Fruitland Park PD, FDLE arrest three suspects on murder charges
After a two-month investigation that crossed county lines, the Fruitland Park Police Department and the Florida Department of Law Enforcement secured arrest warrants for three suspects in the murder of Scott Behney, who was killed on April 10th in Fruitland Park, Lake County. FDLE agents arrest two on grand theft charges of elderly victim
Agents with the Florida Department of Law Enforcement today arrested two Pasco County residents on racketeering charges related to theft of more than $480,000 from an elderly victim.
Chet Alan Ragsdale, 45, of 5621 Sea Turtle Court in New Port Richey, faces racketeering, conspiracy to commit racketeering, 28 counts of grand theft, money laundering, 25 counts of forgery, 25 counts of uttering a forged instrument, and dealing in stolen property. Barbara DiCioccio, 52, of the same address, faces charges of racketeering, conspiracy to commit racketeering, 25 counts of grand theft and money laundering. Ragsdale and DiCioccio are not legally married but live together as a couple.
In April 2017, FDLE agents launched an investigation after a complaint was filed with the Office of Statewide Prosecution for grand theft. During the investigation, agents learned Ragsdale and DiCioccio worked for the victim. Both had access to the victim’s bank records and accounts. DiCioccio was entrusted with bookkeeping responsibilities.
The investigation revealed several checks made payable to the victim had been deposited into Ragsdale’s account and a joint account he had with DiCioccio. Agents determined DiCioccio would open the mail and give the checks to Ragsdale, who would ask the victim to endorse the checks. The victim believed the checks were being deposited in her bank account but they were not.
Ragsdale and DiCioccio used the money to purchase real estate. Other money was used to pay for credit cards and personal expenses.
Both were taken to the Pasco County Jail . Ragsdale has a bond of $2 million; Dicioccio’s bond is $1.1 million. The Office of Statewide Prosecution will prosecute.

UWF Center for Cybersecurity partners with FDLE to enhance cybersecurity
On the heels of a cyberattack that grounded city services in Atlanta, employees entrusted with protecting their agencies trained on how to thwart attacks during two courses at the University of West Florida.
The UWF Center for Cybersecurity partnered with the Florida Department of Law Enforcement and Texas A&M Engineering Extension Services to host the courses on May 10-11 at the UWF Conference Center. Employees from the FDLE, Escambia County Board of County Commissioners, Escambia County School District, Okaloosa County Board of County Commissioners and First Judicial Circuit of Florida, among others, participated in the training sessions less than two months after the ransomware attack in Atlanta.
“I think the best solutions are always the collaborative ones, so that we can combine efforts to bring more cybersecurity knowledge and awareness to the community and enhance the resiliency of our region and state,” said Dr. Eman El-Sheikh, UWF Center for Cybersecurity director.
The first course focused on examining various types of cyberattacks, how communities are vulnerable to attacks and incidents and what types of organizations are targeted. The second course provided strategies and processes to increase cyber resilience. Participants analyzed cyber threats, evaluated the process for developing a cyber preparedness program and discovered little to no cost resources to help build cyber resilience.
Molly Akin, special agent supervisor with the FDLE, cited crimes against children, fraud, theft of intellectual property, network intrusions, business email compromises, denial of service and website defacements as cybercrimes her agency investigates.
Victims of cybercrimes in Florida lost an estimated $110 million in 2017, according to the 2017 Internet Crime Report recently released by the Federal Bureau of Investigation. The report also noted that Florida victims reported losses of $62 million in business email compromise schemes and $10 million in losses due to personal or corporate data breaches. Florida ranked third in the nation in the highest dollar loss for victims.
Akin said the FDLE is forming a Cyber Working Group for Region 1, which covers Bay, Calhoun, Escambia, Gulf, Holmes, Jackson, Okaloosa, Santa Rosa, Walton and Washington counties. Akin is seeking volunteers for the committee.
“I want us to have lines of communication,” Akin said. “I want us to have meetings where we can discuss what we’re seeing, things we can work on. The most important thing to me is to establish this group so we can see what this region needs in terms of cyber.”
David Stafford, Escambia County supervisor of elections, participated in both courses. He described the trainings as informative as he prepares to defend against any potential cyberattacks during the upcoming midterm elections. Stafford said the UWF Center for Cybersecurity is a valuable asset for his office in cyber defense.
“One of the things we recognized pretty quickly is we had a tremendous resource in our back yard, literally, with the UWF Center for Cybersecurity,” Stafford said. “Early on, I picked up the phone and called Eman and said, ‘Hey, we’ve got needs, you’ve got resources. Can we work together?’”
In May 2016, the National Security Agency and the Department of Homeland Security designated UWF as a National Center of Academic Excellence in Cyber Defense Education. Those same governing agencies designated UWF as the Center of Academic Excellence Regional Resource Center for the Southeast U.S. In that role, UWF provides guidance on cyber defense education to colleges and universities in Alabama, Florida, Georgia, Mississippi, South Carolina and Puerto Rico.
“One of the reasons I think FDLE works well with the Center for Cybersecurity is because they have already established themselves as the Northwest Florida/Panhandle area’s place for cybersecurity,” Akin said. “They’re ahead of everything and we know it. They’re nationally known for the things they are doing here.”

FDLE Members recognized for exceptional performance
FDLE Commissioner Rick Swearingen honored FDLE’s top performers today at the department’s Annual Awards Ceremony. Members were recognized for their outstanding performances during 2017. In total, more than 200 members were nominated.
“It is always gratifying to look back on our FDLE members’ accomplishments, and last year was no exception,” said FDLE Commissioner Rick Swearingen. “While each nomination was unique, there was a common denominator – outstanding performance. It is a pleasure to recognize the winners of this year’s awards.”
Award winners are as follows:
Special Agent of the Year – Daniel Mehler, Special Agent, Fort Myers Regional Operations Center
This award recognizes commendable investigative or intelligence activity by a sworn member. The culmination of an investigation, coordinated by Special Agent Mehler and assisted by dozens of investigators and support personnel, resulted in the dismantling of a long standing statewide criminal organization which previously operated with impunity in southwest Florida. Seventeen defendants have been arrested and $763,000 in U.S. currency, a vehicle and two buildings have been seized. This organization is no longer in the business of prostitution and trafficking of women to work in the illegal commercial sex trade.
Capitol Police Officer of the Year – Marcus Spradley, Corporal, Capitol Police
This award recognizes an officer for a significant contribution or series of contributions in support of the goals of the Capitol Police. In 2017, Corporal Spradley was selected to be the training coordinator. In addition to this new position and his previous responsibilities of being a field training officer, he was selected as a new member of the Explosive Ordnance Disposal team. Corporal Spradley has taken his new assignments in stride and with gusto and has spent many hours this past year teaching and assisting officers in and out of the classroom.

The recipients of this award are chosen by the Commissioner and it gives special recognition to the “unsung” heroes whose performance is outstanding yet low profile within the Department. Whether videography, photography, audio engineering, graphic design or any media-related product is needed, this team is always responsive and provides a first-rate product that showcases who FDLE is and what we do. Examples of their work include creation of videos that show the development and growth of the Florida Fusion Center and the fusion center network and helping overhaul the Sexual Offender/Predator Registry website.
Forensic Scientist of the Year – Kesha White, Crime Laboratory Analyst, Pensacola Regional Operations Center
This award is given to a laboratory member who advances forensic science by implementing new or improved technology, methods development or professional expertise. Ms. White has worked tirelessly both on a national level developing standards, and as an active, productive member of her professional organizations for many years. Her duties have increased over the years which included both principal instructor and technical leader duties during 2017. She has a nationally recognized reputation as a leader in her field and has been asked to serve as a member on many outstanding national and international committees.
Distinguished Member of the Year – Michelle Faircloth, Senior Management Analyst Supervisor, Business Support Services, FDLE Headquarters
This award is given to a member who demonstrates superior performance or who accomplishes a significant achievement. This member consistently performs above and beyond to provide exceptional service to internal or external customers. Last year, Ms. Faircloth provided improvement to the timeliness of the purchase order issuance process. She was also instrumental in arranging the purchase of Naloxone, a medication used to block the effects of opioids, for FDLE sworn and crime lab members.
Distinguished Support Member of the Year –Tina Horne, Administrative Assistant II, Jacksonville Regional Operations Center
This award goes to a member who has demonstrated consistent, superior results with accuracy, timeliness, enthusiasm, dedication, pride and initiative. Ms. Horne’s efforts allowed the Jacksonville Regional Operations Center to use building space more efficiently, have more useable member work space, improved access to supplies for emergency and normal response for both sworn and non-sworn members, and avoided a costly laboratory equipment repair. All of these demanding projects were accomplished in addition to her normal responsibilities as property coordinator which includes managing the regional office’s fleet of vehicles.
Excellence in Leadership – Jason Hitt, Crime Laboratory Analyst Supervisor, Jacksonville Regional Operations Center
This award recognizes a member who exemplifies excellence in leadership by paving the way for other members to shine. Under Mr. Hitt’s leadership, the productivity of the crime laboratory’s chemistry section increased and the turnaround time of the members also improved. The quality of the work performed never deviated from FDLE’s high standards while the section fulfilled the equivalent of 7,165 service requests. He is engaged and available, offering consistency and leadership. He encourages and promotes high performance standards and a quality work product.

This award recognizes a team that has demonstrated superior performance or accomplished a significant achievement. The Business Support Emergency Response Team (BSERT) has a critical role when FDLE responds to natural or man-made disasters. While they may not be the actual boots on the ground, they spend many hours working diligently behind the scenes to ensure that agents, analysts and other responders are able to get the emergency supplies they need and are ready to deploy throughout the state when needed. In 2017, emergency orders were issued for Hurricanes Irma and Maria, Tropical Storm Nate and the Opioid Epidemic. BSERT members were prepared and quickly responded to each emergency with devotion to FDLE members.

This recognition is awarded to a member or group who successfully implements a cutting-edge and creative service, program or product that provides new benefits to FDLE, the criminal justice community or the public. The Firearm Eligibility System, an application that processes firearm related background checks, was originally rolled out in March of 2012. While considered state-of-the-art at the time, FES had been tweaked and modified to the maximum extent possible. In order to gain additional efficiency a complete re-write was necessary. A team was assembled and began work on a technology refresh and retooling and in July 2017, the upgraded version was placed into production. On Friday, November 24, 2017, the busiest shopping day of the year, the Firearms Purchase Program processed a record breaking 10,976 transactions while maintaining an average processing time under two minutes.

This award is presented to a member or team that has made a single significant contribution or a series of contributions in support of the goals of the criminal justice community. In January of 2017, the first eWarrant was served. The eWarrants system is a web-based application designed to establish a standardized electronic process for requesting, approving, and entering arrest warrants into the Florida Crime Information Center (FCIC) /National Crime Information Center (NCIC). The work of this team has improved public safety by increasing the number of warrants entered into the systems, reducing the possibility of data entry errors and providing public safety information sooner. The criminal justice community can work more efficiently, with fewer errors and public safety is enhanced. These benefits could not be realized without the dedicated work of the eWarrants deployment team.
Iowa man arrested on Florida theft of sneakers, cars totaling more than $50,000
An Iowa man has been arrested by the Emmet County Sheriff’s Office based on an affidavit filed by FDLE agents for felony grand theft.
Michael Lane Tolan, 24, of 909 2nd Avenue South, Estherville, IA, was taken into custody by deputies and will be extradited to Seminole County to face the felony grand theft charge, which stems from more than $50,000 in illegitimate sneaker, sportswear and car purchases.
An investigation was launched after FDLE received information from the Lantana Police Department that Tolan had stolen from car dealerships and retail stores throughout the state. The investigation revealed Tolan went to several Orlando area locations of a retail chain and made more than $33,000 in illegitimate purchases of sneakers and clothing.
The investigation also revealed that Tolan fraudulently purchased two used cars at separate dealerships. In some transactions, Tolan manipulated the credit card machine causing it to generate a receipt even though the purchase wasn’t valid. Other fraudulent purchases included used cars and a hotel stay.
The Lantanta Police Department and the Daytona Beach Police Department assisted in the investigation.
Tolan is being held on a no-bond status pending extradition. The case will be prosecuted by Attorney General Pam Bondi’s Office of Statewide Prosecution.
FDLE arrests Miami man for child pornography
Agents with the Florida Department of Law Enforcement, assisted by Homeland Security Investigation-Miami, today arrested Jonathan Fabian Fernandez, 18, of 13700 NE 1st Ave, Miami, for violations of a no-bond felony arrest warrant for exploitation of a minor.
In late 2017, an investigator with the Lancaster County Sheriff’s Office in South Carolina discovered that Fernandez was sharing child pornography images through the internet with an 11-year old girl and engaging in sexual acts online.
FDLE, with assistance from Homeland Security Investigation-Miami, conducted a search warrant today related to child pornography at his residence in Miami, Florida.
Fernandez was booked into the Turner Guilford Knight Correctional Center pending his extradition to South Carolina. Additional Florida charges are dependent upon completion of computer forensic exams and if determined, will be prosecuted by the Office of the State Attorney, 11th Judicial Circuit.
