Florida Remains at Risk for Return of Zika Outbreak

Florida’s unseasonably warm winter has put the state at risk for another, potentially larger, Zika outbreak this year. Mosquitos have remained active in many parts of the state and Aedes aegypti mosquitoes, which transmit Zika and other dangerous diseases such as yellow fever, dengue and chikungunya, are still present at levels usually seen during summer months and continue to breed.
As a tourist destination, Florida also remains susceptible to travel-related cases of Zika, which can lead to locally acquired cases.
In 2016, the Florida Department of Health reported 1,093 travel-related cases and 279 locally transmitted cases of Zika in the state.  278 pregnant women were also infected. So far in 2017, 21 travel-related cases, 1 locally transmitted case and 9 cases involving pregnant women have been reported in Florida.
“The same risk factors for a Zika outbreak that existed in Florida in 2016 remain today, and we cannot afford to be caught off guard this year,” said Andrea Leal, Executive Director of the Florida Keys Mosquito Control District and co-chair of the Florida Mosquito Control Association’s Legislative Committee. “With the state’s residents and vital industries including tourism at risk, increased investment in control measures and research is needed now.”
The Florida Mosquito Control Association is in Tallahassee today to meet with lawmakers during their annual “FMCA Tallahassee Days” legislative event. The Association is requesting that lawmakers allocate $3.8 million for Fiscal Year 2017-2018 to mosquito control efforts and research, an increase of $1.2 million over last year’s budget that will help protect Florida’s families and tourism industry.
“As elected officials, it is our responsibility to protect the health and well-being of our residents and visitors alike. With the outbreak of Zika that we saw in our state last year, it is imperative that we continue to remain vigilant,” said Representative Matt Caldwell, Chairman of the House Government Accountability Committee. “Mosquitoes ignore county lines, so we must look at mosquito control as a statewide effort in order to be most effective at reducing this dangerous mosquito population and the risk of Zika.”
Aedes aegypti mosquitos thrive in densely populated urban areas and breeds in and around homes, schools and office buildings, resting in cool, shaded places, such as wardrobes, laundry areas, cabinets and under furniture.
To help reduce the population of this dangerous mosquito, it is recommended that home and business owners remain vigilant and dump or drain any standing water on a regular basis, including water found in potted plants, pet bowls and trash cans.  Individuals should where long sleeves, pants and closed shoes whenever possible, and use mosquito repellent on any exposed skin when outdoors.
“With Zika posing a significant threat to Florida, I can’t emphasize enough how important it is that we take the necessary precautions to protect the public,” said Dennis Moore, Director of the Pasco County Mosquito Control District. “We are educating lawmakers on the risks so they fully understand the importance of making the right investments this year to strengthen mosquito control efforts.”

Florida Poly Foundation Hosts Second Annual Women in STEM Summit

The Florida Polytechnic University Foundation held its second annual Women in STEM Summit on Tuesday, March 14, at the University’s Innovation, Science and Technology Building, celebrating women who are making their mark in STEM industries and paving the way for others.3.15.2017 women in STEM
With more than 300 guests in attendance, the event featured keynote and TEDx speaker, Karen Catlin, former Vice-President at Adobe Systems, who now advocates for women in technology. Catlin was joined by a panel of STEM experts and inspirational speakers who provided insight into their own professional journeys and how they overcame barriers in their fields.
“We are on a mission to help women who are in STEM professions or have an interest in STEM build solid networks and pursue competitive opportunities in the fastest growing fields,” said Catlin. “Florida Poly is certainly on the right track with their commitment to the Women in STEM Leadership program and Summit. I am blown away by the high-caliber students and faculty members at this institution, and I look forward to seeing what more they will achieve.”
Experts panelists included: Elizabeth Kerns, Senior Vice President and Chief Information Officer at Lakeland Regional Health; Rebecca J. Smith, President and CEO of The A.D. Morgan Corporation and President and CEO of WoofGang Solutions, LLC; and Major General Michael D. Jones, U.S. Army (Ret.), Independent Management Consultant and Member of The SPECTRUM Group in Alexandria, Virginia.
“Technology and engineering are challenging and competitive fields,” said Florida Poly President Dr. Randy K. Avent. “It’s important for all students to hear first-hand how professionals have overcome obstacles to achieve career success. This year’s Women in STEM Summit offered students, faculty and industry leaders a great opportunity to network, engage and discuss real-world issues.”
The event started with a welcome address followed by a breakout session, panel discussion and the keynote address. In addition, students had the opportunity to showcase projects and network with industry leaders.
All proceeds from the Women in STEM Summit will support scholarships and Florida Poly’s mission to prepare students in advanced STEM fields to become innovative problem-solvers and high-tech professionals.
“We are thrilled that so many brilliant minds came together for such an important cause,” said Foundation Board Chair, Loretta Sanders. “In addition to supporting scholarships, this Summit provided tremendous learning and mentorship opportunities for our students, which will certainly help them as they pursue their ambitions in these competitive career fields.”

Religious Liberties Act Passes Final Senate Committee

Legislation to protect Constitutional rights in public schools now available for a floor vote

The Florida Senate Committee on Judiciary, chaired by Senator Greg Steube (R-Sarasota) today passed Senate Bill 436 by Senator Dennis Baxley (R-Lady Lake), Religious Expression in Public Schools. The legislation creates the “Florida Student and School Personnel Religious Liberties Act,” and specifies that a school district may not discriminate against a student, parent, or school personnel on the basis of a religious viewpoint or religious expression.
“Students of any faith, or no faith, have a right to free speech,” said Senate President Joe Negron (R-Stuart).  “The government should not impose a religion, but all too often we see the other extreme where we are taking away people’s right to free speech and their right to practice their faith in a way they believe is appropriate. This legislation makes it clear that we support the constitutional rights of Freedom and Speech and Freedom of Religion for everyone associated with our public school system.”
“Students should not have to surrender their constitutional rights at the school house door. Neither should teachers, administrators or parents,” said Senator Baxley. “Freedom of Speech and Freedom of Religion are fundamental to our way of life as Americans and this legislation ensures that we protect these critical rights in our public schools.”
Senate Bill 436 authorizes students to express religious beliefs in written and oral assignments, free from discrimination. Students may also wear clothing, accessories, and jewelry that display a religious message or symbol to the same extent secular types of clothing, accessories, and jewelry that display messages or symbols are permitted in public school dress codes. Further, students may pray, or engage in and organize religious activities before, during, and after the school day, to the same extent student engagement in secular activity or expression, and the organization of secular activities and groups are permitted.
The legislation requires a school district to comply with Title VII of the Civil Rights Act of 1964 and specifies that a school district may not prevent school personnel from participating in religious activities on school grounds that are student-initiated at reasonable times before or after the school day.
Districts must allow a religious group access to the same school facilities for assembling as a secular group without discrimination. Additionally, the bill requires school districts to adopt a policy that establishes a limited public forum for student speakers at any school event at which a student is to speak publicly. The legislation also requires the Florida Department of Education to develop and publish on its website a model policy regarding a limited public forum and the voluntary expression of religious viewpoints by students and school personnel in public schools. The model policy must be adopted and implemented by each district school board.

Senate Committee Votes to Protect Florida’s Reemployment Program From Criminal Fraud

The Senate Transportation Committee today unanimously approved SB 372, sponsored by Senator Kelli Stargel, which strengthens the Florida Department of Economic Opportunity’s efforts to fight fraud in the state’s Reemployment Assistance program. The legislation provides DEO access to the Florida Department of Highway Safety and Motor Vehicles’ DAVID System, which includes the state photo identification database.

Cissy Proctor, Executive Director of the Department of Economic Opportunity, said, “I want to thank Senator Stargel, Chairman Gainer and the Senate Transportation committee for their leadership in protecting Florida’s Reemployment Assistance program from theft and fraud. This good bill will help DEO quickly identify criminals and prevent them from stealing Reemployment Assistance from job seekers who are trying to get back to work.” 

The legislation includes the tools and legal authorizations that are critical to prevent and fight public benefits fraud by providing DEO access to the driver’s license database to confirm provided IDs are not fraudulent.

Statement by CARE FL Chairman Brent Hanlon regarding the Senate Transportation Committee’s Passage of High Speed Rail Safety Legislation

The Florida Senate Transportation Committee today passed Senate Bill 386 by Senator Debbie Mayfield, which establishes the Florida High Speed Passenger Rail Safety Act. Citizens Against Rail Expansion in Florida (CARE FL) Chairman Brent Hanlon released the following statement regarding the committee’s passage of the bill.
“I want to once again thank Senator Debbie Mayfield for filing legislation this session to fill the void that currently exists in Florida law when it comes to high speed rail safety. The unanimous support the bill received in committee today highlights the importance of ensuring that all Floridians are protected from accidents and injuries at dangerous high speed rail crossings across the state. This is not just about our community which will be negatively impacted. This legislation will address public safety concerns in any community across the state. The Florida Lottery announces that Lawrence Albertie, 61, of Fernandina, claimed a $1 million prize in the new multi-state Draw game CASH4LIFE®. Albertie is Florida’s first CASH4LIFE winner.
“I usually pick up a Scratch-Off ticket when I stop for my morning coffee, but I decided to try my luck at something new,” said Albertie. “Something inside told me I was going to win, but I still can’t believe I’m Florida’s first CASH4LIFE winner!”
