House Passes Three Appropriations Bills for Fiscal Year 2019

The House of Representatives today voted to pass H.R. 5895, the Energy and Water, Legislative Branch, and Military Construction and Veterans Affairs Appropriations Act for Fiscal Year 2019. This bill makes major investments in water infrastructure and coastal flood protection, increases funding for veterans’ health care and benefits, and bolsters our military assets.

Of great importance to Northeast Florida, the bill includes $111 million for two much needed facilities for the training and support of the Littoral Combat Ship (LCS) crews at Naval Station Mayport. Upon House passage of the bill, Congressman John Rutherford (R-FL) released the following statement:

“The passage of this appropriations package signals that the House of Representatives is dedicated to good stewardship of taxpayer funds,” said Congressman Rutherford. “I am especially proud of the military construction funding for the new facilities at Naval Station Mayport. These facilities will ensure that the LCS crews are adequately trained as we continue to rebuild our fleet and deploy these ships in future years. I am also proud that the VA portion of this bill included an amendment I cosponsored that ensures veterans can choose whether they receive orthotic and prosthetic care at the VA or in their communities.”

The Military Construction and Veterans Affairs appropriations bill contains $85.3 billion in funding for the Department of Veterans Affairs, the largest dollar amount in history for the VA, while strengthening oversight and accountability to ensure taxpayer dollars are being used to best benefit our veterans. Additionally, the bill provides funding and resources to resolve claims for more than 450,000 veterans who are waiting for the compensation they deserve.

The Energy and Water appropriations bill makes significant investments in our nation’s water infrastructure, including $3.3B for navigation projects, like the ongoing deep dredge project at JAXPORT that will allow larger Panamax ships to bring cargo in and out of Jacksonville. It also includes $2.1 billion for flood and storm damage reduction projects, like the on-going beach renourishment initiatives that make Florida’s coastal communities more resilient to hurricanes and storms. It also includes funding for research and development to continue securing our nation’s electric grid against cyber and other attacks.

The Legislative Branch appropriations bill contains an increase of $29.9 million to enhance the safety and security for the thousands of guests who visit the U.S. Capitol every day. The bill also maintains the 10 percent spending cut for Congress that has been in place since Fiscal Year 2010 and provides funds for the Government Accountability Office to continue its critical oversight work, which provides Congress with reporting on how taxpayer dollars are spent on federal programs.

Rutherford Applauds House Passage of Water Resources Bill

Bipartisan legislation containing $15 million
for beach renourishment in St. Johns County

Last night, the U.S. House of Representatives passed H.R. 8, the Water Resources Development Act of 2018 (WRDA). This bipartisan legislation provides for improvements to the nation’s ports, inland waterways, locks, dams, flood protection, ecosystem restoration, and other water resources infrastructure. Upon passage of the bill, Congressman John Rutherford released the following statement:

“Water infrastructure is critically important to Northeast Florida’s economy, promoting trade, commerce, and jobs. The House passage of the Water Resources Development Act is a significant step toward vital investment in our nation’s ports and waterways, as well as protecting our communities against natural disasters like we saw in last year in Jacksonville with Hurricane Irma,” said Rutherford. “This bill contains several important provisions that will invest in Northeast Florida and I am proud to have voted in favor of it. I commend my colleagues in the House for recognizing the need to strengthen our water infrastructure and look forward to working with them in the future to further improve our communities.”

Highlights from the Water Resources Development Act of 2018:

  • $15.2 million for beach renourishment in St. Johns County for hurricane and storm damage risk reduction
  • $16 million for hurricane and storm damage risk reduction in St. Lucie County, Florida.
  • Authorizes Army Corps to increase the level of protection of flood control projects when conducting repairs following a natural disaster. (Current law requires project repairs to restore the “design level of protection.”)
  • Expedite completion of the regulation schedule for Lake Okeechobee in Florida to coincide with delivery of the Herbert Hoover Dike project.

Rutherford, Members of Congress Send Letter to AG Sessions to Release Guidance on STOP School Violence Act Grants

Today, Congressman John Rutherford (R-FL), as well as the original cosponsors of the STOP School Violence Act – Reps. Ted Deutch (D-FL), Hal Rogers (R-KY), and Derek Kilmer (D-WA) – led a letter signed by a bipartisan group of lawmakers to Attorney General Jeff Sessions asking that the Department of Justice work quickly to release guidance for the school security grant programs funded by the Fiscal Year 2018 Omnibus bill that was passed in March.

“As a former sheriff and career law enforcement officer, I know firsthand the importance of taking a multilayer approach to ensuring the safety of our schools and our communities,” said Congressman Rutherford. “That is why I am proud to have introduced the STOP School Violence Act, which provides funding for training students, teachers, and law enforcement officers to identify signs of violence and know how to intervene before violence occurs in our schools while hardening the target to increase school security and facilitating coordination with local law enforcement and mental health professionals. 

“We now need the Department of Justice to act quickly to issue the necessary guidance for these grants and work with community partners so that our states, localities, and tribes know how to access these new resources available to them.  We must act quickly to prevent the horrific tragedies we have experienced in Parkland, Florida, and now again in Santa Fe, Texas. There is no time to waste. I want to thank the original cosponsors of the STOP School Violence Act, as well as Congressman Don Bacon, for their work to prevent these horrific tragedies from occurring in the future and keep our children safe in our schools.” 

The STOP School Violence Act, which was signed by President Donald Trump on March 23 as part of the Consolidated Appropriations Act, authorizes funding for state and local schools to make evidence-based investments in the development and operation of FBI & DOJ school threat assessment teams to help schools to intake and triage threats before tragedy strikes; implement anonymous reporting systems for students in coordination with local law enforcement; administer training and technical assistance for students, school personnel and law enforcement to identify signs of violence and intervene early to prevent students from hurting themselves and others; facilitate coordination between schools, local law enforcement, and mental health professionals; and provide significant improvement in Physical plant security at schools. Upon sending the letter, Congressman Rutherford released the following statement:

Rutherford Statement on House Passage of National Defense Authorization Act

Bipartisan FY2019 NDAA makes critical investments
in our national security, Northeast Florida

Congressman John Rutherford (FL-04) issued the following statement after the U.S. House of Representatives passed the Fiscal Year 2019 National Defense Authorization Act (NDAA) by a vote of 351-66. The bill now heads to the Senate for debate and passage. Upon passage, Congressman Rutherford stated:

“The House has delivered on our promise to reinvest in our military, which has suffered from insufficient resources and budget uncertainty,” said Rutherford. “This bill responds directly to the deficient readiness levels of our armed forces, while also increasing capability and investments. The bill includes the largest pay increase for our troops in nine years, grows the size of our forces to suit our military needs, counters global threats like Iran, and reforms the Pentagon bureaucracy

“I am especially proud to see the bill included many major wins for Northeast Florida. This includes $111 million for military construction at Naval Station Mayport, three Littoral Combat Ships, as well as strong support for the E-2D Advanced Hawkeye, P-8A Poseidon, A-29, and MQ-4C Triton.  It also reflects Congress’s commitment to the ship building and repair industry, which is critical to the First Coast economy. I was proud to fight for these programs, and I will continue to do so as we consider the Fiscal Year 2019 appropriations bills.  At a time when America is beginning to lead again, few things are more important than ensuring that our men and women in uniform are well taken care of and ready for any challenge they may face during training at home and deployment abroad.”

Highlights of the FY 2019 NDAA are as follows:

  • Pay Raise of 2.6% for our troops – largest in nine years
  • Increases the size of Army, Navy, Air Force, Marine Corps, Naval and Air Reserve, as well as Air Guard
  • Makes major reforms in Pentagon bureaucracy & streamlines buying practices
  • Increases funding to rebuild our military & support readiness recovery
  • Makes critical investments in missile defense and our nuclear deterrent, which is the cornerstone of our national security
  • Makes key investments in other critical military capabilities to confront aggression & address threats around the world, including threats from Russia, China, North Korea, & Iran
  • Authorizes funding for co-development and co-production of missile defense and weapons systems with our key ally Israel
  • Advances innovative technologies that will reform the way we will fight and win wars
