Senate passes bill to crackdown on online sex trafficking

A bill that would allow law enforcement and prosecutors to crackdown on websites that promote sex trafficking overwhelmingly passed the Senate on Wednesday.

The legislation, co-sponsored by U.S. Sen. Bill Nelson (D-FL), now heads to the president for his signature. Prior to today’s vote, Nelson took to the Senate floor and asked for his colleagues’ support.

“An untold number of women and children in the U.S. are being sold into sexual slavery via the internet,” Nelson said. “It’s just unacceptable and it’s wrong. … We can’t sit by idly any longer.”

The legislation creates new accountability for websites hosting ads posted by sex traffickers, allows state attorneys general to prosecute websites that knowingly facilitate trafficking and enhances criminal penalties for traffickers.

According to the human trafficking hotline, Florida ranked third in the country for the highest number of sex trafficking cases reported in 2016 and 2017.

Sen. Nelson: I thank the senator from Ohio for his gracious comments. And I just simply want to say my part as to why this is so important that we pass this legislation, because it’s very obvious that an untold number of women and children in the U.S. are being sold into sexual slavery via the internet.

And we now have an opportunity to do something about it by passing this legislation. And it’s so bad because with just a few clicks or a few punches on an iPhone, victims from all walks of life and parts of the country, all across, are being forced into brutal slavery and unspeakable crimes.

I want to repeat that. I want Americans to understand what is going on behind the scenes, that women and children are being forced into sex slavery in modern-day America, and could very well happen to someone that you know.

You know, we have continuing stories of our history of how slavery brought to the new world had happened. First to Arabia off the east coast of Africa, and then of course the European nations later in going down with ship captains, the Portuguese actually ended up having the most of slaves transported to the new world, primarily to South America.

But of course the English got into the act. Most of the European nations got into the act of these unspeakable crimes of slave ships going down to the west coast of Africa either enslaving themselves, Africans, or getting into agreement with a particular tribe that would then go out and capture members of an opposing tribe.

And of course, you’ve heard over and over the stories, untold stories of the inhumanity of stacking people body to body in the hulls of these slave ships. And it finally took a civil war to settle the issue. That was slavery. That was slavery that we opposed and now all of our laws try to protect against.

But here in modern-day America the same thing is happening, and it’s happening because of the advent, the advances of technology now using the internet. And if this is not a wake-up call, I simply don’t know what is.

According to human trafficking to the hotline, just my state of Florida has consistently ranked in the top five states in human trafficking cases. Florida was third in the country for the number of cases reported in 2016 and 2017, and that’s just what we know about.

And so, it’s just unacceptable and it’s wrong. Tens of thousands of Americans, predominantly women children, are subjected to this horrific reality. And you can imagine the pain and the suffering which they are subjected to. And nowhere in the country should have to endure this kind of forced slavery. No child or woman in Florida, in America should ever be trafficked for sex.

And to even contemplate that should offend any person’s sense of decency and humanity. And so the question before the Senate today, thanks with the leadership of a number of our colleagues, the question before the Senate today is, why aren’t we going to do everything that we can to stop this heinous practice?

And so, the bill that we are considering on the Senate floor would help us shut down despicable websites that enable this sex trafficking. Don’t kid yourself. These shady and highly profitable website operators know full well how their sites are being used. And what’s more, they’re hiding behind a decades’ old legal shield to immunize themselves from prosecution. And we’ve got to change that legal shield that was set up a decade ago for a different purpose.

And so, the bill by Senators Portman, Blumenthal, McCain, Heitkamp, and myself — and now many others — would eliminate the safe harbor in law for sex traffickers, and it would allow state attorneys general, other state and local prosecutors, and the victims themselves to go after the websites that knowingly provide a platform for sex trafficking. It would also make key changes to federal criminal law to enable law enforcement to better target the websites.

So, it’s simple. That’s the purpose of the legislation. Let’s get it passed out of here, get it signed into law, and let all of these various law enforcement entities be able to do their job. This legislation is an extensive product by our congressional colleagues on a bipartisan basis. It proves once again that what we ought to be doing around here on almost everything and yet we rarely do — it proves once again, if you cross partisan lines and put things together in a bipartisan way, that then you can tackle the important lifesaving issues such as this one. And we can get something done.

Let’s show today that we can get something done. Something that really makes a difference to Americans. And so, it’s a privilege for me to be involved in a bipartisan way with this legislation and to have worked with our commerce committee to get a unanimous vote out of the committee.

I hope that this legislation is going to serve as a wake-up call to the morally bankrupt website operators. We’re coming after you. And it seems like every day we hear of new ways that these bad actors are exploiting internet content and data to undermine society. Obviously, the internet has been magnificent for so many of us. But now when technology advances, you have to be on your guard about how new technology is used for the bad operators.

This bill is going to address that. We can’t sit by idly any longer. We’ve got to act today.

Governor Scott Signs Legislation to Support Israel and Highlights Security Funding for Jewish Day Schools

Governor Rick Scott signed HB 545, a bill that prohibits state agencies and local governments from contracting with companies that are boycotting Israel.

Governor Scott said, “In December, I led a trade mission to continue to build Florida and Israel’s strong relationship. I applaud the Legislature for passing HB 545, and this bill shows the world that Florida will not do business with those that boycott Israel. I’m also proud to highlight this year’s Securing Florida’s Future budget which includes a $2 million investment in Jewish Day Schools. Every student deserves to be able to learn in a safe environment and we will continue to do all we can to keep our students safe.”

Governor Scott also highlighted the $2 million investment in security funding for Jewish Day Schools included in the Securing Florida’s Future budget. Funding will be used to help provide security and counter-terrorism upgrades such as video cameras, fences, bullet-proof glass, alarm systems and other safety equipment.  Last year, Governor Scott approved more than $650,000 for security at Jewish Day Schools.

Throughout the Governor’s time in office he has demonstrated an unwavering commitment and support for Israel. In 2011, Governor’s led a trade mission to Israel which ultimately established the successful Florida-Israel Memorandum of Understanding Agreement between Space Florida and Israel, to support research, development, and aerospace and technology projects. In 2016, Governor Scott signed legislation which prohibits the State Board of Administration from investing in companies that boycott Israel. Governor Scott also supported the U.S. Embassy moving from Tel Aviv to Jerusalem. In December, Governor Scott led a delegation of Florida business and education leaders on another trade mission to Israel. Florida’s economic development and trading partnership with Israel exceeds $283 million a year.

Rutherford Questions VA Regarding Legality of Union Protest

Congressman John Rutherford (R-Fla.), a member of the House Committee on Veterans’ Affairs, sent a letter to the Department of Veterans Affairs (VA) Secretary Shulkin asking that he look into whether proper leave protocols were followed by VA employees who engaged in recent union protests outside VA, AFL-CIO Headquarters and at the U.S. Capitol. The full letter can be found here.

Upon sending the letter to Secretary Shulkin, Rutherford released the following statement:

“I recognize and support the attendees’ freedom to exercise constitutional rights to participate in these rallies and protests,” said Rutherford. “I am, however, concerned that some VA employees may have violated federal law. A recent Government Accountability Office report shows how VA is not properly accounting for how much taxpayer money is being used on employees performing union activities. This is time and funding that should be spent on patient care or other services that directly benefit veterans. I am asking Secretary Shulkin to look into this situation to see whether these employees are fully complying with VA policy and adequately serving America’s veterans.”

Background
On February 13 and 14, 2018, the American Federation of Government Employees (AFGE) protested staff levels at VA facilities through an event dubbed the “March on VA” outside VA’s central office and at rallies outside AFL-CIO Headquarters and the U.S. Capitol. When asked whether the VA employees who participated in these union events violated the standard for use of official time, where VA employees are permitted to work on union duties during work hours, the Department of Veterans Affairs responded that “employees may only participate in a rally or informational picketing while on leave. They cannot be in a paid duty status when they are protesting or rallying.” Rep Rutherford’s letter to Secretary Shulkin questions whether these protests meet the standard designated by federal law and whether attendees should have taken annual leave for the period in which they participated in the protests.

Statement from Florida Alliance of Planned Parenthood Affiliates Executive Director, Laura Goodhue on Florida Constitution Revision Commission’s rejection of Proposal 22:

“Today we owe a debt of gratitude to the thousands of Floridians who raised their voices and became a critical part of our government of, by and for the people. They sent the message loud and clear that we won’t have privacy protections that guarantee our right to have an abortion taken away in the service of a fringe political agenda.

“In 2012, voters soundly defeated a similar attempt to weaken the privacy clause when they voted down Amendment 6. A recent poll showed that a whopping 74 percent of Floridians would not support stripping away their current privacy protections. And this latest attempt to take away our privacy rights was soundly defeated in the CRC’s Judicial Committee and, as of today, we know it won’t be revived.

“For that, I say thank you to every Floridian who spoke up to protect our privacy rights and the right to have an abortion.”

Gov. Scott: IRONMAN Expansion to Create 70 New Jobs at Tampa Headquarters

Governor Rick Scott today announced that IRONMAN, a global endurance sports brand, will be expanding its Tampa headquarters and creating 70 new jobs. The company currently employs more than 160 Floridians. The new positions will include a variety of positions including sales, marketing, human resources, operations, finance and information technology. Governor Scott also recognized the company with a Governor’s Business Ambassador Award during the Enterprise Florida board meeting in West Palm Beach last week.

Governor Scott said, “I am proud to announce that IRONMAN will be expanding their headquarters to create 70 new jobs in Tampa Bay. Our work to cut more than $10 billion in taxes since 2011 has helped encourage global businesses like IRONMAN to continue investing in our state, which means more opportunities are available for our families. It was great to recognize IRONMAN with a Governor’s Business Ambassador Award for their commitment to creating jobs in Florida and I look forward to their continued success.”

Fifth-Largest Jackpot in the Game’s History

The MEGA MILLIONS® jackpot has continued to roll since January 5, resulting in an estimated $421 million jackpot for the Friday, March 23, drawing. Florida players have a chance to become the state’s third MEGA MILLIONS jackpot winner by purchasing a $2 ticket at any of the more than 13,000 Lottery retailers statewide.

Since joining the multi-state MEGA MILLIONS game in 2013, Florida has had more than 39.7 million winning tickets totaling more than $586.2 million in prizes. Additionally, the game has generated more than $353 million for Florida students and schools.

In addition to the jackpot prize, players can win lower-tier prizes ranging from $2 to $5 million by matching any of the non-jackpot-winning combinations. There have been more than 892,000 Florida MEGA MILLIONS winners in this series of rollovers, winning more than $7.5 million in prizes.

Jackpot prize winners have the option to receive their winnings in 30 annual installments or as a one-time, lump-sum payment of $250 million. Gov. Scott Highlights Anti-Human Trafficking Efforts

Governor Rick Scott today highlighted efforts to fight human trafficking in the Securing Florida’s Future budget, including $6.2 million in new funding for the Expansion of Human Trafficking Services by expanding in-home treatment through community wraparound service teams, specialized therapeutic foster care and emergency services. Since 2013, Governor Scott has invested more than $45 million specifically for combatting human trafficking in Florida.

Governor Scott said, “I’m proud to highlight this year’s funding that will help fight against the evil of human trafficking in Florida. This $6.2 million will give victims the ability to receive the help, protection and care that they need. We will continue to do all we can to keep our communities safe and ensure everyone has the opportunity to pursue their dreams in Florida.”

Attorney General Pam Bondi said, “I want to thank Governor Scott for standing up for victims of human trafficking and supporting our efforts to end this horrific crime in Florida. Just yesterday, my office secured 25 year prison sentences for two monsters trafficking drugs and women in central Florida, and with the continued support of Governor Scott, law enforcement and our legislative leaders we will make Florida a zero-tolerance state for human trafficking.”

FMPA Boards Give Final Approval to Transaction with Vero Beach

Final approvals enable Vero to exit FMPA projects and sell its electric utility

The governing boards of the Florida Municipal Power Agency (FMPA) gave final approval today to agreements enabling the city of Vero Beach to exit FMPA’s power projects and sell its electric utility. The unanimous approvals by FMPA’s Board of Directors and Executive Committee were the last step after the required 19 cities had agreed to Vero Beach’s buy out of its FMPA contracts.

“FMPA and its members have invested significant time and effort to help Vero Beach facilitate the sale of its electric utility,” said Jacob Williams, FMPA’s general manager and CEO. “All the cities worked well together to create a solution that meets the needs of everyone.”

The city of Vero Beach wants to sell its electric utility. Vero Beach participates in three FMPA power supply projects. For Vero Beach to sell its system, the city needed to find another municipal utility to assume its obligations in the FMPA projects.

In February 2017, FMPA presented an option for Vero Beach to transfer its FMPA power projects to other cities. The 13 cities in FMPA’s All-Requirements Project (ARP) said they would consider taking the additional power if compensated for the increased costs and risks.

FMPA proposed that Vero Beach should pay FMPA’s ARP $108 million, which was verified by two independent analyses. As part of the agreement, Vero Beach would transfer its shares in FMPA’s Stanton, Stanton II and St. Lucie projects to FMPA’s ARP.

Since the plan was announced last February, FMPA’s management visited all 19 member cities numerous times to meet with local elected officials and make presentations prior to city votes. FMPA also secured necessary approvals from its bond trustee, credit rating agencies, other financial stakeholders and the primary owner-operators of the generating units.

Now that FMPA has fulfilled its responsibilities and obtained all necessary approvals for Vero Beach’s exit, the Agency will continue to work with Vero Beach to finalize remaining details for closing of the utility sale.

Record Number of Companies Report More than $69 Million in Export Sales Following Arab Health

A record 23 Florida small and mid-sized businesses exhibited in the Florida Pavilion at the Arab Health Trade Fair this year. Those companies reported a total of $69,432,000 in export sales, including more than $6 million in actual sales at the show. The event was held from January 29 to February 1 in Dubai. Enterprise Florida has led Florida companies to this event for more than a decade.

“EFI had a record-setting turnout this year and we congratulate all of the companies that attended Arab Health with us this,” said Manny Mencia, Senior Vice President of International Trade & Development for Enterprise Florida. “Florida continues to be the dominant state at Arab Health, and that is a direct result of the innovative companies that exhibit with us and the state’s long history of being a healthcare industry leader.”

Now in its 43rd year, Arab Health is the main event for the Middle East healthcare products and services market and takes place annually at the Dubai International Exhibition Center. The show hosts nearly 4,000 exhibitors from 64 countries with 39 dedicated country pavilions. The visitor numbers have reached 90,000 attendees.

Two Sentenced in Massive Heroin and Human Trafficking Case

Attorney General Pam Bondi’s Office of Statewide Prosecution today secured the conviction and sentencing of Keith Hamlet, 47, and Edward Redmond, 32, for drug trafficking and racketeering. A jury convicted the defendants on charges related to trafficking large quantities of heroin and cocaine. At one point during the investigation, the defendants trafficked more than 100 grams of heroin weekly.    

 “These two monsters were involved in a massive drug and human trafficking ring that saturated Central Florida streets with heroin and cocaine, and even fed these addictive drugs to young trafficking victims to further coerce and exploit them for sex,” said Attorney General Bondi. “I applaud my Statewide Prosecutors Matthew Davenport and Gary Malak for a great job at trial and obtaining 25-year sentences to ensure these traffickers stay behind bars.”

The investigation uncovered both criminals trafficked these addictive drugs from suppliers to street level addicts, prostitutes and users. The investigation revealed that Hamlet threatened violence to force several women into prostitution and encouraged the prostitution of a 17-year-old girl.

The Orange County jury found the two men guilty of multiple charges including racketeering, conspiracy to engage in a pattern of racketeering activity and conspiracy to traffic in heroin, 28 grams or more. Following this 10-day trial, the Honorable A. James Craner, Circuit Judge for the Ninth Judicial Circuit, sentenced both Hamlet and Redmond to 25 years as a minimum mandatory sentence in the Department of Corrections.  

Attorney General Bondi’s Office of Statewide Prosecution worked with the Florida Department of Law Enforcement, the Metropolitan Bureau of Investigation, the Department of Homeland Security, the Drug Enforcement Administration, the Orange County Sheriff’s Office, the Orlando Police Department and other agencies throughout Florida.
