Floridians for Reproductive Freedom reacts to Gov. Scott’s signing of bill to permanently fund fake clinics that endanger women’s health

Floridians for Reproductive Freedom today denounced Gov. Rick Scott and legislative leaders after Scott signed House Bill 41, which legitimizes and permanently funds with taxpayer dollars fake clinics that use medically inaccurate information to oppose abortion and judge, shame, and mislead women. HB 41 intentionally restricts women’s access to health care services by funneling public funds to providers that “exclusively promote and support childbirth,” while cutting out qualified medical providers who offer the full range of family planning services including birth control and abortion care.

“With this bill, Gov. Scott and his legislative allies are putting politics over women’s health,” said Amy Weintraub, Reproductive Rights Program Director for Progress Florida. “Under no circumstances should taxpayers be forced to pay for these fake clinics that operate with virtually no oversight and judge, shame, and mislead women.”

These clinics use deceptive and manipulative practices to stop women from having access to the full range of reproductive care – particularly birth control and abortion. To confuse women, they use deceptive practices such as intentionally placing advertisements under the “abortion services” heading of phone and Internet directories and choosing names that are similar to clinics that offer abortion services.

“These fake women’s health centers advertise free pregnancy testing and pregnancy-options education, but they oppose abortion and contraception and intentionally try to trick women,” said Annie Jae Filkowski of St. Petersburg, who experienced one of these fake clinics firsthand as a 16-year-old seeking a pregnancy test. “I struggle to understand how a legitimate health care provider could operate like this.”

In recent years, Gov. Scott and Florida lawmakers have repeatedly attacked women’s access to reproductive health care, in particular targeting access to abortion. One of these avenues of attack has been the funding of these fake women’s health centers with taxpayer dollars.

“To be clear, these fake clinics peddle falsehoods that have been repeatedly discredited by extensive scientific research and the country’s most prominent medical associations,” said Dr. Nicole Fanarjian, a Sarasota-based obstetrician and gynecologist. “And they undermine a woman’s dignity by attempting to shame and pressure her and take away her ability to make her own decisions.”

“By signing this bill, Gov. Scott is demonstrating a total disregard for the truth, undermining a woman’s right to make her own informed medical decisions and denying her the respect and dignity she deserves,” said Laura Goodhue, Executive Director of the Florida Alliance of Planned Parenthood Affiliates. “When a woman has decided to seek birth control or an abortion, or to discuss her reproductive health options, she deserves access to a qualified medical provider she can trust to provide her with a full range of options and services without an agenda, judgment or deception.”

Earlier this month, 13 members of the Floridians for Reproductive Freedom Coalition sent Gov. Scott a letter urging him to veto HB 41. The groups included Equality Florida, Florida Alliance of Planned Parenthood Affiliates, Florida Interfaith Coalition for Reproductive Health, League of Women Voters of Florida, National Council of Jewish Women, Organize Florida, Pro-Choice Coalition of Broward County, Progress Florida, Broward County National Organization for Women, Broward Women’s Emergency Fund, Inc, Florida National Organization for Women, Space Coast Progressive Alliance and the National Abortion Federation.

Republican Former U.S. Senator Puts His Support Behind Spritz

Matt Spritz announced today that Florida’s former United States Senator, Republican George LeMieux, has endorsed his campaign for State House.

“I proudly endorse Matt Spritz for State Representative,” said LeMieux. “Matt’s a natural leader, whose energy and commitment to community is refreshing. He’s not afraid to take on tough issues and understands that pro-business policies are absolutely critical to create more jobs for hard working Florida families.”

“I’m honored and grateful to have the support of Senator LeMieux,” said Spritz. “Senator LeMieux has a distinguished record of leadership and service, both in the public and private sector, fighting for our shared conservative principles and fiscal responsibility. LeMieux joins a growing number of current and former Republican elected officials, including former State Senator Ellyn Bogdanoff, State Representatives Byron Donalds, Randy Fine, Jason Fischer, Joe Gruters, Tom Leek, Bobby Payne, and Bob Rommel, and former State Representative Alex Miller, who have all also endorsed Spritz.

LeMieux served as Florida’s 34th United States Senator in the 111th Congress, and prior to that, served as Florida’s Deputy Attorney General. Senator LeMieux currently serves as the Chairman of the Gunster Law Firm and is the founder of the LeMieux Center for Public Policy at Palm Beach Atlantic University.

Born and raised in South Florida, Matt Spritz graduated Phi Beta Kappa with high honors from Emory University and from New York University School of Law in New York. He practiced corporate and business law in New York and later in South Florida before committing himself to public service in the Florida House.

House District 89 covers coastal portions of Palm Beach County spanning from Singer Island to Boca Raton, which has the largest concentration of voters. Thirty-six percent of registered voters in the district are Republicans, while Democrats make up 33 percent, and voters with minor or no party affiliation, 31 percent.

Governor Rick Scott Signs 30 Bills Into Law

Governor Rick Scott today signed the following bills into law:

SB 146 – Appointment of Attorneys for Dependent Children with Special Needs – This bill requires certain court costs be paid by the state when pro bono attorneys represent special needs children in dependency proceedings.

SB 220 – Bankruptcy Matters in Foreclosure Proceedings – This bill authorizes documents filed in a federal bankruptcy proceeding to be admitted as evidence in a foreclosure.

CS/CS/CS/SB 268 – Public Records/Public Guardians/Employees with Fiduciary Responsibility – This bill creates a public record exemption for former and current public guardians and employees with fiduciary responsibility.

CS/SB 386 – Consumer Finance – This bill provides additional repayment schedule options for consumer finance loans and sets a maximum delinquency charge of $15 per calendar month for each loan payment in default.

CS/SB 394 – Fire Safety – This bill requires the Division of State Fire Marshal to establish specified courses as a part of firefighter and volunteer firefighter training and certification.

SB 472 – National Statuary Hall – This bill directs the Joint Committee on the Library of Congress to replace the statue of Confederate General Edmund Kirby Smith in the National Statuary Hall Collection with a statue of Mary McLeod Bethune.

SB 498 – Office of Public and Professional Guardians Direct-Support Organization – This bill repeals the sunset date for the Foundation for Indigent Guardianship.

CS/CS/SB 510 – Reporting of Adverse Incidents in Planned Out-of-Hospital Births – This bill requires that adverse incidents of planned births that occur outside of hospitals be reported to the Florida Department of Health.

HB 7029 – A Review Under the Open Government Sunset Review Act/Human Trafficking Expunction – This bill continues the public record exemption of criminal history records relating to a victim of human trafficking.

HB 7031 – A Review Under the Open Government Sunset Review Act/Criminal Justice Commission – This bill continues the public meeting exemption of a criminal justice commission while members discuss active criminal intelligence or investigative information.

HB 7035 – Ratification of St. Johns River Water Management District Rules – This bill ratifies a St. Johns River Water Management District rule for Silver Springs.

Gov. Scott Directs FDOT to Suspend Federal Payments for Collapsed FIU Bridge

Governor Rick Scott today directed Florida Department of Transportation (FDOT) Secretary Mike Dew to suspend the payment of all federal funding for the Florida International University (FIU) pedestrian bridge which collapsed last week, taking the lives of six Floridians. For this project, FDOT is the agency which acts as a pass-through for federal funding to be administered to FIU. At the Governor’s direction, this funding will be withheld indefinitely pending the completion of the National Transportation Safety Board (NTSB) investigation.

Governor Scott said, “Last week, the lives of six Floridians were tragically lost when the FIU pedestrian bridge suddenly collapsed onto SW 8th Street in Miami. Ann and I are heartbroken for these families and while we continue to mourn the loss of these individuals, we are also searching for answers.

“Today, I am directing FDOT to suspend all future payments of the more than $13.6 million in federal funding originally allocated for this project. Before another dollar is spent on this bridge, we must know exactly what happened. FDOT is working hand-in-hand with the NTSB in its investigation and until this is completed, all taxpayer dollars will be withheld.”

FDLE Agents arrest Tampa man on 15 counts related to child pornography

Agents with the Florida Department of Law Enforcement arrested 56-year-old Jon Scott Wildman, of 13907 Capitol Drive, Tampa, on 10 counts of possession of child pornography and 5 counts of transmission of child pornography.

FDLE Agents began investigating Wildman after receiving a tip in February 2017 that several images depicting child pornography were uploaded to an Internet-based website. Information showed a specific IP address uploaded the images under a pseudonym. An additional tip was received that revealed the same IP address associated with similar activity. Upon the execution of a search warrant, the investigation revealed the IP address was registered to Wildman.

Wildman was transported to the Hillsborough County Jail for booking on a $75,000 bond.

Gov. Scott Signs Legislation and Highlights $65 Million in Funding to Fight National Opioid Epidemic in Florida

Governor Rick Scott today hosted a bill signing at the Manatee County Sheriff’s Office for HB 21, which was proposed by Governor Scott to combat opioid abuse. This bill will help limit the chance of drug addiction, reduce the ability for dangerous drugs to spread in Florida’s communities and give vulnerable Floridians the support they need. The Governor also highlighted the more than $65 million in the Securing Florida’s Future budget to help combat the national opioid epidemic in Florida. During the event, Governor Scott recognized Manatee County Sheriff’s Office Lieutenant Brady McCabe for saving the life of a potential overdose victim in Manatee County last year.

Governor Scott said, “Last week, I signed the Securing Florida’s Future budget, which includes more than $65 million to support Florida’s fight against opioids, and I am proud to continue our fight against opioids by signing this major legislation today. This bill will help limit the chance of drug addiction, reduce the ability for dangerous drugs to spread in Florida’s communities and give vulnerable Floridians needed support. We made a commitment in Florida to do everything possible to help communities impacted by the national opioid epidemic, and I appreciate the work of Senate President Joe Negron, House Speaker Richard Corcoran, and all the legislators who supported this important priority.”

The more than $65 million to support Florida’s fight against opioids in the Securing Florida’s Future budget includes:

  • $14.6 million for enhancements to the substance abuse system of care. This funding will provide additional residential treatment beds, outpatient treatment and case management, emergency room treatment and follow up, peer recovery support services and targeted outreach for pregnant women with substance abuse disorders;
  • $5 million for Naloxone for first responders;
  • $27 million in federal funding from the Opioid State Targeted Response Grant;
  • $1.2 million to enhance the Prescription Drug Monitoring System;
  • $16.5 million for Department of Children and Families, State Courts and Department of Corrections for Medication Assisted Treatment related to opioid addiction; and
  • More than $885,000 for handheld narcotic analyzers for the Florida Highway Patrol to keep officers in the field safe.

HB 21 continues Florida’s fight against opioids by:

  • Placing a three-day limit on prescribed opioids for acute pain, unless strict conditions are met for a seven-day supply;
  • Requiring healthcare prescribers or dispensers of opioids to consult the Florida Prescription Drug Monitoring Program, a statewide database that monitors controlled substance prescriptions, to review a patient’s medication history prior to prescribing or dispensing a controlled substance;
  • Requiring continuing education courses for healthcare practitioners on responsibly prescribing opioids;
  • Increasing penalties for healthcare practitioners that provide medically unnecessary controlled substance to a patient by fraud, misrepresentation, or other deception; and
  • Implementing additional reforms to fight unlicensed pain management clinics. 

Manatee County Sheriff Rick Wells said, “The Manatee County Sheriff’s Office was proud to join Governor Scott in recognizing this funding and legislation, which will help our deputies and community partners as we continue to combat the national opioid epidemic in our state. Our deputies are working each day to keep Manatee County families and communities safe, and we must continue to do all we can to ensure they have the resources needed to be successful in this fight.”

PSC Begins Need Determination Hearing for Seminole Electric Facilities

The Florida Public Service Commission (PSC) will hold a hearing beginning at 9:30 a.m. on Wednesday, March 21 for two determination of need requests: from Seminole Electric Cooperative, Inc. (Seminole) and a joint petition from Seminole and Shady Hills Energy Center, LLC (Shady Hills).

Seminole is proposing to build a new 1,050 MW natural gas combined cycle facility in Putnam County to begin service in December 2022.  Seminole and Shady Hills are proposing to build a new 573 MW natural gas combined cycle facility in Pasco County to begin service in December 2021.

During the hearing, the Commission will consider testimony and evidence from parties to the cases about the proposed facilities.

The hearing is scheduled for the following time and location:

Gov. Scott Statement on the Deaths of Master Sergeant William R. Posch and Staff Sergeant Carl Enis

Governor Rick Scott today issued the below statement regarding the deaths of Master Sergeant William R. Posch of Indialantic, Staff Sergeant Carl Enis of Tallahassee and the five other U.S. Air Force crew members following a helicopter crash in western Iraq, on Thursday. Governor Scott will honor the memory and sacrifices of Master Sgt. William R. Posch and Staff Sgt. Carl Enis by ordering the lowering of flags. The details on the lowering of flags will be announced in the coming days.

Governor Scott said, “The loss of Master Sgt. William R. Posch, Staff Sgt. Carl Enis and their fellow armed service members is devastating. The deaths of these brave men serve as a solemn reminder of the sacrifice and commitment made by our nation’s military to secure and protect the freedom we all cherish as Americans. Ann and I know Staff Sgt. Enis’ family personally, and we grieve with them today. I ask that every Floridian pause to remember Master Sgt. William R. Posch and Staff Sgt. Enis and all of those lost in this tragedy.”

Gov. Rick Scott Signs the Securing Florida’s Future Budget

The Securing Florida’s Future budget:

Cuts Taxes for Florida Families and Job Creators

The Securing Florida’s Future budget cuts taxes by nearly $550 million – bringing the total tax cut savings for Florida families since 2011 to more than $10 billion. This legislative session, Governor Scott proposed, and the legislature approved, Amendment 5 to be placed on the November ballot which will give Floridians the opportunity to vote to amend the Florida Constitution, making it harder for politicians to raise taxes.

Invests Record Funding for Education

For the sixth straight year, the Securing Florida’s Future budget invests record funding for K-12 and state universities. Since Governor Scott has been in office, state funding for K-12 public schools has increased by $3.2 billion, 37 percent. State funding for state colleges and universities has also significantly increased by nearly $200 million and $1.1 billion, respectively, since 2011. Additionally, the budget keeps higher education affordable with NO tuition increases for the fifth consecutive year.

Keeps Florida Schools and Communities Safe

The Securing Florida’s Future budget invests more than $400 million in funding to increase the safety and security of Florida’s schools and provide significantly more resources for mental health. Following the tragedy in Parkland where 17 died, Governor Scott also signed the Marjory Stoneman Douglas High School Public Safety Act to keep students and communities safe. The budget also invests $34 million in pay raises for state law enforcement officers, firefighters and juvenile detention and juvenile probation officers.

Encourages Long-Term Economic Growth

The Securing Florida’s Future budget provides critical funding, including $85 million for the Florida Job Growth Grant Fund, so Florida can keep aggressively fighting to be the best destination for businesses to succeed. Since December 2010, Florida businesses have created nearly 1.5 million new jobs. The budget also builds on Florida’s six-straight years of record breaking tourism and funds VISIT FLORIDA at $76 million to successfully market Florida to the world as the premier tourism destination and support the 1.4 million tourism-related jobs in our state.

Provides Record Funding for Florida Transportation

The Securing Florida’s Future budget invests a record $10.1 billion in transportation infrastructure to keep up with Florida’s continued growth and booming economy. Since Governor Scott took office in 2011, investments in transportation have increased by $3.3 billion, more than 48 percent.

Protects Florida’s Environment

The Securing Florida’s Future budget includes $4 billion to protect Florida’s environment and agriculture. Since 2011, investments to preserve Florida’s environment and protect the state’s iconic beaches, pristine springs and the Florida Everglades have increased by nearly $1 billion. The budget also provides $50 million of state funds to further expedite repairs to the federally-operated Herbert Hoover Dike – growing the state’s total investment to $100 million.

Combats the National Opioid Epidemic in Florida

The Securing Florida’s Future budget invests more than $65 million to combat opioid abuse in Florida. Governor Scott also proposed, and the legislature passed, significant policy changes to address the national opioid epidemic in Florida.

Supports Hurricane Preparedness and Recovery

The Securing Florida’s Future budget provides more than $1.7 billion in disaster assistance for state and local governments and federal funding to assist in meeting the educational needs of affected Florida students, as well as students displaced from Puerto Rico.

PSC Offers Easy Repairs to Save Valuable Water and Money

The Florida Public Service Commission (PSC) urges you to check your household plumbing during EPA’s 10th annual Fix a Leak Week, March 19-25.

“Fix a Leak Week is a reminder to quit putting off those easy, do-it-yourself plumbing repairs,” said PSC Chairman Art Graham. “Household leaks can waste more than 1 trillion gallons of water annually nationwide, and it’s important that we each do our part to curb this needless waste.”

According to the EPA, the average household leaks more than 10,000 gallons of water every year, with 10 percent of homes wasting 90 gallons or more per day. The good news is that many leaks inside and outside homes are easy to fix and save not only valuable water supplies, but also money through lower utility bills.

Common types of residential leaks are worn toilet flappers, dripping faucets, and other leaking valves. Fixing these leaks often requires only a few tools and hardware, and can save about 10 percent on a water bill. DIY tools pay for themselves in water savings!

Here are some quick tips to identify leaks in your home:

  • Take a look at your water usage during a colder month, such as January or February. Leaks are indicated if a family of four exceeds 12,000 gallons per month.
  • Check your water meter before and after a two-hour period when no water is being used. If the meter changes at all, you probably have a leak.
  • Identify toilet leaks by placing a drop of food coloring in the toilet tank. If any color appears in the bowl after 10 minutes, you have a leak. (Be sure to flush immediately after the experiment to avoid staining the tank.)
  • Examine faucet gaskets and pipe fittings for any water on the outside of the pipe to check for surface leaks.
