CFO Jimmy Patronis, Commissioner Putnam Urge Lawmakers to End Credit Report Freeze Fee

House Bill 953 passed unanimously out of its first committee today


At a joint press conference today, Chief Financial Officer (CFO) Jimmy Patronis and Agriculture Commissioner Adam H. Putnam along with Sen. Jeff Brandes (R-St. Petersburg) and Rep. Shawn Harrison (R-Tampa) urged lawmakers to eliminate the credit report freeze fee during the 2018 Legislative Session. Senate Bill 1302, sponsored by Sen. Brandes, and House Bill 953, sponsored by Rep. Harrison, aim to make it easier for Floridians to protect themselves from fraud. HB 953 passed unanimously out of its first committee, House Insurance and Banking Subcommittee, today.
“Florida has the second highest number of identity theft complaints per capita with Miami, Naples, Tallahassee, and Orlando in the top 10 metro areas for these complaints,” said CFO Jimmy Patronis. “We know data breaches will continue to happen to no fault of consumers. No one should have to jump through hoops to protect themselves from fraud.”
“We should do all we can to make protecting consumers’ financial information even easier. Protecting consumers from fraud continues to be a top priority of mine,” stated Commissioner of Agriculture Adam H. Putnam.
“Whether a data breach victim or a consumer wanting to protect themselves from fraud, Floridians should be able to easily freeze their credit without having to pay to do so,” said Sen. Jeff Brandes. “It’s the right thing to do.”
“We’ve seen time and time again the implications data breaches have for Floridians,” said Rep. Shawn Harrison. “There should not be a burden placed on the consumer’s shoulders just to protect their credit.”
Florida law currently allows credit report agencies to charge a fee of up to $10 to freeze credit reports, and data breach victims are required to submit paperwork to prove their identity is in jeopardy to avoid paying the fee. Four states (Indiana, South Carolina, Maine, North Carolina) do not charge fees to freeze credit.

Commissioner Adam H. Putnam Opens Second Camp Dedicated to Wounded Veterans

Florida Commissioner of Agriculture Adam H. Putnam today opened the second camp dedicated to providing outdoor, recreational opportunities at no cost to wounded veterans who participate in Operation Outdoor Freedom.
Peace River Camp, located in Arcadia and managed by the Florida Forest Service, consists of: a bunkhouse with three rooms and 20 beds, a screened outdoor kitchen, a fire pit, a dining area, and a restroom facility. The camp is located in Peace River State Forest, which spans 5,000 acres. The camp will be used by eligible veterans participating in Operation Outdoor Freedom events.
“I want Florida to be the most veteran friendly state in the nation, and Operation Outdoor Freedom is one small way we can show our appreciation for the men and women who have given so much for our country,” stated Commissioner Adam H. Putnam. “This is a permanent commitment from the State of Florida to the men and women who put it all on the line to make our liberties and our freedoms, that we so often take for granted, even possible.”
Since 2011, Operation Outdoor Freedom has hosted 438 outdoor events, and 3,368 veterans have participated in the program.

Commissioner Adam Putnam Provides Tips for Safe Christmas Tree Disposal

Florida Commissioner of Agriculture Adam H. Putnam encourages Floridians to dispose of Christmas trees safely. Dry limbs and needles from discarded Christmas trees can be an ignition source for fire if not properly cleared away from homes and natural areas.
One way to remove this potential fire hazard is by recycling Christmas trees. Many locations offer tree recycling services, such as curbside pick-up, recycling centers and mulching programs. Check with a local utilities service for more information about Christmas tree disposal and recycling programs.
However, some residents may decide to burn their Christmas trees. The Florida Forest Service offers the following tips for safe outdoor burning:

  • Check local ordinances and requirements for outdoor burning.
  • Burn only if significant rainfall has occurred in the last three or four days.
  • Never burn on dry or windy days.
  • Select a burn location that is at least 25 feet from natural areas, 25 feet from your home, 150 feet from other occupied buildings and 50 feet from any paved public roadway.
  • Remove all decorations from the tree before you burn.
  • Cut the tree into manageable sections, as necessary.
  • Clear the burn area free of other flammable materials, such as leaf litter and pine straw.
  • Keep a shovel and water hose handy in case the fire starts to escape containment.
  • Never leave a fire unattended, and make sure it is out before leaving.
  • Never burn a Christmas tree in a fireplace or wood stove.

The Florida Forest Service, a division of the Florida Department of Agriculture and Consumer Services, manages more than 1 million acres of state forests and provides forest management assistance on more than 17 million acres of private and community forests. The Florida Forest Service is also responsible for protecting homes, forestland and natural resources from the devastating effects of wildfire on more than 26 million acres. Excerpts from Commissioner Adam H. Putnam’s Remarks at Rural Economic Development Summit

Florida Commissioner of Agriculture Adam H. Putnam today delivered remarks at the Rural Economic Development Summit in St. Augustine. The following are excerpts from his remarks:
“The goal of rural economic development is not to turn our rural communities into urban communities. The goal of rural economic development is to embrace the things that make our communities strong and create new opportunities that are vertically integrated in the strengths we already have so that our kids don’t have to all leave to find good jobs.
“The things that I think we need to do are all about creating opportunities for our kids to be able to find their piece of the American Dream—in the same town, in the same county, and in our state.
“So how do we get there? First and foremost, it begins with education, and it begins by making sure that our rural counties, our small-town schools, get the resources they need to help our kids be successful in a very complicated and rapidly changing global economy.
“It means putting vocational, technical and career education and skills back into middle schools and back into high schools. Think back to when you were out of power. Have you ever been happier to see anyone than when the bucket truck gets to your house? They did a phenomenal job. The average age of that workforce continues to grow. We can’t find enough linemen. Those are great jobs.
“Our students need to know what they can earn. Maybe it’s as a lineman, maybe it’s as a service tech at a Chevy Dealership, maybe it’s the person who’s going to come fix your air conditioner, fix your plumbing, fix your electrical. Those are great jobs that our kids can do and stay in their communities and become their own business owners.
“So before we pressure all of our students into student loan debt for a degree they don’t want and can’t use, we need to let them know what they can earn. That means reorienting the system so that it’s not only about university degrees. It’s also about post-secondary education, where they top off their skills and they come out of school employable.
“The number one job vacancy in Florida every month has been in nursing. If we’re going to rebuild the middle class, and rebuild our rural communities and rebuild our inner cities, we have to invest in our community colleges and state colleges.
“The state that’s the Fishing Capital of the World ought to build more boats. The state that put a man of the moon ought to be the leader in the next generation of innovation for the next giant leap of mankind. Our rural communities are not at a disadvantage for many of the jobs of the future.
“It comes down to having the workforce, having the skillset, having the education system, having the infrastructure. And by ‘infrastructure,’ I don’t just mean roads and bridges. I mean water infrastructure to protect our springs, to convert failed septic systems to sewer, to make sure that people have the experiences that make Florida, Florida. And I mean the digital infrastructure.
“We need to lead in education, infrastructure and workforce development. Florida is stronger because of our diversity and because of our size and because we have world-class attractions, and the longest coastline and cities that are international brands unto themselves. But Florida is also special and strong and better because we have communities that don’t have their own interstate exists, whose economies are rooted around the land, attached to the land, and they offer plenty of room for the next great manufacturing facilities if we can guarantee the talent pipeline is loaded.
“We have the logistics and rail and highways. We have plenty of land, low taxes, and a group of the world’s finest economic developers who are ready to roll out the welcome mat to anyone who wants to call Florida home.
“The future of Florida will only be strong and right if we have a balanced and comprehensive approach to economic development that doesn’t leave rural communities behind. Rural economic development is about bringing real job opportunities to our communities, creating sites that are ready to go, branding and marketing our regions as places that are open for business and ready to welcome anyone who wants to call Florida home.”

Commissioner Putnam Presents Governor, Cabinet with “Fresh From Florida” Christmas Trees

Continuing a long-standing tradition of kicking-off the holiday season in the Florida Capitol, Florida Commissioner of Agriculture Adam H. Putnam presented Florida-grown Red Cedar Christmas trees to Governor Rick Scott and First Lady Ann Scott, Attorney General Pam Bondi and Chief Financial Officer Jeff Patronis today. At the ceremony, Governor Scott lit the Christmas tree in the reception area of the Executive Office of the Governor. First Lady Ann Scott hung the first ornament on the tree, the 2017 Governor’s Mansion Christmas ornament.
Bavarian Christmas Tree Farm in Tallahassee provided this year’s Christmas trees to be displayed on the Plaza Level of the Capitol through the month of December. Bavarian Christmas Tree Farm is a family farm, owned and operated by Franco and Sigrid Camacho for more than 16 years.
Floridians harvest approximately 16,000 Florida-grown Christmas trees from the state’s more than 100 Christmas tree farms each year to decorate their homes and businesses during the holiday season.
