Gov. Scott Highlights Funding for Florida Military, Veterans and Families at K9s for Warriors

Governor Rick Scott visited K9s for Warriors in Ponte Vedra to highlight $180 million in total funding to support Florida’s active military, veterans and their families in his Securing Florida’s Future Budget. K9s for Warriors is a nonprofit organization that works to help military members and veterans suffering from Post-Traumatic Stress Disorder and other traumas transition to civilian life with the support of professionally-trained service dogs.

Governor Scott said, “I’m honored to meet some of our nation’s heroes and the great team at K9s for Warriors who work incredibly hard to support those who serve. As a Navy veteran and Governor of the most military-friendly state in the nation, I can appreciate the service of members of our Armed Forces and their families. We will never stop working to support them.”

Last week, Governor Scott signed the Securing Florida’s Future budget which invests $180 million in total funding to support active military, veterans and their families. This includes:

  • More than $17 million for Florida’s military presence and families, which funds the state’s support of military research and development;
  • Nearly $2.5 million to support veterans looking to obtain employment, start their own businesses and make Florida their home;
  • $1 million for Building Homes for Heroes to build and modify homes for veterans who were severely injured while serving in Iraq and Afghanistan; and
  • $250,000 for K9s for Warriors to support the training of additional service dogs to continue its great work helping our nation’s heroes.

The Securing Florida’s Future budget:

Cuts Taxes for Florida Families and Job Creators

The Securing Florida’s Future budget cuts taxes by nearly $550 million – bringing the total tax cut savings for Florida families since 2011 to more than $10 billion. This legislative session, Governor Scott proposed, and the legislature approved, Amendment 5 to be placed on the November ballot which will give Floridians the opportunity to vote to amend the Florida Constitution, making it harder for politicians to raise taxes.

Invests Record Funding for Education

For the sixth straight year, the Securing Florida’s Future budget invests record funding for K-12 and state universities. Since Governor Scott has been in office, state funding for K-12 public schools has increased by $3.2 billion, 37 percent. State funding for state colleges and universities has also significantly increased by nearly $200 million and $1.1 billion, respectively, since 2011. Additionally, the budget keeps higher education affordable with NO tuition increases for the fifth consecutive year.

Keeps Florida Schools and Communities Safe

The Securing Florida’s Future budget invests more than $400 million in funding to increase the safety and security of Florida’s schools and provide significantly more resources for mental health. Following the tragedy in Parkland where 17 died, Governor Scott also signed the Marjory Stoneman Douglas High School Public Safety Act to keep students and communities safe. The budget also invests $34 million in pay raises for state law enforcement officers, firefighters and juvenile detention and juvenile probation officers.

Encourages Long-Term Economic Growth

The Securing Florida’s Future budget provides critical funding, including $85 million for the Florida Job Growth Grant Fund, so Florida can keep aggressively fighting to be the best destination for businesses to succeed. Since December 2010, Florida businesses have created nearly 1.5 million new jobs. The budget also builds on Florida’s six-straight years of record breaking tourism and funds VISIT FLORIDA at $76 million to successfully market Florida to the world as the premier tourism destination and support the 1.4 million tourism-related jobs in our state.

Provides Record Funding for Florida Transportation

The Securing Florida’s Future budget invests a record $10.1 billion in transportation infrastructure to keep up with Florida’s continued growth and booming economy. Since Governor Scott took office in 2011, investments in transportation have increased by $3.3 billion, more than 48 percent.

Protects Florida’s Environment

The Securing Florida’s Future budget includes $4 billion to protect Florida’s environment and agriculture. Since 2011, investments to preserve Florida’s environment and protect the state’s iconic beaches, pristine springs and the Florida Everglades have increased by nearly $1 billion. The budget also provides $50 million of state funds to further expedite repairs to the federally-operated Herbert Hoover Dike – growing the state’s total investment to $100 million.

Combats the National Opioid Epidemic in Florida

The Securing Florida’s Future budget invests more than $65 million to combat opioid abuse in Florida. Governor Scott also proposed, and the legislature passed, significant policy changes to address the national opioid epidemic in Florida.

Supports Hurricane Preparedness and Recovery

The Securing Florida’s Future budget provides more than $1.7 billion in disaster assistance for state and local governments and federal funding to assist in meeting the educational needs of affected Florida students, as well as students displaced from Puerto Rico.

Since Governor Scott took office, state funding for Florida’s K-12 public schools has increased by $3.2 billion or 36.7 percent, from a total amount of $8.7 billion in Fiscal Year 2011-12 to nearly $12 billion in the 2018-19 Securing Florida’s Future budget.
The Securing Florida’s Future budget includes:

  • More than $21.4 billion in state and local funding for Florida’s K-12 public schools. This historic funding equates to $7,497 per student – an increase of $200 per Florida student – the highest total funding, state funding and per-student funding for K-12 in Florida’s history;
  • $15 million in funding for a brand-new program to expand opportunities for middle and high school students to learn coding and computer science;
  • $10 million, for a total of $74.5 million, in funding for school safety initiatives that promote a safe learning environment;
  • $12 million in funding to establish the English Language Learners Summer Academics program. This program will be focused on reading improvements and making sure students in grades 4 – 8 displaced by Hurricane Maria have access to summer academies; and
  • Nearly $18 million, for a total of more than $63 million, in funding for the Teacher Classroom Supply Assistance Program. This proposal will increase funding by $100 per teacher from $250 to $350 annually.

Gov. Scott: Securing Florida's Future Budget Includes $178 Million Investment for Florida's Veterans

On Monday, Governor Rick Scott announced his proposal for $178 million in total funding to support active military, veterans and their families in Florida as part of his 2018-2019 recommended budget. He also announced his support for a proposal being considered by the Constitution Revision Commission to provide free tuition to the families of fallen first responders, state law enforcement officers and military members who have lost their lives in the line of duty.
Governor Scott’s $178 million investment for Florida’s active military, veterans and their families includes:

  • $200,000 for search and rescue vessels and protective equipment for our National Guardsmen to use during deployment;
  • Nearly $8 million to begin operations at the Lake Baldwin State Veteran Nursing Home, which will allow this facility to serve more than 110 veterans in the coming year;
  • $2 million for Building Homes for Heroes to build and modify homes for veterans who were severely injured while serving in Iraq and Afghanistan;
  • $2 million for the Florida Defense Support Task Force, which helps support our military and defense communities and the many families who rely on them; and
  • $2.7 million to support veterans looking to obtain employment, start their own businesses and make Florida their home, including $1 million for Veterans Florida to continue their mission of helping veterans find great jobs at Florida businesses.

Governor Rick Scott’s Securing Florida’s Future Budget Fights to Support At-Risk Youth and Families

Governor Rick Scott today announced his Securing Florida’s Future budget, which invests an additional $42.1 million into Florida’s juvenile justice system for a total of $593.4 million. This funding will support the continuation of the Florida Department of Juvenile Justice’s (DJJ) reform efforts and its core mission of reducing juvenile delinquency, increasing public safety, and providing the services at-risk youth and their families need in the coming years to transition youth back into their communities and guide them towards successful adulthood.
Governor Scott said, “Florida has made tremendous progress in reforming our juvenile justice system, with our state experiencing the lowest levels of juvenile arrests in more than forty years. The Securing Florida’s Future budget continues to invest in effective programs and services that have been proven to help our youth and their families. I am also proud to recommend a 10 percent pay raise for the recruitment and retention of detention and probation officers, who have the responsibility of working with youth in DJJ care.”
“Governor Rick Scott has remained steadfast in his dedication to transforming Florida’s juvenile justice system, and the Securing Florida’s Future budget demonstrates his unwavering support for providing the best outcomes for youth and for the thousands of dedicated staff who work to better the lives of those we serve,” said DJJ Secretary Christina K. Daly. “I want to thank him for his leadership in recognizing the needs of our youth, families and staff, ensuring safer communities and a better Florida for us all.”
Highlights from Governor Scott’s Securing Florida’s Future budget include:
$13 million to increase the number of available residential commitment treatment beds to ensure capacity for youth adjudicated to non-secure and secure residential commitment programs. Sufficient residential commitment treatment beds are necessary to ensure youth receive the required treatment to appropriately address their needs without undue delay. 
$8 million in pay raises for juvenile probation and detention officers to support officer recruitment and retention and to reward these officers for their life changing work in the juvenile justice system.  The State of Florida has more than 2,000 juvenile detention and juvenile probation officers who work around the clock to protect and rehabilitate Florida’s at-risk youth and keep families and communities safe.
$9 million to continue and expand evidence-based prevention programs. Effective prevention programs have been a critical component in improving the juvenile justice system in Florida. This funding will improve public safety by providing prevention programming to additional youth while also continuing funding levels for current services.
$11.6 million to provide the necessary repairs and maintenance of detention, probation, and residential facilities. This funding will support security improvement and life safety projects, electrical upgrades, and ensure proper compliance with the Americans with Disabilities Act.
$317,150 for the establishment of the Office of Youth and Family Advocacy within the Office of the DJJ Secretary. The Office will serve as a firsthand resource working directly with youth and families to foster communication and amplify their voice in the ongoing improvement of the juvenile justice system. This Office will continue to enhance DJJ’s robust improvement measures and give youth and their families the advocates they need to be successful.

This comprehensive approach will help to effectively reach all youth that come into contact with our system and guide them in the right direction.”
Sheriff Bob Gualtieri, Pinellas County Sheriff said, “I applaud Governor Scott for including additional juvenile residential commitment treatment beds in his recommended budget, as well as the funds to ensure we have high quality, experienced staff to serve Florida’s youth and families. This funding demonstrates his commitment to public safety and to strengthening our communities.
