Gov. Scott to Highlight Major Action Plan and $500 Million Investment to Keep Florida Students Safe

Today, February 27th, Governor Rick Scott will highlight his action plan to make major changes to help keep Florida students safe, including a $500 million investment in school safety and mental health. The Governor’s proposal, which was announced last week, followed the emergency meetings Governor Scott organized with law enforcement, school administrators, teachers, mental health experts, and state agency leadership, as well as meetings the Governor hosted with students from Marjory Stoneman Douglas High School.

Report horseshoe crab spawning sightings with new FWC app

Spring is peak mating season for horseshoe crabs, and biologists with the Florida Fish and Wildlife Conservation Commission (FWC) encourage sighting reports with the new FWC Reporter application.

Horseshoe crabs mate year-round, and it is most common to see groups along the shore in March and April. To identify mating pairs, look for a smaller male on top of a larger female. Beachgoers will likely have the best luck spotting horseshoe crabs around high tide, within three days of a full or new moon. The next full moon is Friday, March 2, and the new moon is Saturday, March 17.

These sighting reports provide important information about population distribution to the FWC. Although horseshoe crabs have existed for about 450 million years, their numbers have declined due to overfishing and loss of habitat.

If you see a horseshoe crab on its back, gently pick it up (holding both sides of the shell) and release it back into the water. Simple actions like this help conserve this species and the many other species that depend on it.

The FWC Reporter app is free to download on Apple or Android smartphones or tablets from the App Store and Google Play. SR Education Group Ranks UNF a 2018 Top, Most Affordable Military-Friendly Online College

The University of North Florida has been named a 2018 Top and Most Affordable Military-Friendly Online College by SR Education Group, a leading education research publisher.

SR Education Group evaluated more than 500 accredited colleges across the country offering online degrees using factors important to military students, with only 60 colleges making the 2018 Top Military-Friendly Online Colleges list. UNF was also highlighted as a Top 25 military-friendly college committed to affordability, ranking No. 6 in the country on the 2018 Most Affordable Military-Friendly Online College list.

“The fact that we’re being nationally recognized for our online programs is a testament to the exceptional education offered at our institution,” said UNF President John Delaney. “Faculty in our online programs are committed to this form of program delivery and have developed course materials and teaching methods that are second to none.”

Colleges were required to offer at least 10 fully online degrees to be considered for the Military-Friendly Online College rankings. All accredited schools that met this requirement were evaluated based on four key factors for military support in online education: military culture, online support, financial aid and flexibility. SR Education Group used government data from the U.S. Department of Veterans Affairs GI Bill Comparison Tool to evaluate schools in these four categories and manually researched annual tuition rates of online programs offered by all schools on the military-friendly list.

This latest recognition comes on the heels of UNF receiving several other national designations, including U.S. News & World Report’s 2018 “Best Online” Bachelor’s Program, Kiplinger’s Personal Finance’s “Best College Value of 2018,” 2018 “Best in the Southeast” by Princeton Review, 2018 “Best Regional” University by U.S. News & World Report, 2018 “Best Colleges” by College Factual and the 2017 Higher Education Excellence in Diversity Award from Insight into Diversity magazine, to name a few.

CRC Public Hearing in Pensacola at UWF Conference Center

The Constitution Revision Commission (CRC) invites all interested Floridians to participate in a public hearing being held today at the University of West Florida’s Conference Center & Ballroom from 1:00-7:00 PM Central Time. This is the fourth public hearing being held on the CRC’s 2018 “Road to the Ballot” public hearing tour.

Faith Leaders and Florida Lawmakers To Host News Conference Opposing Payday Lending Bill

On Tuesday, February 27 at 11:00 a.m., clergy representing the Florida faith community will converge on the Capitol Building in Tallahassee to call on lawmakers to reject a payday loan expansion bill and instead to cap payday lending interest rates in the state, which are currently in the triple digits. The faith leaders will raise their voices on an issue that is at a critical impasse, as the payday lending bill, SB 920/HB 857, has moved quickly through several legislative committees. Representative Tracie Davis (D-Jacksonville) will join the faith leaders at the conference.

The bills would allow payday lenders to make larger, longer debt traps at over 200% annual interest, adding another tool for predatory lenders operating in Florida. Payday lenders already extract over $300 million per year from the pockets of low-income families, and over 80% of payday loans in Florida go to people stuck in more 7 or more loans in a year. SB 920/HB 857 is roundly opposed in the state by the AARP, NAACP, the Archbishop of Miami and many others.

Polk County man claims share of $1.4 million LUCKY MONEY™ jackpot

The Florida Lottery announces that Roy Leath, 59, of Lake Wales, claimed his $700,000 share of the $1.4 million LUCKY MONEY™ jackpot from the February 20, 2018, drawing at Florida Lottery Headquarters in Tallahassee. The other jackpot-winning ticket, sold in Miami, has not yet been claimed.

Leath chose to receive his winnings as a one-time, lump-sum payment of $495,762.76. He purchased his ticket at Cash Mart, located at 333 South First Street in Lake Wales. The retailer received a bonus commission of $1,000 for selling the jackpot-winning ticket.

The next LUCKY MONEY drawing will be held tomorrow, February 27, 2018, at 11:15 p.m. ET, with a $550,000 jackpot. The LUCKY MONEY drawings are broadcast on 17 carrier stations throughout the state. Winning numbers are available on the Lottery website, at retailers statewide and by phone at (850) 921-PLAY.

Ramp Closure Scheduled for Southbound U.S. 17/92 Ramp to Westbound S.R. 414

Beginning tomorrow, Feb. 27, the southbound U.S. 17/92 ramp to westbound S.R. 414 will be closed through March 1 between the hours of 10 p.m. and 5 a.m.

Traffic will be routed south on U.S. 17/92, west on Horatio Avenue then north on North Maitland Avenue to Maitland Boulevard.

The closure will allow workers to safely complete asphalt milling and resurfacing of the ramp.

Electronic message boards and other signage will be used to direct motorists. Please note that this schedule may change due to weather or other unexpected conditions. Senate Committee Advances Marjory Stoneman Douglas High School Public Safety Act

Senate Committee on Rules Passes Critical Public Safety Legislation

The Florida Senate Committee on Rules, chaired by Senator Lizbeth Benacquisto (R-Ft. Myers) today passed Senate Bill 7026, The Marjory Stoneman Douglas High School Public Safety Act. The legislation represents a comprehensive approach to addressing the issues presented by the tragedy at Marjory Stoneman Douglas High School in Parkland, Florida, including firearm and school safety, and community mental health resources.

“Just 12 days ago 17 of our fellow citizens lost their lives and 14 more of our citizens were seriously injured. The victims of the mass shooting at Marjory Stoneman Douglas High School did nothing more than get up on an ordinary day and go to school and work the way they had done thousands of times before,” said Senator Bill Galvano (R-Bradenton), who presented Senate Bill 7026 today. “This legislation provides law enforcement, the courts, and schools with the tools necessary to enhance public and school safety and will enhance coordination between education and law enforcement entities at the state and local levels to help prevent a tragedy like this from ever happening again.”

“Nothing we will do in the State Legislature will fill the void created in the families of the victims, their school, or their community. However, this comprehensive legislation will honor their memory by helping to ensure every community across the state has the resources needed to identify and treat those suffering from mental illness, to improve the safety and security of local schools, and to ensure those suffering from mental illness do not have access to firearms,” said Senate President Joe Negron (R-Stuart).

A summary of the Marjory Stoneman Douglas High School Public Safety Act as passed by the Senate Committee on Rules is below.

Mental Health:

  • Authorizes a law enforcement officer who is taking a person into custody for an involuntary examination under the Baker Act to seize and hold a firearm or ammunition from the person for at least 72 hours, or until the person appears at the agency to retrieve the firearm or ammunition.
  • Prohibits a person who has been adjudicated mentally defective or who has been committed to a mental institution from owning or possessing a firearm until a court orders otherwise.
  • Creates a process for a law enforcement officer or law enforcement agency to petition a court for a risk protection order to temporarily prevent persons who are at high risk of harming themselves or others from accessing firearms when a person poses a significant danger to himself or herself or others, including significant danger as a result of a mental health crisis or violent behavior.
  • Provides a court can issue a risk protection order for up to 12 months.
  • Requires the surrender of all firearms and ammunition if a risk protection order is issued.
  • Provides a process for a risk protection order to be vacated or extended.
  • Codifies the Multiagency Service Network for Students with Severe Emotional Disturbance (SEDNET) as a function of the DOE in partnership with other state, regional, and local entities to facilitate collaboration and communication between the specified entities.
  • Creates the mental health assistance allocation to provide supplemental funding to assist school districts and charter schools in establishing or expanding comprehensive mental health programs, and to connect students and families with appropriate services.

Firearms Safety:

  • Requires a three-day waiting period for all firearms, not just handguns, or until the background check is completed, whichever is later. Provides exceptions for:
    • Concealed weapons permit holders, and
    • For firearms other than handguns, an exception for individuals who have completed a 16 hour hunter safety course.
  • Prohibits a person under 21 years of age from purchasing a firearm, and a licensed firearm dealers, importers, and manufacturers, from selling a firearm, except in the case of a member of the military, or a law enforcement or correctional officer.
  • Prohibits a bump-fire stock from being imported, transferred, distributed, transported, sold, keeping for sale, offering or exposing for sale, or giving away within the state.

School Safety:

  • Establishes the Commission on School Safety and Security within the Florida Department of Law Enforcement to investigate system failures in the Parkland school shooting and prior mass shooting events, and develop recommendations for system improvements.
  • Codifies the Office of Safe Schools (office) within the Florida Department of Education (DOE), and specifies purpose for the office is to serve as the state education agency’s primary coordinating division for promoting and supporting safe-learning environments.
  • Creates the Florida Sheriff’s Marshal Program within the DOE as a voluntary program to assist school districts and public schools in enhancing the safety and security of students, faculty, staff, and visitors to Florida’s public schools and campuses.
  • Establishes the Public School Emergency Response Learning System Program to assist school personnel in preparing for and responding to active emergency situations, and to implement local notification systems for all Florida public schools.
  • Requires each district school board and school district superintendent to cooperate with law enforcement agencies to assign one or more safe-school officers at each school facility, and:
    • Requires each district school board to designate a district school safety specialist to serve as the district’s primary point of public contact for public school safety functions.
    • Requires each school district to designate school safety specialists and a threat assessment team at each school, and requires the team to operate under the district school safety specialist’s direction.
  • Clarifies the applicability of public records exemptions for security systems and plans to give confidence that video footage that could reveal the location and capabilities of security cameras is exempt from public records.

Lantana man wins $1 million prize playing $10,000,000 WORLD CLASS CASH Scratch-Off game

The Florida Lottery announces that Jorge Lopez, 42, of Lantana, claimed a $1 million prize in the $10,000,000 WORLD CLASS CASH Scratch-Off game at Florida Lottery Headquarters in Tallahassee. He chose to receive his winnings as a one-time, lump-sum payment of $748,000.00.

Lopez purchased his winning ticket from Lantana Grocery & Deli, located at 3624 Lantana Road in Lantana. The retailer will receive a $2,000 bonus commission for selling the winning Scratch-Off ticket.

The $25 game, $10,000,000 WORLD CLASS CASH, features more than $549 million in total cash prizes, including two top prizes of $10 million and 46 prizes of $1 million! Overall odds of winning are one-in-2.89.

Scratch-Off games are an important part of the Lottery’s portfolio of games, comprising approximately 68 percent of ticket sales and generating more than $784 million for the Educational Enhancement Trust Fund (EETF) in fiscal year 2016-17.

Broward County Legislators Release Joint Statement in Response to House Republicans’ Demand for Suspensions

STATEMENT BY BROWARD COUNTY LEGISLATORS

With recent calls for removals and/or suspensions from office, today Broward County lawmakers ask for patience and a thorough examination of the facts and circumstances before anyone, at any level of government, is publicly scorned or accused of dereliction of duty.

We have heard cries for the removal of the head of the FBI, the head of DCF, the Governor and even the Sheriff of Broward County before most of the facts and circumstances surrounding the horrific shooting at Marjory Stoneman Douglas High School are even known. Given the understandably heightened emotions surrounding this tragedy, we understand that many in the political process are looking for solutions or someone to blame. But it is important to recognize that all of us, regardless of political party, share an obligation to get this right and learn what happened first so we can take whatever steps are necessary to ensure something like this never happens again.

What concerns us is that there are some who call for removals or suspensions simply to divert the focus of the efforts to protect our students away from the root common denominator of all mass shooting incidents – the use of military-style assault weapons and high capacity magazines to murder large numbers of people. Finally addressing mental health funding and examining school security are obvious solutions, but lost in the discussion is meaningful gun safety reform. Raising the age to purchase an assault weapon from 18 to 21 is a no-brainer fix of an obvious flaw in current law; but we need to do more.

In Newtown, Las Vegas, Orlando, and Parkland, with assailants 20, 64, 29 and 19 years-old, in those with and without signs of mental illness, in instances of advance warning or none at all – the one single factor each and every one of these killers shared, in these cases and too many others, is the legal possession of an assault weapon. It was this weapon of war that murdered 20 children and 6 adults at Sandy Hook, 58 concert goers in Las Vegas, 49 individuals at the Pulse Nightclub, and 17 students and teachers at Stoneman Douglas High School. These weapons go far beyond any legitimate sporting purpose and the need for self-defense. We must include in the debate limits or the elimination of these weapons going forward.
