Rep. Matt Caldwell Announces Tax Relief Plan for Florida Agriculture Post Irma

Representative Matt Caldwell today announced his proposed tax relief plan to help Florida farmers recover from the damage left in the wake of Hurricane Irma. The plan includes proposed cuts to Florida’s Tangible Personal Property Tax and Motor Fuel Tax, which are taxes that nearly every farmer, ag-related business, and small business pays.

Representative Matt Caldwell said, “After touring the state and observing the losses and damages incurred by the agricultural community, it is clear that we need to help Florida farmers get back to business. This legislative session we should pursue temporary tax cuts, which is a principled way to help farmers recover from the challenges they are facing post Irma. We should specifically consider reductions of the Tangible Personal Property Tax and the Motor Fuel Tax. These taxes affect nearly every farmer and temporary relief of these burdens would be a broad based way to provide relief without picking winners and losers.”

The Tangible Personal Property Tax levies annual property taxes against equipment, such as tractors, tools and production facilities, totaling more than $25,000. The Motor Fuel Tax levies taxes against the sale of motor fuel and agricultural businesses can currently receive a rebate of fuel taxes for off-road/farm use. The proposed plan would offer a rebate of the Tangible Personal Property Tax for the time the equipment couldn’t be used or was damaged from the storm and would extend the rebate of the Motor Fuel Tax to include on-road use related to storm recovery as well.

Florida League of Cities Resolution Praises Governor for Leadership, Assistance Throughout Irma

Resolution also commends Florida Division of
Emergency Management for ongoing efforts

The Florida League of Cities Board of Directors today announced a resolution thanking Gov. Rick Scott, his executive team, and the Florida Division of Emergency Management for their tireless efforts and dedication leading Florida through preparations, response, and recovery associated with Hurricane Irma.
The resolution recognizes Gov. Scott for his steady guidance throughout Irma, including constant updates to Florida residents and consistent communication with municipal leaders in order to keep their communities safe.
Governor Rick Scott said, “I appreciate the Florida League of Cities for this resolution. Our first responders, volunteers and emergency management professionals are the ones who deserve all of the credit for the preparations, response and ongoing recovery from Hurricane Irma.”
The League of Cities also commended the governor for the plans and actions he executed to assist Florida residents with evacuation and preparedness efforts throughout Irma. For example, Gov. Scott worked with the Florida Department of Transportation to suspend tolls across the state to make it easier for residents to evacuate and emergency responders to get to locations where they were needed.
The Florida League of Cities acknowledged how accessible both the governor and the Division of Emergency Management were for expediting discussions, solutions, and advice to help local government officials meet the needs for their cities. The League specifically praised recently departed DEM Director Bryan Koon, who left that position after Irma had passed, for his efforts.

Commissioner Putnam Announces Preliminary Florida Agricultural Damages Due to Hurricane Irma Total $2.5 Billion

Florida Commissioner of Agriculture Adam H. Putnam today announced that the preliminary agricultural damages caused by Hurricane Irma in Florida total more than $2.5 billion.
In an initial report released today, the Florida Department of Agriculture and Consumer Services estimated losses for each segment of agriculture. The preliminary economic assessments account for: current crop losses and ancillary losses, such as debris cleanup, damaged infrastructure, and animals’ long-term welfare affected by Hurricane Irma. This preliminary assessment will change as new information becomes available, and it is not representative of any specific funding request.
“Florida agriculture took it on the chin as Hurricane Irma pummeled the state, and the $2.5 billion in agricultural damages is only an initial assessment. We’re likely to see even greater economic losses as we account for loss of future production and the cost to rebuild infrastructure. We’re going to do everything within our power to support Florida agriculture as it recovers from Hurricane Irma’s devastation,” stated Commissioner of Agriculture Adam H. Putnam.
The estimated economic agricultural damages according to the Florida Department of Agriculture and Consumer Services’ preliminary report are as follows:

  • Total Florida agriculture: $2,558,598,303.
  • Citrus: $760,816,600
  • Beef Cattle: $237,476,562
  • Dairy: $11,811,695
  • Aquaculture: $36,850,000
  • Fruits and Vegetables (excluding citrus): $180,193,096
  • Greenhouse, Nursery, and Floriculture: $624,819,895
  • Sugar: $382,603,397
  • Field crops: $62,747,058
  • Forestry: $261,280,000

The estimates included in the preliminary report are based on data obtained from the USDA National Agricultural Statistics Service, the UF-IFAS “Impacts of Hurricane Irma on Florida Agriculture: Update #4 Report,” UF-IFAS crops budgets, Timber Damage Estimates prepared by the Florida Forest Service, and early surveys the Florida Department of Agriculture and Consumer Services conducted with industry leaders and individual producers.

Florida KidCare announces extended deadline for families impacted by Hurricane Irma

Florida KidCare state agency partners – the Florida Agency for Health Care Administration, Florida Department of Health Children’s Medical Services, and Florida Healthy Kids Corporation – are providing an extended deadline for Florida KidCare families, who may have been impacted by Hurricane Irma, to pay their October insurance premiums.
Florida KidCare families who have not yet paid their premium for coverage beginning October 1, 2017 will have until October 31, 2017 to pay their monthly premium. This will provide additional time for families to make their payment and ensure their children have access to healthcare during this time of recovery. Families who pay their premiums by the October 31 deadline will have coverage restored back to October 1.
Families eligible for the premium payment extension must live in one of the 48 counties designated by the Federal Emergency Management Administration (FEMA) as eligible for individual assistance: Alachua, Baker, Bradford, Brevard, Broward, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie, Duval, Flagler, Gilchrist, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lafayette, Lake, Lee, Levy, Manatee, Marion, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, Suwannee, Union and Volusia.
The extended deadline covers three Florida KidCare programs:

  • MediKids: Subsidized and full-pay coverage for children ages 1 through 4.
  • Florida Healthy Kids: Subsidized and full-pay coverage for children ages 5 through 18.
  • Children’s Medical Services Managed Care Plan (CMS Plan): Subsidized coverage for children with special health care needs from birth through age 18.

The payment extension does not apply to Florida KidCare children enrolled in Medicaid because these children receive free coverage and do not pay a monthly premium. All renewal periods for Florida KidCare, including Medicaid, have been extended.

Gov. Scott: Nursing Home Should Explain Why They Didn’t Call 911

TALLAHASSEE, Fla. – Today, Governor Rick Scott made the following statement regarding the Rehabilitation Center at Hollywood Hills, where 11 people lost their lives in the wake of Hurricane Irma due to the facility’s inaction to call 911 or evacuate their patients to one of Florida’s largest hospitals located directly across the street.

Governor Scott said, “It’s an absolute shame that this facility continues to not take any responsibility for the deaths of 11 people. This nursing home is directly across the street from a hospital, making their failure to evacuate or call 911 in a timely manner completely inexplicable and inexcusable.  

“Any health care professional that thinks calling an elected official’s cell phone instead of 911 when people are in need should not be allowed to have any access to patients. Because of their inexplicable failure, I have taken aggressive action to suspend their license and remove them from the state’s Medicaid program. Every child knows that when there is imminent danger, 911 is the number to call. Yet, trained health staff at this facility didn’t even do that. No one has offered an explanation for why the nursing home allowed these patients to perish, why they failed to call 911 until it was too late or why they failed to evacuate patients in danger to the hospital directly across the street.

“Thus far, the owners and operators of this facility have offered no explanation or defense for the deaths of these patients in their care, other than to say they left messages on my personal cell phone. The nursing home administrators placed four separate calls to my cell phone, like hundreds of others did during the storm. In each instance, the calls were promptly returned by state officials, and the voicemails were immediately deleted so the voicemail box had room for more incoming messages. In none of these calls did the staff indicate that any of their patients were in danger. I gave my cell phone number out as a courtesy to any group during the hurricane that needed access to state resources. It’s a ridiculous and irrational suggestion that my personal cell phone is somehow a substitute for 911. 

“There were over 100 nursing homes that reportedly lost power during Hurricane Irma, but this is the only facility that allowed patients to die. I fully expect that those responsible for these senseless deaths will be brought to justice, and a criminal investigation is well underway by the Hollywood Police Department with the help of the Florida Department of Law Enforcement. Nothing can hide the fact that this health care facility failed to do their basic duty to protect life and the state will aggressively continue to hold this facility accountable.”

As the Governor’s Office has said, the voicemails were immediately deleted once the information was collected by staff and transmitted to the appropriate agency for handling, which is in accordance with Florida’s public record law and record retention policy. Each call was quickly returned. The information collected from the voicemails was released to the public last week along with more than 150 pages of documentation, including emails, notes, call log information and other relevant records (available HERE).

GOV. SCOTT EXPEDITING DELIVERY OF TARPS TO PATCH ROOFS OF HOMES DAMAGED BY IRMA

MIAMI, Fla. – Today, Governor Rick Scott directed the Florida Division of Emergency Management (DEM) to expedite the delivery of more than 10,000 tarps to communities across the state so that homeowners can patch roofs damaged by Hurricane Irma. To date, more than 100,000 tarps have been distributed throughout Florida. Following destructive storms like Hurricane Irma, the Federal Emergency Management Agency (FEMA) and the U.S. Army Corps of Engineers (USACE) activate Operation Blue Roof which provides a temporary covering of blue plastic sheeting at no cost to homeowners in eligible counties until permanent repairs can be made. The action ordered by Governor Scott today aims to mitigate and prevent additional water and rain damage to homes impacted by Hurricane Irma until the federal Operation Blue Roof program is fully operational.

Governor Scott said, “Throughout our state, many families are still displaced from their homes due to damage caused by Hurricane Irma. As we all work to help Florida recover, we must do everything possible to protect families and help them return to their homes. Today, I have directed the Florida Division of Emergency Management to take every action to expedite the delivery of tarps to impacted communities so homeowners can patch their roofs, preventing further damage to their property and allowing them to return home. Across the state, more than 100,000 tarps have already been distributed and today, an additional 6,000 tarps will be arriving in the Keys. Florida is expediting the delivery of these tarps until the federal Blue Roof program is operational.”

Governor Scott Thanks Law Enforcement and First Responders in Miami

MIAMI, Fla. – Today, Governor Rick Scott visited the Miami Police Department to thank first responders and law enforcement for their commitment to Florida families. Last week, Governor Scott announced that Florida’s law enforcement officers, first responders and utility workers will be able to enjoy license-free freshwater and saltwater fishing through June 30, 2018 and offered a free day-pass to all Florida State Parks through October 2018 by the Florida Department of Environmental Protection.

Recovery Job Opportunities Available for Florida Families

The Florida Department of Economic Opportunity today announced Employ Florida, one of the nation’s largest job opening websites, launched a new portal for Hurricane Irma recovery and cleanup jobs. The Employ Florida Hurricane Irma Recovery Jobs Portal provides direct links to recovery and cleanup job opportunities across the state and is available at Irma.EmployFlorida.com.
Governor Scott said, “Helping Floridians get back to work is a huge part of the recovery process, and with the new Hurricane Irma Recovery Jobs Portal, families will now be able to more easily find job opportunities that also help their own communities. I encourage all families and businesses owners to take advantage of this important resource as we continue to work together to help our entire state rebuild and recover.”
New jobs are being added every day for jobseekers. Employers who would like to register and list jobs should pick “Hurricane Irma Recovery Job” in the listing so that it shows up in the portal.

PSC Celebrates National Lifeline Awareness Week with Events in Sarasota County

TALLAHASSEE — The Florida Public Service Commission (PSC) will host information sessions on Tuesday, September 26, 2017, in Sarasota County for residents to learn about the Lifeline Assistance (Lifeline) discounted telephone service program.

These events highlight National Lifeline Awareness Week 2017, September 11-17, which aims to raise awareness and increase participation in the Lifeline program.  Representatives will be available to help qualified residents apply.

UT STUDENTS HOST “FAIR-STYLE” HURRICANE FUNDRAISER ON WEDNESDAY

Mechanical bull riding, other activities to encourage campus-wide donations

TAMPA — A fair-style fundraiser to support Hurricane Harvey, Irma and Maria disaster relief efforts — featuring a lighthearted nod to Texas with mechanical bull riding — will be held at UT on Wednesday, Sept. 27.

The event will be held in the courtyard behind the Vaughn Center from 10 a.m.–3 p.m. It is a student-coordinated event, sponsored by UT’s PEACE Volunteer Center, Student Productions and Student Government.

Additionally, approximately 20 student organizations will host activities to encourage students to donate to the effort.

All funds will be donated to the Red Cross, and physical donations will be collected by a local nonprofit.
