Board of Governors appoints trustees to UCF and UWF boards

The Board of Governors on Thursday appointed John Lord to the Board of Trustees at the University of Central Florida and Adrianne Collins to the Board of Trustees at the University of West Florida.
John Lord, of Orlando, is retired from his position as the Orlando Area Market President and Small Business and Premier Banking Executive for the State of Florida with Bank of America. Mr. Lord currently serves as a board member of the Nemours Foundation and as a trustee of the Alfred I. DuPont Testament Trust. Mr. Lord serves as a board member for Dornoch Sutherland Assurance Ltd, Cruden Bay Risk Retention Group and the Pediatric Medical Services of Florida Inc. Mr. Lord previously served as chair of the Valencia Community College Board of Trustees, Orange County Industrial Authority, Mid-Florida Industrial Development Commission, Community Foundation of Central Florida, Florida Citrus Sports Foundation and Heart of Florida United Way. He is appointed for a term beginning June 22, 2017 through January 6, 2020.
Adrianne Collins, of Gulf Breeze, is the Power Delivery Vice President at Gulf Power Company. Ms. Collins currently serves as a board member of the North American Energy Standards Board Whole Electric Quadrant and the Ronald McDonald House of Northwest Florida. She is a member of Society of Women Engineers and alumni of Leadership Pensacola. Ms. Collins previously served a board member of the United Way of Atlanta Cole and the Fayette Care Clinic. Ms. Collins received her associate’s degree from University of West Florida and her bachelor’s degree from University of Florida. She is appointed for a term beginning March 30, 2017 through January 6, 2020.
The appointments are subject to confirmation by the Florida Senate.

Universities mark another year of improvement under performance funding

The Board of Governors announced university performance funding scores at its meeting on Thursday, celebrating the fourth year in a row of nearly across-the-board improvement. The System boasted year-over-year gains on six of the eight performance metrics that are common to all universities, including the number of students earning degrees in areas of strategic emphasis (such as STEM). The System’s graduation and retention rates have increased by roughly five points each during the same period.
Based on their excellence or improvement on the Board’s metrics, universities are eligible for a share of the $520 million allocated by the Governor and Legislature during the 2017 legislative session. The model’s 10 metrics include graduation and retention rates, cost to the student, and success for recent graduates.
“In the past four years, we’ve seen steady improvements at the System level and for individual universities,” said Tom Kuntz, Board of Governors’ Chair. “Especially exciting is that we’ve seen universities in the bottom three soar to the top of the pack as they’ve renewed their focus on student success.”
The Board’s newest metric, cost-to-the-student, also pointed to positive outcomes. The average cost of earning a bachelor’s degree is less than $15,000 after financial aid (grants, scholarships and waivers). Furthermore, University Work Plans, in which institutions lay out their future financial goals, indicate that universities are expected to decrease their prices further in the coming years, cutting the student cost per degree from $14,820 to 14,090 by the 2019-2020 school year.
“Affordability has been a priority for the Governor and the Legislature as well as the Board of Governors because it increases student access and relieves student debt,” said Ned Lautenbach, Vice Chair of the Board of Governors and Chair of the Budget and Finance Committee. “It’s exciting to see the universities turning that goal into a reality.”
Universities also boasted a number of individual successes. New College of Florida will get a share of performance funding dollars this year due to its increase in student retention, average full-time wages of undergraduates employed one year after graduation, number of students graduating in areas of strategic emphasis, and cost to students.
The University of Florida, University of South Florida and the University of West Florida all scored in the top three, with UWF soaring from a bottom three to a top three performer in only one year. The accomplishment is partially due to the university’s 5.3 percent jump in retention and 6.6 percent jump in the number of graduates employed one year after graduation, both of which are remarkable gains. UWF’s success is due to a campus-wide effort to invest in long-term strategies designed to increase the institution’s performance in the selected metrics and enhance the overall quality of the education and experience provided. Among the institution’s most successful initiatives is an online graduation dashboard that empowers students, faculty and staff to closely monitor degree progression.
USF secured its spot in the top three by gaining on several metrics, including retention rates, cost to the student, bachelor and graduate degrees in areas of strategic emphasis, the number of students employed one year after graduation, and the number of bachelor’s degrees without excess hours. The achievements are a result of the university’s focus on better preparing students for the workplace through a rigorous and relevant curriculum and strengthened career preparedness initiatives, including the expansion of required experiential learning and internship opportunities.
UF, meanwhile, increased its “number of licenses and options executed” from 147 to 261.The university credits its success to playing “the long game,” focusing on closing deals, fostering a great reputation, and encouraging commercially targeted thinking among faculty.
“We’re at a point in which the effects of performance funding are indisputable,” said Board Member Alan Levine, Vice Chair of the Budget and Finance Committee. “Universities are working diligently toward improvement on these metrics, and that commitment is paying off in the form of better outcomes for students.”

Board of Governors Hosts Safety and Security Summit

The Board of Governors and State University System brought together leaders from all 12 of Florida’s public universities on Monday and Tuesday to share best practices for avoiding, preparing for and dealing with crisis situations on campus, from student mental health challenges to cybersecurity.
Hosted by the University of South Florida in Tampa, the Summit included roughly 100 university leaders, including presidents, administrators, police chiefs, government relations, and communications staff. Speakers included Dr. Larry Barton, one of the world’s leading experts in crisis management and threat assessment, and retired Vice Admiral Mike McConnell, who is chair of the Board of Advisors at the Florida Center for CyberSecurity. Stakeholders also heard from FBI Supervisory Special Agent Cari Robins, who is at the FBI Behavioral Analysis Unit, Behavioral Threat Assessment Center, and assesses stalking cases.
“Students come to universities to learn and prepare for their careers, but they can only do that if they are in a safe and healthy environment,” said Norm Tripp, chair of the Board of Governors’ Academic and Student Affairs Committee. “That means we need to stay focused on the mental health issues that are facing so many of our students in addition to other security threats.”
The Board of Governors and State University System regularly convene stakeholders to discuss strategies for facing security threats. This year’s Summit is especially important because of the Board of Governors’ work over the past year to raise awareness about student mental health issues and the growing need for counselors. In fact, the Board of Governors is asking each university to develop a plan for how to address mental health needs on their campuses, which have skyrocketed in recent years, in line with national trends. Florida’s counselor-to-student ratio is lower than national recommendations.
The Summit also included panel discussions on cybersecurity, protests on campus, and crisis management. Toward the event’s end, participants had the chance to debrief and discuss next steps, including best practices to take home to their campuses.
“The purpose of this Summit is to hear from the people who have their boots on the ground every day and have concerns about our students’ mental health, their security, and how to deal with a crisis should one arise,” said Tom Kuntz, Board of Governors’ Chair. “We hope every participant goes back to his or her home campus with new inspiration and ideas, and we look forward to continuing to receive feedback on how the Board of Governors can help advocate for critical safety and security needs at the state level.”

State University System offers new “concierge” website for businesses

With just one stop, Business leaders can have access to new recruitment and informational tools on the revamped Think Florida: A Higher Degree for Business website designed by the State University System of Florida.
The site hosts all in one place tools from Florida’s career resource centers as well as ExpertNet, an online resource that provides information about university experts, research centers and institutes, and opportunities for technology licensing. Additionally, the site connects employers to Florida’s 12 universities to help assist them in recruiting interns or employees. It also includes a listing of business-focused events at the universities, including upcoming career fairs.
“Our universities are the training ground for Florida’s future employees and entrepreneurs, even as they advance the discoveries and inventions that attract businesses and fuel the economy,” said Board of Governors Chair Tom Kuntz. “By staying focused on the needs of the business community, we’re doing everything possible to give our students and taxpayers the best possible return on investment.”
The State University System of Florida announced the Think Florida: A Higher Degree for Business campaign last year to strengthen ties with the business community in the areas of talent, research and partnerships. The campaign includes regular events, speaking engagements, and various communications. The new tools on the website were built in response to a survey conducted by the State University System in partnership with the Florida Chamber of Commerce.
Business leaders overwhelmingly responded that a central hub to recruit interns and employees and access information on university resources would benefit their companies.
“The State University System is a partner for thousands of Florida businesses, whether engaged in training future employees or commercializing research,” said Mark Wilson, President and CEO of the Florida Chamber of Commerce. “By working together, we are building a strong foundation for Florida’s economic prosperity.”
“This is just the latest example of the State University System’s efforts to build greater synergies with employers and to serve as a resource for them,” said Marshall Criser III, State University System Chancellor. “We look forward to receiving feedback and to using this site to help businesses connect with the great talent, research, and partnerships available at our universities.”

Universities rally for critical student success and research initiatives

Joined by police chiefs, mental health counselors, medical school deans, and student leaders, the Board of Governors and presidents from all 12 of Florida’s public universities came together on Wednesday to rally support for additional mental health counselors and law enforcement officers, raising the State University System’s research profile, and rewarding university performance.
The rally marked the kick-off of the Safer, Smarter, Stronger initiative, designed to demonstrate the return on investment for each of the System’s top priorities. Speakers included Board of Governors Chair Tom Kuntz, Senator Gary Farmer Jr., University of West Florida Student Veteran Timothy Jones, UF Researcher Dr. Glenn Morris, Florida State University First Generation Student Genevieve Bell, and Vice Chair Ned Lautenbach.
“Florida recently ranked top in the country for higher education in U.S. News & World Report, an achievement that inspires all of us to continue striving toward our goals,” said Board of Governors Chair Tom Kuntz. “By putting measures in place to optimize student retention and success, and by positioning our universities to be more competitive in research, we’re priming our state to meet its full economic potential.”
During the rally, Florida Senator Gary Farmer Jr discussed the importance of funding mental health services for students. He was followed by UWF Veteran Timothy Jones, who was diagnosed with PTSD, and said it’s because of mental health counseling and community support that he’ll be graduating this spring. Dr. Glenn Morris, Jr., M.D., M.P.H & T.M. Professor and Director of the UF Emerging Pathogens Institute, discussed the leadership of UF and other institutions on addressing Zika and other diseases.
“Universities are at the front lines in addressing some of the world’s most pressing problems, including critical work on understanding how to prevent, and treat, human diseases,” said Dr. Morris. “The emergence of infections such as Zika are an unfriendly reminder of why we must continue to invest in research, and pursue the discoveries and inventions that make all of our lives safer and better.”
Florida State University Student Genevieve Bell, who is earning a doctorate in neuroscience, also addressed the group about her experience as a First Generation Student. Recognizing the Legislature for proposals to raise the state match on First Generation scholarships, she said she would have never been able to pursue an education if it wasn’t for financial assistance.
State University System Chancellor Marshall Criser said, “Safer, Smarter, Stronger is more than just a slogan, it is a description of what we are accomplishing for our higher education system by working together with the Governor, the Legislature and the universities. We all know that the strength of Florida’s higher education system is directly tied to the success of our students and the prosperity of our state.”
