28945 South Dixie Highway in Homestead.
The $5 Scratch-Off game, $500,000 GOLD RUSH DOUBLER, launched on January 17, and features more than $182.8 million in prizes, including 44 top prizes of $500,000. The game’s overall odds of winning are one-in-3.98.
Scratch-Off games are an important part of the Lottery’s portfolio of games, comprising approximately 65 percent of ticket sales and generating more than $734 million for the Educational Enhancement Trust Fund (EETF) in fiscal year 2015-16.
